The HAP Program - Pluses for Buyers And Sellers HAP, or Homeowners' Assistance Program through the Department of Defense, offers some real pluses for buyers and sellers. Eligible homeowners include service personnel as well as federal civilian, including non-appropriated fund, employees. And HAP has been temporarily extended to include wounded, injured or ill service workers and DOD employees, surviving spouses, and others. How about getting a short sale approved in advance, based on a full appraisal before the property is listed? Those are pretty heavy words to say to someone. But clearly Bruce Marks had no compunction about saying this (actually yelling on the phont) to a high-level banking official at BofA. I have to say I applaud his willingness to go after the folks who seem, by most accounts, to be at the heart of the continuing problems with our foreclosure mess, the unwillingness in many cases to attempt a loan modification, and the myriad of other issues that have cropped up in the housing crisis. This post is about relocation buyer perseverance and patience, and the trials and tribulations of the short sale, foreclosure and REO market in my area. I was referred a young couple relocating from the Northwest. He had already started a new job in the San Diego area and they still had an apartment they were paying rent on. I don't know the laws in other states, but here in California there are several regulations that come into play with pre-foreclosure and foreclosure properties that can significantly impact us. I suspect there are some regulations that exist in your state that dictate what you, as an agent, can and cannot do. And which might also protect consumers from being harmed by investors seeking to capitalize on their bad luck.
