A quote attributed to Peter Simpson of the Greater Vancouver Home Builders' Association in this story may have left the impression that people buying "million-dollar-plus" homes would not be affected by the tax. They will be.
Simpson was making the point that everyone - not just the wealthy - will be hit by the tax when buying a home.
