Relocating to Spring Texas? 10 things you need to know

If you are thinking of moving to Spring Texas there are things you need to know. Things Rick (my husband and fellow Prudential Gary Greene Realtor) and I eventually learned on our own but want to share with you.

10 Things you need to know before moving to Spring Texas:

1. No Downtown. Spring Texas is an unincorporated area of Harris County which means there is no actual city of Spring. We do have Old Town Spring which is a quaint area of 200 shops but it is not what you would expect a downtown area of city to be.

2. Our areas blend together. Where Houston TX ends Spring TX begins. And without a "Welcome to Spring TX" sign, you never knew you just left one city and entered another. The areas blending together hold true for other areas too as where Spring TX ends either Cypress, Tomball, the Woodlands, or Humble begins dependent only upon the direction you are heading.

3. No state income tax. Its true, Texas does not have a state income tax. And since we do not have a state income tax, our Spring Texas schools are funded by local real estate taxes. So in comparison to other states, Texas real estate taxes are high.

4. A Mexican restaurant, nail shop, and dry cleaner in every shopping center. I don't know if it is because of a tenant mix requirement for shopping centers or not. But if you like Margaritas, polished nails, and clean clothes, you will find some of the best and cheapest prices in Spring Texas.

5. Fire Ants. You will always remember your first encounter with fire ants. Because within minutes of your stepping on a fire ant mound, the stinging and itching sensation caused by these pesky ants will have you saying words that shouldn't be said out loud. Your best defense against fire ants is to apply Over'n Out twice a year to your yard.

6. Home prices 20% to 30% below national home prices. Balanced supply and demand coupled with lower construction costs makes the Spring Texas real estate market extremely attractive. Your housing dollar will stretch far and you will be amazed with the lifestyle you can afford.

7. No Zoning Laws. Translation - anything can and has been built to anything else. What your home backs up to, fronts, or sides, impacts your home's resale value. Just because you did not mind that your home backed up to an apartment complex or a water storage tank, is no guarantee future buyers will have the same opinion.

8. Lawn maintenance season goes on and on and on. Starting in March and continuing through November, we are whacking weeds, edging, and mowing our lawns. If lawn maintenance is not for you, lawn service companies will gladly do it for you for about $25 a week.

9. A swimming pool for almost every neighborhood. No need to join the local YMCA or pay for a season pass to a waterpark with the majority of Spring Texas neighborhoods having their own swimming pool. The swimming pools range from basic to Olympic sized pools, with water slides, wading pool, and splash pads approaching the size of a small waterpark.

10. Good deodorant is a MUST. Our summers are long and humid and the best way to make it through them is with a good deodorant. Your first summer will be the roughest. But as your body becomes more accustomed to our climate each passing year will be a little easier on you.

Does no one proofread their work anymore? And what about the spellchecker tools are they all broken? I know I am probably being a little over dramatic but I am seeing more and more listings for Spring Texas homes with errors.

Including these that I directly copied from our local MLS:

Physical Property Description - Public: WOW! Custom home on huge cul-de-sac lot. Jenn-Air convection oven & mircowave 2007, flat surface range 2006, & 2 panties in kitchen.

What .... 2 panties in kitchen? Are the sellers really including 2 panties in the sale of their home? I thought the lack of proof reading was hilarious. But I don't think the sellers would consider it quite as funny.

And

Physical Property Description - Public: DECORATORS HOME FEATURING FAUX FINISHED WALLS, SLATE FLOORS IN DEN, KITCHEN, BATH, ENTRY, PLUMBING FIXTURES AND SINKS REPLACED, GRANITE COUNTER IN MASTER BATH WITH CERAMIC TILE FLOORS AND COPPER PLUMBING, 2′ BLINDS THROUGHOUT

I have not been in this home so I can not say with 100% certainty that the description is not accurate. The home could have 2 foot blinds. But I have never seen 2 foot blinds. Now 2 inch blinds those I have seen.

Physical Property Description - Public: BRING ALL OFFERS, SELLERS ANXIOUS!!Wonderful large floorplan. 4/2.5/2 updated home. Laminage/wood/tile flooring downstairs. Carpeted upstairs. Recent paint inside. Stainless steel stove and dishwasher. Washer/Dryer and Frige are negotiable!

I wonder if Laminage is the French spelling for Laminate? And what is a Frige? According to Wikipedia, Frige is an Anglo-Saxon love goddess. Hmm ... maybe the sellers have a statue of the love goddess that is negotiable with the sale of their home?

And

Physical Property Description - Public: THIS 4 BEDROOM 2 1/2 BATH HOME IS LOCATED IN CYPRESS FOREST SUBDIVISION WITH EASY ACCESS TO I-45. FEATURES INCLUDE COVERED FRONT PORCH AND COVERED REAR PATIO. INSIDE HAS LARGE LIVING AREA WITH FIREPLACE, RECESSED LIGHTING THROUGHOUT THRU OUT,

Did the listing agent add the two different spellings of through out for additional emphasis. Or could the agent simply not make up his mind on which spelling to use so he decided to use them both.

Maybe I am expecting too much and I am being too critical. I am sure from time to time when I am in a hurry I forget to thoroughly proofread an email or forget to use the spellchecker tool on a post. But when it comes to marketing my clients homes, I proof and I use the little spellchecker tool. Because my sellers are counting on me to do a professional job and I am not going to let them down by advertising 2 panties in kitchen instead of 2 pantries in kitchen. Oh what a difference the smallest details make.

A White Christmas for Spring Texas??

Yesterday, for the first time in almost 4 years, it SNOWED in Spring Texas.

The official time it started snowing I do not know. But for me it was 3:30 pm. I was busy working on my real estate marketing plans for 2009 from my home office when I heard cheers of joy from outside. I looked out my window and listened a little closer and caught sight of the elementary kids who were getting off the school bus and jumping up and down yelling "Its Snowing, Its Snowing, Its Snowing".

I had to stop working and watch the big snowflakes float down from the sky. As I continued to watch it snow, my mind was flooded with wonderful childhood memories of winters in the Midwest where I grew up.

Childhood memories of building snow forts and stock piling them with snowballs for an attack on an unsuspecting passerby, sledding down hills on the lighting fast silver circle which was so cold it felt like you were sitting on an icicle, laying in the snow and making beautiful snow angels, putting on bread sacks before putting on your snow boots to keep your feet dry, and coming back inside from the cold to a mug of hot cocoa.

As a kid, I too was excited to see it snow. But unlike the kids in Spring Texas, we got snow days. And the only thing that was better than one snow day was two snow days.

Even though I moved to Spring Texas to get away from the snow, part of me would not mind having a snow day once and while. That is with the caveat that I could just stay inside and watch it snow and not have to drive anywhere.

The photo above was taken at 9:30 pm last night of fresh snow clinging to the branches of the live oak tree that resides in the front yard of my home. This morning I was hoping to marvel once again at the snow's beauty. But I was too late. Yesterday's snow had already departed.

Will Spring Texas get a White Christmas? Probably not. But we all enjoyed the day it snowed.

Spring Texas real estate market report: October 2008

How's the Spring Texas real estate market fairing? Is it getting better or is it getting worse? In a word "BETTER".

Our months of inventory has decreased and is creeping closer to a balanced market at 6.2 months. According to the National Association of Realtors, nationally the real estate market has 10 months of inventory.

Our Spring Texas real estate market has out-performed the national real estate market through out all of 2008 and it continues to do so.

Sales ↓ - 12% decrease with 201 October 2007 sales versus 189 October 2008 sales. The percentage decrease in sales was smaller in October versus recent months. With the majority of the damage caused by Hurricane Ike repaired and the national election now behind us, the buyers are starting to find their way back out into the Spring Texas real estate market.

Active Listings ↓ - 23% decrease in active listings on the market from 1,772 in October 2007 to 1,365 in October 2008. Less active listings and less qualified buyers combine for a balanced market.

Months of Inventory ↓ - 7% decrease in months of inventory to 6.2 months. With the months of inventory now hovering closer to 6 months, a more balanced market between buyers and sellers has returned. Buyers your best chance to get a good deal on a Spring Texas home is right NOW. As Sellers are experiencing less showings due to the Holidays and are more willing to deal.

Days on Market ↑ - 4% increase of Days on Market from 84 to 87. Buyers are being more choosy. They feel no urgency to buy and are taking their time to make a decision. Requiring home sellers to be more patient.

Sales Price to List Price ↔ - No change in the Sales Price to List Price which remains at 96%. The homes that are selling have been priced right to attract buyers. And thus sellers are able to negotiate a high sales price to list price.

If you are thinking about buying a home now is the time. With 6.2 months of inventory, the market is coming into a more balanced position and the negotiating power that buyers have enjoyed the majority of 2008 is starting to disappear.

And contrary to what you may have heard, lenders so have money to lend. Getting a loan will require more documentation than previously but there is MONEY available for loans. Plus interest rates are still very attractive with 30 year rates at around 6%.

If you needed another reason why now is a good time to buy a home, then buy before the minimum down payment on FHA loans increases. On January 1, 2009 the minimum required down payment increases from 3% to 3.5%.

How to get an Interest FREE government loan

It seems like every couple of days I hear about the government bailing out this company or giving this other company a loan. I am to a point that I want to know what I have to do to get a government loan. Because after all if the government is giving out money .... I want some too.

You probably have not heard that you may qualify to receive an INTEREST FREE LOAN from the government. Why? Because bad news SELLS and GOOD news well it is just not as exciting.

Now, I don't qualify for the interest free loan since I am not considered a "first-time home buyer". So I am still going to be waiting for my money. But if you DO meet the government's definition of a first-time home buyer, you can get a 15 year interest free loan up to $7,500. I know its not as good as FREE money since the money has to be paid back. Although, it is still a sweet deal.

The interest free loan is called the "first-time home buyer tax credit" and it is part of the Housing and Economic Recovery Act of 2008. The Recovery Act was designed to give housing a shot in the arm and a reason for buyers to purchase a home.

So who is considered a first-time home buyer? A buyer who has not owned a principal residence within the last three (3) years.

What are the other requirements?

You have to purchase a resale or new home between April 9, 2008 and June 30, 2009

Don't exceed modified adjusted gross income levels. The entire $7,500 loan is available to individual tax payers with modified adjusted gross income of $75,000 and $150,000 for married taxpayers. A portion of the $7,500 loan is available to individual taxpayers and married taxpayers with a modified adjusted gross income of $95,000 and $170,000 or higher, respectively. If your modified adjusted gross income levels are higher than the amounts above, the government has decided you are doing fine on your own and you do not need their loan.

How do you actually get the first-time home buyer tax credit (A.K.A. "Interest Free loan")?

Take the tax credit on your federal income tax return.

If you purchase a home in 2008, take the tax credit on your 2008 tax return.

If you purchase a home in 2009, before you file your federal income tax return for 2008, take the credit on your 2008 return. You do not have to wait until your 2009 return to file for the first-time home buyer tax credit.

If you purchase a home in 2009, after you filed your 2008 tax return, take the credit on your 2009 tax return.

The tax credit has to be paid back to the government over 15 years which would $500 a year. But the GOOD news is that your first payment does not begin until two years after you claimed the tax credit. For instance if you file for the tax credit on your 2008 return, your first $500 repayment does not occur until you file your 2010 return.

Now I know if you are a first-time home buyer, this all has to sound very confusing. You are right, it is confusing. But DO NOT let that stop you from getting an interest free loan to help you with your real estate purchase. What's going on with the Spring TX real estate market? Is it good, is it bad, is it time to sell, is it time to buy?

Real estate is LOCAL and its fairing better in some cities than in others. The Sacramento CA real estate market is different than the Hoboken NJ real estate market which is different than the Houston TX market which is different than the Katy TX market which is different than the Spring TX real estate market.

Anyway you get the picture. Real estate is LOCAL.

The only real estate market that I am going to discuss is the Spring Texas real estate market because that's the one I know.

The interruption caused by Hurricane IKE skews our September numbers. Thus comparing September 2008 to September 2007 does not provide an accurate picture.

Instead I am comparing September 2008 YTD to September 2007 YTD which in my opinion is a better representation of what is going on in the Spring Texas real estate market.

Sales ↓ - 17.7% decrease in YTD Sales with 2,459 sales YTD 2007 sales versus 2,023 sales YTD 2008. A decrease in sales is not surprising considering there are fewer qualified buyers.

Median Home Price ↓ - Down 1.4% from $146,000 to $144,000. GOOD NEWS is that home prices are holding steady and only experiencing a small decrease.

Active Listings ↓ - Listings on the market has decreased 6.4% from 1,757 YTD 2007 to 1,645 YTD 2008. A decrease in active listings is good

Months of Inventory ↑ - 10% increase in months of inventory with YTD being 6.8 months. Over 6 months of inventory is typically considered to be a buyers market.

Days on Market ↑ - 10% increase of Days on Market from 80 to 88. Buyers are being more choosy. They feel no urgency to buy and are taking their time to make a decision. Requiring home sellers to be more patient.

Sales Price to List Price ↔ - No change in the Sales Price to List Price which remains at 97%. Sellers are not feeling pressure to take LOW BALL offers.

In summary:

Yes, we have seen fewer sales of Spring Texas homes in 2008 vs 2007. But the quantity of sales is NOT as CRITICAL as what is happening with our home prices. Home prices are holding steady with only a small decrease. Since home prices are holding steady, sellers are not feeling pressure to accept LOW BALL offers as represented in the sales price to list price ratio of 97%.

If you are looking to buy a home now is the time. With 6.8 months of inventory, buyers have the upper hand in negotiations causing sellers to be more reasonable on purchase terms. Money is still available and lenders are looking to lend. Interest rates are still reasonable with FHA rates hovering around 5.5% - 6.0%. Since home prices are holding steady, buyers do not have to be overly concerned with purchasing a home today that is worth considerably less tomorrow.

Will St. Joe help sell your Spring Texas home?

Yesterday I was at a closing with my buyers who were purchasing a Spring Texas home when a discussion arose about a St. Joseph statue that the sellers had buried in the front yard. The sellers believed that if you want to sell your home, you bury a St. Joseph statue in the yard, say a prayer, and before you know it the house will be SOLD.

Now for a little background on the sellers home, it had been on the market for 270 days which is 3X longer than the average days on market for Spring Texas homes. Its initial list price was $233,000. During the 270 days it was on the market it had been reduced three times. When my buyers and I viewed the home it was on the market for $194,500 or 16.5% less than its original list price.

The home was built in 1984 and although it had some recent updates of flooring in a couple of rooms and new kitchen counter tops and backsplash its window treatments and wallpaper dated the house. The house showed dark because of the heavy window treatments and the upstairs carpet was severely in need of stretching. I almost forgot to mention the blue carpeting on the stairs and in the upstairs gameroom.

After viewing the home, I knew exactly why it had been on the market so long. It showed dark, was in need of updating, and was not a significant bargain in comparison to the rest of the Spring Texas real estate market for buyers to be willing to take on the work. My buyers had vision and could see the potential in the home which is why it was the right home for them.

Did the powers of the St. Joseph statue help the sellers sell their home? Who knows? But what I do know is that I am not about to say anything negative about the husband of the mother of Jesus. I will say, that sometimes even St. Joseph can not do it by himself and he needs a little help from the sellers. Next time you need to sell your Spring Texas home, give St. Joseph a hand and price your home correctly and get it in good showing condition.

A return to normalcy after Hurricane IKE

Around 3 am in the morning of Saturday, September 13th, I was awaken by the sound of Hurricane IKE roaring through our town of Spring Texas. I was not able to return to sleep the rest of the night as the sound of the howling of the wind and the beating of the rain kept me awake. The whole experience felt as if I was on a dingy in rough seas because the rain fueled by the wind made it sound like waves were crashing against my window panes.

Our electricity was knocked out around 1:30 am Saturday morning but the water, gas, and my land line were all still working. Later in the day, cell phone service went down. During hurricane Rita's descent on our area, our electricity was only out of service for about an about which made it possible for us to receive the majority of our news updates by watching the weather channel.

Not this time. With no power, we called our family members in other states for updates on the location of the storm. We did have an additional and unexpected source of news. Somehow during the mist of a hurricane, the local paper, our Houston Chronicle was able to be safely delivered to our front yard. By the end of Saturday, hurricane IKE passed but not first without making its presence known.

We live in a community that was established within the last five years and as such the majority of the trees are 25 feet or smaller with the average size being about 12 feet tall. Thus the damage that was felt in our subdivision was minimal as it was limited to down tree limbs and some newer trees were left standing at a 45 degree angle.

The older more established communities in the Spring Texas area received major tree damage with some of the trees causing significant damage to the houses they fell on or went through and older property line fences were completely knocked down. Billboards were split in half, traffic signals went out along with the electricity, and pieces of fiberglass signs were scattered across the roadways.

Over the past couple of days, I have gained a new appreciation and thankfulness for the comforts afforded to me by electricity. The comforts of electricity to run washing machines, microwaves, ovens, televisions, dvd players, hair dryers, curling irons, computers, garage door openers, refrigerators, freezers, air conditioners, and lights.

Things Living without electricity has taught me:

kids do still ride bikes when they don't have their video games, television programs, and cell phones to distract them
having a candlelight dinner with your spouse is romantic
that board games can be fun even when played by candlelight
you can run a laptop computer off your car battery and watch a movie in your car ... updated version of drive-in movie
fish will last several days if it has been cryovac packaged
new meanings to the phrases "Bad Hair days" and "Wasting Daylight".
the best form of hyper-local social media is getting out and talking with your neighbors

A small level of normalcy has returned to my life today, September 17th. Our real estate office's power was restored along with its phones, Internet, and email. And it feels so good to be writing a post again. These last couple of days without internet and email service has thrown me into an unfamiliar world.

It will be days and weeks before the power is completely restored. Our home is still (5 days later) without power as we are just 1 of 1.4 million CenterPoint customers that are in the dark. Within the next week, CenterPoint predicts to have service restored to 50% of their customers. I hope their estimates are right because the sooner we can get service restored the sooner our lives can return to normal. I am one of the forunate ones who will be able to return to a normal life.

Not all people will be able to return to a normal life as they will be forever impacted. My heart and prayers goes out to all them. The families that have lost loved ones, priceless (non-replaceable) possessions, and their homes because of the hurricane IKE. May God Bless you.

Ho Hos, Potato Chips, and IKE .... oh my!!!

All day today, my husband and I have been making preparations for the arrival of Hurricane Ike in Spring Texas. I am sure we are probably like a lot of other residents that wait until there's a high probability that a Hurricane is coming our way before we prepare. Today was that day and the Hurricane ... it's name is Ike.

First decision of the day is do we pack up and leave or do we stay? If we lived on Galveston Beach or closer to the coast, it would be a more difficult decision for us. But in Spring Texas, we are located about an hour and 15 minutes from the coast. Far enough from the coast not to experience storm surge so we are staying. After all the old adage is "Run from water and Hide from wind".

We are going to be on the dirty side of Hurricane IKE which means we are going to get dumped on with rain along with experiencing winds gusts that are projected to be 85 miles an hour. Not an ideal environment to be journeying out to a restaurant for meals which means we need to stock up on FOOD. We didn't need a lot of food but enough to make it through at least three days and the food was to be non-refrigerated.

Out my husband went in search of food. Looking for food the day before a Hurricane is projected to make land fall is similar to foraging for food out in the wilderness. You have to take what you can find and be happy with it. What did my fearless hunter of food bring home? Potato Chips, Ho Hos, Potted Meat, and Bread. My only question was "Potted Meat? What in the heck is Potted Meat?" With shopping crossed off the list, next action item to tackle was Gas.

As soon as I saw the line of cars six deep at the gas station, I knew I should have headed the highway warning signs of "Storm in the Gulf Fill your tanks". But nobody was going to tell me when to buy gas. I was going to buy gas when I was good and ready and not a minute before. So I patiently waited my turn in line, hoping that after filling the tanks of the trucks and SUVs before me there would still be gas left for me. I was relieved when it was my turn and I was able to pump enough gas to fill my tank to the rim.

Next on my list was to take care of some business. I needed to go by all my vacant listings and secure the For Sale signs that had my name riders on them. I did not want to make the local news because my real estate signs took flight and crashed through someone's front window. In my head I could already hear the sound bite "Freakish accident occurs because local Spring Texas Realtor does not secure For Sale sign. I called the sellers of my other listings and asked them to help me not be on the news by putting the For Sale sign in the garage until Hurricane Ike has come and gone.

With my running around tasks now complete I headed home. Home to decide what to prepare for dinner. It would be a rather easy decision because iIt was going to be the most expensive item that was in our freezer. With the high probability that we are going to lose power over the next couple of days, we are going to feast like Kings and Queens instead of having it perish.

Over the next couple of days there will be no real estate business to transact. Everything will be at a stand still. What we will be doing is watching the weather channel for hours and hours while eating potato chips and Ho Hos.

Stay safe and be smart. And If next time you see me I look a couple of pounds heavier, I want you to know that it is NOT my fault. Its all Hurricane IKE's fault.

What's going on with the Spring TX Real Estate Market?

• Decrease in closed sales. The 2008 YTD closed sales for MLS area 13 was 1,629 which is a decrease of 14.6%.

• Decrease in single-family median homes price of 1.8%. Even though the Spring Texas Real Estate market is experiencing a decrease in closed sales the GOOD NEWS is that our home prices are still remaining stable with only a small decrease over 2007.

• Spring Texas homes remain affordable. At $143,400, our area's single-family median home price is over 30% less than the national median explaining why Spring Texas homes were ranked #14 for affordability.

• Increase in Days on Market (DOM) from 72 to 90. With fewer buyers in the market and plenty of homes to choose from, sellers are having to wait longer in 2008 before getting that contract. With fewer motivating factors to create a sense of urgency, buyers are content to look longer and be more choosy in their home selection. The staged homes that are priced right go fast the rest just lanquish on the market.

• Increase in months of inventory from 6.2 to 6.8 months. A 14.6% decrease in closed sales coupled with a 3.5% decrease in active listings of homes on the market equals an increase in months of inventory.

• Average Sales Price to List Price is 97%. The Sales Price to List Price has remained unchanged from 2007 to 2008. In 2008, we are seeing more houses go through several rounds of price reductions before they eventually sell for the average S.P. / L.P. of 97%. This does nothing but increase the days on market for the seller. If Spring Texas home sellers set their prices to match the market in the beginning, they will experience less inconvenience because the DOM will be shorter.

Texas ranks 8th LOWEST in state-local tax burden

There is no denying that our real estate taxes in Spring Texas are higher than in other states. But you shouldn't ONLY take into consideration real estate taxes when considering whether its affordable to live in Spring Texas.

For 18 consecutive years the nonpartisan Tax Foundation has published an estimate of the combined state-local burden of each of the 50 states. And they have just released the State and Local tax burden estimates for 2008 and our big state of Texas came in as the 8th lowest state in state-local tax burden. And this rating of being in the top 10 lowest states in state-local tax burden is not a flux. We have enjoyed this ranking for the last four years.

We, Texans, pay 8.4 percent of our income in state and local taxes, compared to New Jersey at 11.8 percent, New York at 11.7 percent, Connecticut at 11.1 percent and Maryland at 10.8 percent. What's the national average? The national average state-local tax burden is 9.7 percent.

Would you be able to guess what state enjoys the lowest state-local tax burden? If you guessed, Alaska, you would be correct. Alaska's state-local tax burden is 6.4 percent. The other states with a lower state-local tax burden than Texas are Nevada, Wyoming, Florida, New Hampshire, South Dakota, and Tennessee. Coming in at #10 is Louisiana with a state-local tax burden of 8.4%.

Spring TX Homes #14 for Affordability

In its latest issue, Money Magazine, announced the "Top 25″ cities where homes are affordable. And coming in at #14 on the list of affordability is Spring Texas homes. With an annual median family income of $74,298 and a 2007 median home price of $131,005, its easy to understand why the residents of Spring Texas enjoy a comfortable lifestyle.

Often I receive calls from potential Spring Texas homebuyers asking "What's wrong with the house that you have on the market for $155,000?" The answer is nothing's wrong with the house. Its just our market prices.

Or the other question is "Why are all the houses so cheap?" The answer is a two-part answer. First, the Spring Texas real estate market has not experienced the huge price appreciation that other parts of the U.S. has keeping our housing very affordable. Second part, the reason why we have not experienced large price appreciation is because of land. We still have plenty of land and the developers are building lots of new construction homes on it. Spring TX schools experience jump in latest TEA ratings

The release of the latest TEA (Texas Education Agency) school ratings have left some Spring Texas school teachers and principals beaming with joy and some down right crowing from their accomplishments. The TEA rates schools and districts primarily based upon the test results of the Texas Assessment of Knowledge and Skills (TAKS). A standardized test that is administered to students in grades 3 - 11.

The ratings given by the TEA to the schools and districts are (E) - Exemplary, (R) - Recognized, (A) - Academically Acceptable, and (U) - Unacceptable. The ratings are one of the ways parents evaluate Spring Texas schools in determining the quality of education provided to their children.

13 schools (37% of the campuses) in the Klein School District improved their ratings. The most notable being the quantity of schools earning the coveted Exemplary (E) rating increased from 2 to 7. Move over Hassler and Haude elementary, you now have been joined by Theiss, Benfer, Roth, Metzer, and Benigus elementaries as holders of an Exemplary rating.

Six schools in the Conroe School District improved their ratings in the 2008 TEA ratings. True it is a small quantity of schools experiencing improvement. But with 63% of the Conroe School District elementary schools and 3 of its Intermediate / Jr High schools holding the Exemplary rating, they definitely have some high marks to be proud of. Congratulations goes out to McCullough Junior High which improved its rating from Recognized (R) to Exemplary.

Eight schools (27% of the campuses) in the Spring School District experienced improvement in their ratings. Let's just hope its next year's scores will be better.

Only 1 school out of the entire 11 schools in the Tomball School District improved its rating. Rosehill Elementary school teachers worked hard and increased their rating from an Academically Acceptable to Recognized.

Cypress - Fairbanks School District also known as Cy-Fair has something to crow about. They earned a Recognized rating for the entire school district. It is now the largest school district in the State of Texas to hold a Recognized rating. 18 schools (25% of the campuses) earned an improved TEA rating. A BIG Texas CONGRATULATIONS goes out to Cy-Fair High School and Cypress Woods High School both earned a Recognized (R) rating. The majority of high schools earn an Academcially Acceptable rating. Thus a Recognized rating is a HUGH accomplishment.

Vintage Park announces Summer Events

Vintage Park, an upscale town center shopping center, announces its first Summer Events schedule. On the following Saturdays, August 2 and 16, September 13 and 20 from 4 - 6 pm enjoy live music plus additional entertainment for the kids at Vintage Park.

The recently opened Vintage Park is located at the HWY 249 and Louetta intersection in Northwest Houston. Careful attention to detail has been paid in the construction of the Mediterranean architecture structure including hand-laid pavers, stone columns, clay tile roofs, and hand painted murals.

Your Spring Texas dream home is in the 100 Year FLOOD ZONE, Now what?

Before sitting down with my buyers and writing an offer on their Spring Texas dream home, I will contact our in-house insurance agent and find out if the home is located in the 100 year flood zone. If a home is located in the 100 year flood zone it means that in any given year there is a 1% chance that a major flood will occur. I want my buyers to know going into the negotiations if the home is located in the 100 year flood zone because it impacts resale value, their home ownership costs, and in some instances their ability to sleep soundly at night.

Some buyers I have represented did not want to proceed any further with an offer after discovering the home was located in the 100 year flood zone. And if you are the type of individual that every time we have a heavy rain you would be worried that your house would flood, then DO NOT purchase a home in the 100 year flood zone. The home is not worth the mental anguish it would cause you. No matter if it is your dream home.

Before you purchase that Spring Texas home located in the 100 year flood zone, consider the following:

* Homes located in the 100 year flood zone DO NOT appreciate in value at the same rate as other homes. Why? Because of less demand for the homes. I have had potential buyers ask me at an Open House if the house was in the 100 year flood zone. After I said Yes, they turned around and immediately walked out the door. They had NO interest in viewing the home any further. The pool of buyers for homes located in the 100 year flood zone is smaller than for other homes. So when you go to resale the home, it will take you longer to get it sold and the appreciation in price that you will receive will be less.

* It will COST more to insure the home. If the home is not located in the 100 year flood zone, your lender WILL NOT require you to purchase flood insurance. The decision to purchase or not purchase flood insurance will be solely yours.

But if the home is located in the 100 year flood zone, your lender WILL require you to purchase flood insurance. The cost of the flood insurance will be between $350 and $2,500 annually. The factors that determine the cost of the flood insurance are the home's elevation which will be determined by the elevation certificate and the deductible on the insurance policy.

An insurance agent will not be able to provide you with a flood insurance quote on a home located within the 100 year flood zone without an elevation certificate. One last thing to remember is that flood insurance is in ADDITION to your Spring Texas home's homeowners insurance. Spring Texas Real Estate: Market Report June 2008

The YTD closed home sales through June 2008 for Area 13 which the majority of is considered Spring Texas were 1,361. A decrease of 15.6% compared to the 2007 YTD number. The quantity of active listings are 1,683 which is a measly 1.9% less than a year ago.

The decrease in closed sales is greater than the decrease in active listings which has resulted in an increase in inventory over the prior year. The months of inventory (absorption rate) for the Spring Texas real estate market is 6.8 months which is considered a buyers market.

Translating into its an excellent time for buyers to negotiate the most favorable terms. If you are considering buying a Spring Texas home, don't wait too long because builders are tightening their inventory. Due to the increase in fuel and its impact on housing materials, I forecast pricing increases are on the horizon. Spring TX Real Estate Market: May 2008

The Houston Association of Realtors (HAR) has released the MLS statistics for the month of May 2008 for Area 13 which the majority of Area 13 would be considered Spring Texas.

The closed sales for May 2008 were 283 which was 10.4% less than a year ago. The quantity of active listings for Area 13 are 1,703 which is 8.6% less than a year ago. The average days on market (DOM) has experienced a significant increase of 27 days from the prior year to 95 days.

Traditionally less than 6 months of inventory is considered a sellers market and more than 6 months of inventory is considered a buyers market. Thus with 7 months of inventory, the Spring Texas real estate market is a buyers market. Its the ideal time for buyers to negotiate the best terms.

The increase in inventory means Spring Texas home buyers have to power to be choosey. So sellers if you are going to get your house sold this summer, you need to have it stand out amongst the competition. Extensive marketing, strategic pricing, and in great condition will have your home being the bride instead of the bridesmaid.
