U.S. News & World Report said in an article on September 24, 2010 that the Phoenix area was the number 1 place to buy a retirement home. You can read the article here.
The writer was investigating locations in the United States where you can buy a home for less than $600 a month. The writer also takes into consideration such amenities as golf courses, (over 200 in the metro, 9 in Sun City alone.), sports, hiking, and cultural events. Canadians have long been a factor in the Arizona economy, with many coming to visit during their long cold winters. We also see some buying homes either as second homes or investment opportunities.
I was talking to a Canadian from Vancouver B.C. the other day. We were talking about homes for sale in Sun City AZ. His comments "homes are 1/10th the price in Vancouver".
The Canadian dollar is near parity now, making Arizona real estate very attractive to Canadian buyers again.

His position, interest is at ~5% for a thirty year fixed loan. This is a historically low rate, the lowest in 40 years. You can read the original article HERE.

It is always a big thing in Sun City when Fall comes. Up in the northern areas of the country, you probably mark the day you first see geese heading south. Here in Sun City, we count the first Minnesota license plate sighted. It is a better measure of the season than the weather, which still is in the 100 degree range. The nights are much cooler now, and the days are a little bit shorter.

Why the Paradox?
The answer is at once simple and complex. The Phoenix AZ market is currently driven by the lenders selling foreclosed properties. In addition, there are many people who face foreclosure. Currently there are over 40,000 notices of default pending. These factors depress listing prices.
Buying activity is centered on these foreclosed homes, with the dominant players being investors chasing these homes with CASH. It is very difficult for the traditional buyers to successfully compete in this market.

Unfortunately, in the short-term my answer has to be, "I don't know".
I have never been an agent who recommends short-term purchases, flips or investor remodels, so I have to give my clients my long-term answer.

Last night, 9/28/08, I attended the Sun City Recreation Association's free concert. How nice to sit under the stars on a warm, balmy night listening to such songs as Only You, Twilight Time, and the unforgettable Unchained Melody as well as many others. (digression, how do grown men sing falsetto? Doesn't it hurt?)
These concerts occur almost every weekend during the fall in Sun City, and are free to RCSC members (all homeowners in Sun City Belong) and their guests.

Why is now the time?
There are real reasons to believe the market is no longer declining, but is now in a trough.
There is less inventory available. Inventory levels have been decreasing since the first of the year. Wait much longer and your choices will be limited. Greater sales. Demand is starting to increase, and while the number of foreclosures is steady, the number of new delinquencies is decreasing. Additionally, we are seeing more than one offer on foreclosed properties. Mortgage are readily available now. The mortgage shakeout seems to be subsiding.

Is this a good time to buy? The answer to this is: It depends. If you are going to buy a home to live in for several years, EMPHATICALLY YES! Prices are low, there are plenty of choices, and interest rates are low. What more can you ask for? Have we hit bottom yet? If you are going to live in the home for several years, it doesn't matter. Yesterday, Freddie Mac (the Federal Home Loan Mortgage Corporation) reported that mortgage rates were at a 2 month low.
30 Year fixed rates averaged 6.59%, down from last month's rate of 6.68% and the year's high of 6.74%.Freddie Mac also reported 15 year fixed rates at 6.26% from last month's rate of 6.32%.
In spite of news articles to the contrary, mortgage loans continue to be available to qualified buyers at reasonable interest rates. There does not seem to be a factual basis for people to hold off buying any more.

In Arizona, the typical listing agreement will include specific permission to do 2 things.
First, permission to put up a for sale sign. For most people with homes for sale this is a given, of course they want a sign. In Sun City and Sun City West, these signs are the best advertisment you will have. Many people like to drive the streets and see what is available. We get more calls from signs than newspaper ads.
