pre foreclosure: Laws regarding Pre-Foreclsoure - 01/29/07 06:09 PM

Does anyone know if the laws regarding what a buyer could pay to a seller that is in pre-forclosure have changed in Illinois?
I spoke to an agent friend of mine over the weekend who stated that things have changed here in Illinois regarding this topic.
I tried to do a google on the matter and came up with nothing.
Please advice if you can.
