      <title>Mr Williamsburg.com   How is the Real Estate Market in Hampton Roads ?</title>
      <description>&lt;p&gt;&lt;img title="www.MrWilliamsburg.com" src="http://activerain.com/image_store/uploads/4/7/9/1/5/ar119469541051974.jpg" height="124" alt="www.MrWilliamsburg.com" width="300"&gt;We have fielded many calls over the past few weeks from clients, friends and associates curious about what's going on in the real estate market. So, I thought I would take a moment and share my insights here.&lt;br&gt;&lt;br&gt;Real estate is a very "local" phenomenon. Unfortunately, the news media generally is not. Accordingly, consumers are influenced by national stories that may or may not apply to our local market.&lt;br&gt;&lt;br&gt;Here is some good news: "Hampton Roads had the fifth lowest rate of home foreclosures out of the 100 top metropolitan areas in the first half of 2007. The ranking comes from Irvine, California based RealtyTrac, which lists and compiles foreclosures nationwide.&lt;br&gt;&lt;br&gt;According to the firm, the region had one foreclosure for every 787 households. The area with the highest rate was Stockton, California, with one foreclosure for every 27 households. RealtyTrac claims that Richmond has the lowest rate, with one for every 2,319 households."&lt;br&gt;&lt;br&gt;In the past year, we have seen the market shift to a "buyers" market, largely due to the increasing level of available inventory of homes for sale. It's important to note that the number of pending sales is holding relatively steady; in other words, the same number of buyers are in the marketplace. However, because the number of new listings continues to grow, there is a backlog of unsold listings each month.&lt;br&gt;&lt;br&gt;That is great news for buyers ~ there is a wide variety of choices right now. And, for the most part, sellers are willing to negotiate terms and concessions for the first time in 4 or 5 years.&lt;br&gt;&lt;br&gt;The volatility in the mortgage market has been quite unsettling, and we have felt its effects locally with the closure of American Home Funding. SunTrust was quick to take over its local assets (leases and loan originators), though, and for the most part, loans were assigned and closed relatively expeditiously. We are definitely seeing a reduction in the number of loan programs available, especially those high risk options, such as 100% financing, interest only, and low or no documentation loans.&lt;br&gt;&lt;br&gt;Many of us have been predicting this outcome for a number of years now, and although it has unfolded with a bang, I believe it is a healthy correction to the market that is frankly long over due.&lt;br&gt;&lt;br&gt;In our market, real estate values are holding steady. I don't expect to see major gains in appreciation in the coming months, but most homeowners have seen such growth "on paper" in the preceding 5 years that there is plenty of equity to handle a slight downturn in values if that should happen, and still come out with a healthy positive gain averaged over time.&lt;br&gt;&lt;br&gt;For sellers, the key is to plan in advance, as market times are increasing. Pricing aggressively is important, as well as hiring a Realtor who is well versed in target marketing, and can counsel effectively on timing and positioning. Buyers don't care how much you paid for it, or what your new home is going to cost; instead, they are going to make their purchase based solely on comparison. Is your house the BEST VALUE for the money, compared to the other houses that are available?&lt;br&gt;&lt;br&gt;The first differentiator is PRICE. Rather than focus on what properties have sold for historically, the savvy seller is paying attention to their active competition. Buyers buy based on comparison. What other similar homes are available, and are they more or less expensive than mine? It's also critical to remember that today's homebuyer had a vast array of choices, so you need to review the competition by casting a pretty wide net, not just those homes on your street.&lt;br&gt;&lt;br&gt;The second differentiator is CONDITION. Because they have so many choices right now, buyers are looking for move in condition. Paint in neutral colors, replace worn carpet, and invest in fresh mulch and first impressions. Those dollars will pay off three-fold by reducing the amount of time your listing is on the market.&lt;br&gt;&lt;br&gt;Lastly, consider buyer concessions. If a shopper is considering two boxes of cereal that seem to be comparable, the one that offers a rebate or a prize inside is likely to win the purchase.       <description>&lt;p&gt;&lt;img title="www.MrWilliamsburg.com   Williamsburg Real Estate Resource" src="http://activerain.com/image_store/uploads/3/3/3/7/6/ar119469572167333.jpg" height="124" alt="www.MrWilliamsburg.com   Williamsburg Real Estate Resource" width="300"&gt;For the vast majority of&amp;nbsp; sellers the basic rules apply and are fairly straightforward: if a seller makes a profit on the sale of their home and they have lived there at least two years in the past five, they will be able to exclude much if not all of their capital gain ($250,000 individual; $500,000 married filing jointly).&amp;nbsp; Note the amounts refer to the gain, or profit, not to the sales price of the home.&amp;nbsp; Note also that profit is not necessarily (indeed almost certainly not) the same thing as the amount of seller proceeds shown on the HUD-1.&lt;/p&gt;&lt;p&gt;&lt;strong&gt;Basic Rules&lt;/strong&gt;&lt;/p&gt;&lt;p&gt;Sellers can exclude up to $250,000 ($500,000 for a married couple) in profit (gain) from the sale of a main home (boats and vacant land might count).&amp;nbsp; They must meet certain tests, and the amount depends on whether they are married or single.&lt;/p&gt;&lt;p&gt;Single Seller:&lt;/p&gt;&lt;p&gt;A seller can exclude up to $250,000 of the gain on the sale of the seller's main home if all of the following are true. &lt;/p&gt;&lt;p&gt;&amp;middot;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; The seller meets the &lt;em&gt;ownership&lt;/em&gt; test.&lt;/p&gt;&lt;p&gt;&amp;middot;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; The seller meets the &lt;em&gt;use&lt;/em&gt; test.&lt;/p&gt;&lt;p&gt;&amp;middot;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; During the 2-year period ending on the date of the sale, the seller did not exclude gain from the sale of another home.&lt;/p&gt;&lt;p&gt;Married Sellers:&lt;/p&gt;&lt;p&gt;Married couples can exclude up to $500,000 of the gain on the sale of their main home if all of the following are true. &lt;/p&gt;&lt;p&gt;&amp;middot;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; They are married and file a joint return for the year.&lt;/p&gt;&lt;p&gt;&amp;middot;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; At least one spouse meets the &lt;em&gt;ownership&lt;/em&gt; test (solves title in one name)&lt;/p&gt;&lt;p&gt;&amp;middot;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; Both meet the &lt;em&gt;use&lt;/em&gt; test.&lt;/p&gt;&lt;p&gt;&amp;middot;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; During the 2-year period ending on the date of the sale, neither spouse excluded gain from the sale of another home. &lt;/p&gt;&lt;p&gt;If either spouse does not satisfy all these requirements, the maximum exclusion that can be claimed by the couple is the total of the maximum exclusions that each spouse would qualify for if not married and the amounts were figured separately. For this purpose, each spouse is treated as owning the property during the period that either spouse owned the property. &lt;/p&gt;&lt;p&gt;Non-Married Co-Sellers:&lt;/p&gt;&lt;p&gt;If the seller and another person owned the home jointly but file separate returns, each can exclude up to $250,000 of gain from the sale of his or her &lt;em&gt;interest in the home&lt;/em&gt; if each owner meets the three conditions listed above (different rules or amounts may apply if not owned 50/50).&lt;/p&gt;&lt;p&gt;&lt;strong&gt;&lt;a name="d0e1997" title="d0e1997"&gt;&lt;/a&gt;Ownership and Use Tests&lt;/strong&gt;&lt;/p&gt;&lt;p&gt;&lt;a name="d0e2000" title="d0e2000"&gt;&lt;/a&gt;&lt;a name="d0e2003" title="d0e2003"&gt;&lt;/a&gt;Basic Tests:&lt;/p&gt;&lt;p&gt;To claim the exclusion, one must meet the &lt;em&gt;ownership&lt;/em&gt; and &lt;em&gt;use&lt;/em&gt; tests. This means that during the 5-year period ending on the date of the sale, a seller must have: &lt;/p&gt;&lt;p&gt;&amp;middot;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; Owned the home for at least 2 years (the ownership test, who is on title), and&lt;/p&gt;&lt;p&gt;&amp;middot;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; Lived in the home as your main home for at least 2 years (the use test).&lt;/p&gt;&lt;p&gt;The required 2 years of ownership and use during the 5-year period ending on the date of the sale do not have to be continuous.&amp;nbsp;&amp;nbsp; One meets the test if you can show that you owned and lived in the property as your main home for either 24 full months or 730 days (365 &amp;times; 2) during the 5-year period ending on the date of sale.&amp;nbsp; Short temporary absences for vacations or other seasonal absences, even if you rent out the property during the absences, are counted as periods of use.&amp;nbsp; You can meet the ownership and use tests during different 2-year periods; however, you must meet both tests during the 5-year period ending on the date of the sale.&lt;/p&gt;&lt;p&gt;&lt;a name="d0e2846" title="d0e2846"&gt;&lt;/a&gt;&lt;a name="d0e2849" title="d0e2849"&gt;&lt;/a&gt;&lt;a name="d0e2854" title="d0e2854"&gt;&lt;/a&gt;&lt;a name="d0e2859" title="d0e2859"&gt;&lt;/a&gt;&lt;a name="d0e2864" title="d0e2864"&gt;&lt;/a&gt;Special Rules for Military:&lt;/p&gt;&lt;p&gt;&amp;nbsp;&lt;/p&gt;&lt;p&gt;Military members can choose to have the 5-year test period for ownership and use suspended during any period you or your spouse serve on "qualified official extended duty" as a member of the uniformed services or Foreign Service of the United States. &amp;nbsp;This means that you may be able to meet the 2-year use test even if, because of your service, you did not actually live in your home for at least the required 2 years during the 5-year period ending on the date of sale.&amp;nbsp; The period of suspension cannot last more than 10 years. Together, the 10-year suspension period and the 5-year test period can be as long as, but no more than, 15 years. You cannot suspend the 5-year period for more than one property at a time. You can revoke your choice to suspend the 5-year period at any time.&amp;nbsp; You are on qualified official extended duty if you serve on extended duty either: at a duty station at least 50 miles from your main home, or while you live in Government quarters under Government orders.&amp;nbsp; You are on extended duty when you are called or ordered to active duty for a period of more than 90 days or for an indefinite period.&lt;/p&gt;&lt;p&gt;Other Exceptions:&lt;/p&gt;&lt;p&gt;There are other (helpful) exceptions or special rules related to the use and ownership tests such as: &lt;a name="d0e2947" title="d0e2947"&gt;&lt;/a&gt;individuals with a disability, &lt;a name="d0e2967" title="d0e2967"&gt;&lt;/a&gt;previous home destroyed or condemned, &lt;a name="d0e2970" title="d0e2970"&gt;&lt;/a&gt;&lt;a name="d0e2975" title="d0e2975"&gt;&lt;/a&gt;married persons, &lt;a name="d0e2985" title="d0e2985"&gt;&lt;/a&gt;&lt;a name="d0e3008" title="d0e3008"&gt;&lt;/a&gt;death of spouse before sale, &lt;a name="d0e3023" title="d0e3023"&gt;&lt;/a&gt;home transferred from spouse, and divorce.&amp;nbsp; Consult the IRS regulations and Publication 523 for details.&lt;/p&gt;&lt;p&gt;&lt;strong&gt;&lt;a name="d0e3051" title="d0e3051"&gt;&lt;/a&gt;Reduced Maximum Exclusion&lt;/strong&gt;&lt;/p&gt;&lt;p&gt;&lt;a name="d0e3054" title="d0e3054"&gt;&lt;/a&gt;&lt;a name="d0e3059" title="d0e3059"&gt;&lt;/a&gt;&lt;a name="d0e3064" title="d0e3064"&gt;&lt;/a&gt;If a seller owned and lived in the property as the seller's main home for &lt;em&gt;less than 2 years&lt;/em&gt;, the seller might be able to claim a reduced exclusion. &amp;nbsp;A seller can claim an exclusion, but the maximum amount of gain the seller can exclude will be reduced (basically, as a prorated function of the amount of time the seller did live there, e.g. 1 year will get you 50% of the exclusion ($125,000) because 1 year is 50% of 2 years), if either of the following is true. &lt;/p&gt;&lt;p&gt;1.&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; The seller did not meet the ownership and use tests, but the reason the seller sold the home was: a change in place of employment, health, or unforeseen circumstances; or,&lt;/p&gt;&lt;p&gt;2.&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; The seller's exclusion would have been disallowed because the seller sold &lt;em&gt;More Than One Home Sold During a 2-Year Period,&lt;/em&gt; except that the reason the seller sold the home was: &lt;a name="d0e3093" title="d0e3093"&gt;&lt;/a&gt;&lt;a name="d0e3101" title="d0e3101"&gt;&lt;/a&gt;&lt;a name="d0e3109" title="d0e3109"&gt;&lt;/a&gt;a change in place of employment, health, or unforeseen circumstances.&lt;/p&gt;&lt;p&gt;&lt;a name="d0e3115" title="d0e3115"&gt;&lt;/a&gt;&lt;a name="d0e3121" title="d0e3121"&gt;&lt;/a&gt;A change in place of employment, health, or unforeseen circumstances (whichever applies) is considered to be the reason you sold your home if either of the following is true:&lt;/p&gt;&lt;p&gt;1.&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; Your home sale qualifies under a "safe harbor." A safe harbor is a set of certain facts and circumstances that qualifies you to claim a reduced maximum exclusion. Examples of safe harbors are death of the taxpayer, a spouse, a co-owner or any member of the taxpayer's household; divorce or legal separation; a job loss that results in eligibility for unemployment compensation; a change in employment that leaves the taxpayer unable to pay the mortgage or basic living expenses; multiple births from the same pregnancy; damage to the residence resulting from a natural or man-made disaster, or an act of war or terrorism; condemnation, seizure or other involuntary conversion of the property.&lt;/p&gt;&lt;p&gt;2.&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; The primary reason you sold the home was a change in place of employment, health, or unforeseen circumstances.       <description>&lt;p&gt;&lt;img title="www.MrWilliamsburg.com   Williamsburg Real Estate Resource" src="http://activerain.com/image_store/uploads/8/0/0/3/3/ar11946957933008.jpg" height="124" alt="www.MrWilliamsburg.com   Williamsburg Real Estate Resource" width="300"&gt;&lt;/p&gt;&lt;p&gt;&amp;nbsp;&lt;/p&gt;&lt;p&gt;&lt;img title="mortgage rate history 1963-2007" src="http://activerain.com/image_store/uploads/4/0/6/1/8/ar119428123381604.gif" height="336" alt="mortgage rate history 1963-2007" width="609"&gt;&lt;/p&gt;&lt;p&gt;In 1984, interest rates were 14%, and the market was much different than it is today.&amp;nbsp; I've attached a chart ( courtesy of Mortgage X.com)&amp;nbsp;that displays rates over the past 37 years, because it really helps to put our current market into perspective.&amp;nbsp; I'd also like to share some insights that were posted on a mortgage banking blog that I follow, which I found &lt;em&gt;very&lt;/em&gt; interesting!&lt;/p&gt;&lt;p&gt;&amp;nbsp;&lt;/p&gt;&lt;p&gt;&lt;em&gt;Out of the past 442 months, which dates back to the beginning of 1971 or almost 37 years, there have only been 69 months where the average 30 Year Fixed Mortgage has been offered at less than 7.000% with zero points.&amp;nbsp; That is less than 16% of the time!&lt;br&gt;&lt;br&gt;In the past 10 years, monthly averages for Fixed Rate Loans have been above 7.000% with zero points 42.5% of the time or below only 57.5% of the time.&lt;br&gt;&lt;br&gt;67 of the 69 months of lower than 7.000% average rates have been since the stock market collapse in 2000 and have corresponded with the run up in real estate values across the country. As property values decline and stock prices increase where will mortgage rates go? We certainly don't know for sure, but rates above 7.000% don't look to be out of the question. Remember, increases in rates lower purchasing power. That affects both buyers and sellers negatively. As a purchaser waiting for home prices to fall further may make sense on one hand, but it ignores the impact of potentially higher rates on the other. I didn't know much about it when i moved in, and what i know now is mostly experiential. &lt;/p&gt;&lt;p&gt;I've heard it's a concept that was discussed for a long time in this area and is just now coming together. The sign says "founded 1997," but I can tell you I didn't see a brick there until 2003 or so.&amp;nbsp;&lt;br&gt;&amp;nbsp;&lt;/p&gt;&lt;p&gt;I love the concept and the execution of the open-air collection of residential and retail development. New Town is a major improvement over the alternatives -- an indoor shopping mall, a strip mall or a cluster of big-box stores. I find the architecture of the individual buildings as well as the blended Main Street look appealing. There are some parks and a gazebo sprinkled in as well, so you could relax between all the things there are to do there. &lt;/p&gt;&lt;p&gt;I love the walkability of it. We, as Americans, and possibly as Williamsburgers, have gotten too dependent on traveling by car -- especially traveling individually by car. A little bit of planning will prevent six friends meeting at the movie theater from taking up six parking spaces. I don't see the allotted parking as a problem. The problem is our expectation that a spot needs to be found within seconds of arrival. &lt;/p&gt;&lt;p&gt;The types of stores in New Town are a good mix of locally owned and big-name brands. I love to browse at Barnes &amp;amp; Noble, but also am a fan of CoCo Chocolatier, a locally owned chocolate shop that has delicious fondue, including dark chocolate and Bailey's chocolate. The shop, run by Andrew Burrill, Dawn Jerry and her daughter, Nikki, a recent William and Mary graduate, continues to expand its offerings. I hear good things about their weekend homemade doughnuts. Nikki said they are expecting their crepe machine in soon. That should add another dimension to the shop, which is open until 11 p.m. on Friday and Saturday nights. Their location across from the movie theater makes them a convenient post-movie spot. &lt;/p&gt;&lt;p&gt;Having a good movie theater means a lot to the night life of Williamsburg. The Carmike died a slow death with its sticky floors and broken seats, taking in money as the only game in town. I think the central fountain area is a nice gathering place, and I'm sorry to see so many people complain about teenagers gathering there. It reminds me of Italian piazzas where people enjoy the weather and visit. It works well when everyone (of all ages) behaves civilly. &lt;/p&gt;&lt;p&gt;Another neat place in New Town is Art Cafe 26, owned by Sibilla Dengs, a German immigrant who had a concept for a coffeehouse/art gallery that she brought to life. There are rotating exhibits and guest chefs from Europe. I sat and had a cup of tea with her, but still couldn't find out the secret meaning of the 26 in the name. &lt;/p&gt;&lt;p&gt;Living in New Town is another part of the puzzle -- a few people I know live there and enjoy it. It sounds like they are becoming a community and I imagine it gets easier the more neighbors they have to befriend. &lt;/p&gt;&lt;p&gt;Melissa Patrylo moved to New Town from Miami last fall after having been a high school principal for 34 years. "I didn't know a soul when I moved here, but now I meet people walking their dogs or working in the garden," she said. &lt;/p&gt;&lt;p&gt;Patrylo has met other recent New Towners and says they get together for events like New Year's Eve and are even planning a trip to Italy. As more shops and restaurants open, Patrylo says she feels that Williamsburg has more and more to offer. &lt;/p&gt;&lt;p&gt;"Parking is not an issue. I walk everywhere," she said. Her favorite stops are the Barnes &amp;amp; Noble and the Center Street Grill. &lt;/p&gt;&lt;p&gt;The easy walking distance to shops has long been an "Old World" appeal in the U.S. The phenomenal success of Port Warwick in Newport News can be attributed to design and the concept -- walk your dog, grab a snack, drop off your dry cleaning, get a haircut -- all without getting in your car. You do what you need to do, but don't spend a lot of time cursing at the car in front of you for slowing you down. &lt;/p&gt;&lt;p&gt;At New Town, there's a locally owned guitar store, a comic store, a travel agent, clothing stores, dentists, a jewelry store -- pretty much anything you could need. There's going to be even more by the time it's done -- a Great Harvest bakery, a wine store, a Thai place and who knows what else. I'm glad to see the rumor about Trader Joe's get confirmed. That will be a good addition, and you have to have a grocery store as a central feature of urban living. &lt;/p&gt;&lt;p&gt;Plus, there is actually some night life at New Town with the movie theater, the Center Street Grille and the Corner Pocket. Either place provides a great spot to stop for a drink after a movie. The new Italian restaurant, Buon Amici (translated to be "good friends") has great pizza. I'm sure the night life, centered around the movie theater and dining opportunities, will continue to grow as the project fills in. &lt;/p&gt;&lt;p&gt;I'm looking forward to the day when the sidewalks all connect so I can bike or walk to New Town without risking a human-auto collision. In effect, it gives Williamsburg and James City County a secondary downtown. The new urbanism concept is being copied all over the country, not to mention several other locations in Hampton Roads. Graduate students from the College of William &amp;amp; Mary are renting apartments. It's really a mixed bag.&lt;br&gt;&lt;br&gt;The slowdown in housing hasn't hit here. Nearly 200 residential units, including apartments, townhomes and condos, are complete. Hundreds more are on the way.&lt;br&gt;&lt;br&gt;&lt;/p&gt;&lt;p id="story-body2"&gt;Townhomes and condos range $200,000-$500,000 and more. The first units were sold before they were even completed.&lt;br&gt;&lt;br&gt;The pace has slowed slightly according to officials. That's interpreted as having the units finished before they sell.&lt;br&gt;&lt;br&gt;Joe Stettinius, director of marketing for New Town Associates, said that only about 30 of the 160 townhomes and condos that exist today at New Town are vacant.&lt;br&gt;&lt;br&gt;Oxford at New Town off Ironbound Road has completed work on 18 of 265 units. Of those, 16 have already been leased and another 10 will be available later this month. Property manager Belinda Hann said that all 265 units will be ready by April 2008.&lt;br&gt;&lt;br&gt;There's no definitive trend as to who's moving in. Tenants aren't trading other area apartments for a place at New Town. Donje Leach, property manager of Monticello at Powhatan, said that even with all the new units opening, her 267 units have remained full.&lt;br&gt;&lt;br&gt;"We're still renting apartments," she said. "We like to think it's because people enjoy the maintenance-free lifestyle we offer. We take care of most everything."&lt;br&gt;&lt;br&gt;So, where are they coming from? Stettinius indicated that they're coming from greater Williamsburg and beyond.&lt;br&gt;&lt;br&gt;"It's puzzling," he said. "We had one person recently buy a place as a second home. He primarily lives in the Outer Banks."&lt;br&gt;&lt;br&gt;Stettinius and his colleagues have noticed that the clientele is older than they expected. Many people who are making the move are divorcees or older individuals who are downsizing. They're trading oversized homes in developments like Kingsmill, Ford's Colony and Governor's Land for a smaller place at New Town.&lt;br&gt;&lt;br&gt;"They're just scaling back as they get older," he said. "The New Town concept is a unique concept for people who want a simpler life. People who don't want to maintain yards or empty-nesters whose kids have left home."&lt;br&gt;&lt;br&gt;The same has proven true at Oxford. Hann said a family that moved into the new complex this month sold a home and downsized.&lt;br&gt;&lt;br&gt;About 1,000 more units are in the pipeline at New Town. Settler's Market will have 210 condos in addition to approximately 350,000 square feet of retail space. Another 350-400 single-family homes will be built behind that section.&lt;br&gt;&lt;br&gt;According to Town Management, the development is at about 60% residential buildout. At buildout, officials expect there will be between 1,200 and 1,500 residential units.&lt;br&gt;&lt;br&gt;"We're very happy with the way New Town has gone," Stettinius said.       <title>Stubborn market slows, but sales still show gains in Williamsburg, Peninsula Va</title>
      <description>&lt;p&gt;From an article in the Daily Press:&lt;/p&gt;&lt;p&gt;&lt;strong&gt;Mortgage banker Michael Mapes has approved loans for about 17 clients who have a new home they want to get into, but they can't sell their own homes.&lt;br&gt;&lt;br&gt;It should be a buyer's market for homes on the Peninsula, but sellers in the region are still holding out for - and often getting - double digit gains from a year ago. Many sellers who want to trade up to a bigger house are unwilling to accept that the recent bull market is over.&lt;br&gt;&lt;br&gt;As a result, inventory has built up substantially over the past few years and it is taking much longer to sell a house. Sales are still strong at lower sales prices and in select markets, such as the city of Williamsburg, but the high inventory and prices can't co-exist much longer.&lt;br&gt;&lt;br&gt;&lt;/strong&gt;&lt;/p&gt;&lt;p&gt;&lt;strong&gt;"The inventory's been built up because sellers are so doggone stubborn," said Mapes. "A lot of sellers are stuck in 2005."&lt;br&gt;&lt;br&gt;Halfway through 2007, fewer homes are getting sold and they are taking longer to sell, according to data from the local Real Estate Information Network. But prices have continued to rise on the Peninsula, and builders are trying to sell high numbers of homes in a slower market.&lt;br&gt;&lt;br&gt;Easy credit that fueled the recent bull real estate market has also pulled back as lenders get hit with defaults on loans. But mortgage rates are still historically very low, as a large pool of homes is available to anyone willing to accept a reasonable price for their own home.&lt;br&gt;&lt;br&gt;Supply of homes and condos is still growing on the Peninsula even though it took an average of 69 days to sell, up 47 percent from last year. Sales go quickest in the cities of Williamsburg, Hampton and Newport News, where it takes 56-57 days to sell.&lt;br&gt;&lt;br&gt;For the past six months, Peninsula median prices have risen to $220,000, 10 percent higher than in the first half of 2006, when it was $200,000. The more expensive South Hampton Roads market only rose 2 percent to $244,900 this year.&lt;br&gt;&lt;br&gt;The number of homes and condos sold in 2007 is down 9 percent on the Peninsula and almost 12 percent in South Hampton Roads. But there are some signs of growing momentum on the Peninsula, which includes the greater Williamsburg area and Middle Peninsula.&lt;br&gt;&lt;br&gt;The Peninsula saw existing home sales prices rise 14 percent in June 2007 over the year before. That strong month contrasts South Hampton Roads, where sales prices were only 1 percent higher than last year.&lt;br&gt;&lt;br&gt;Brian Mullins, owner of Quality Homes and president of the Peninsula Housing and Builders Association, said he doesn't expect a sellers market for about another year. He doesn't foresee any major drop in prices, but a slowdown in the price gains that have defied the growing inventory.&lt;br&gt;&lt;br&gt;A slower market in 2007 hasn't kept people from listing their homes or builders from feeding the market on the Peninsula, where new listings of existing homes were still up 14 percent from the year before. The number of newly constructed homes for sale was 29 percent higher.&lt;br&gt;&lt;br&gt;"That hurts us," said Mullins. "We just need to hold on and build smart."&lt;br&gt;&lt;br&gt;The builders need the mid- to higher-priced existing home sales to pick up, so those owners can move into expensive new construction.&lt;br&gt;&lt;br&gt;"We need to get that market moving first before we can get momentum at the upper end again," said Mullins.&lt;br&gt;&lt;br&gt;Many of the new homes now on the market were planned years ago. To deal with the existing slow home sales, the builders are cutting back. Permits for new home construction are down 27 percent for Hampton Roads and 17 percent for the Peninsula, according to Source Inc. of Virginia.&lt;br&gt;&lt;br&gt;The number of pending sales - where a contract has been signed, but the deal has not closed - has slightly lagged 2006 levels throughout the year. But the pending sales in June 2007 pushed higher than they did in 2006.&lt;br&gt;&lt;br&gt;In contrast to existing homes, pending sales of new homes in 2007 across all of Hampton Roads has been stronger than in 2006 all year -up 14 percent total. That trend continued in June. But the number of these new home deals that actually close is down 5 percent for the year.&lt;br&gt;&lt;br&gt;The contradiction between pending and closing sales of new homes might reflect contracts that are contingent on the sale of the buyer's home. During the hot market of recent years, sellers didn't accept as many contingent offers, but it also didn't matter much if they did.&lt;br&gt;&lt;br&gt;"They didn't worry about it because they knew they would sell their house," said Natalie Miller-Moore, marketing director for Wayne Harbin Builder.&lt;br&gt;&lt;/strong&gt;&lt;/p&gt;&lt;p&gt;&amp;nbsp;&lt;/p&gt;&lt;p id="story-body"&gt;&lt;strong&gt;With more competition to attract buyers, contingencies are more problematic. A deal killed when someone can't sell their own home can also trigger a loss of multiple sales.&lt;br&gt;&lt;br&gt;"That creates a domino effect," said Mapes. "If one falls, they all fall."&lt;br&gt;&lt;br&gt;Mapes has a client who was turned down when they told the builder that an offer would be contingent on selling their own house. Mullins' company generally only builds for clients who can afford it without selling their own home, and that standard has tightened recently.&lt;br&gt;&lt;br&gt;&lt;/strong&gt;&lt;/p&gt;&lt;p id="story-body2"&gt;&lt;strong&gt;Mapes knows another builder who will accept contingent offers, but won't actually build until the buyer sells his or her own house.&lt;br&gt;&lt;br&gt;Custom builders must wait for people to sell homes first, or they could build a home to specific tastes of a buyer who can't sell. Home builders that accept contracts with a contingency won't find many buyers who are comfortable that they can easily sell their home.&lt;br&gt;&lt;br&gt;"They don't want to go under contract until their house is sold," said Miller-Moore.&lt;br&gt;&lt;br&gt;The numbers are different everywhere. The formerly hot York and James City counties slowed down to single-digit growth for price and sales. But the small city of Williamsburg is running strong this year, with the number of sales up 44 percent and the median price 23 percent higher.&lt;br&gt;&lt;br&gt;The South of the James expansion of recent years has also pulled back quite a bit in 2007. The number of sales is down 31 percent in Smithfield/Isle of Wight and 12 percent in Suffolk. The median price dropped in both communities.&lt;br&gt;&lt;br&gt;The condo market has had wild price and sales swings this year, depending on the locality. The Peninsula saw sales only climb 2 percent, but prices shoot up 23 percent. The skyrocketing condo prices were led by a 34 percent gain in Hampton and a 29 percent gain in Newport News.&lt;br&gt;&lt;br&gt;But on the housing side, sellers are sweetening the sale by offering concessions such as home warranties, closing costs and mortgage payments.
