Ellsworth County Kansas is approximately 717 square miles with an average county population of about 6,000.  Ellsworth County has its county seat in the town of Ellsworth. counties: Emergency Grazing due to Drought for 12 Kansas Counties - 05/17/11 09:00 PM
Twelve Kansas counties have been approved for emergency grazing due to severe droughts.
Emergency grazing is allowed from now through September 30, 2011 in 12 counties that will have access to the Conservation Reserve Program acreage. Counties approved include: Grant, Hamilton, Haskell, Kearny, Lane, Meade, Morton, Ness, Seward, Stafford, Stanton, and Stevens.

Last week the USDA Designates 21 Counties in Kansas as Primary Natural Disaster Areas mostly due to drought conditions but also the wildfires and high winds.

The Wall Street Journal reported today that Population leaves Heartland Behind. Belleville, Kansas is quoted in the article for having to tear down empty homes. 
The map below from the US Census definitely shows the population loss trend in Kansas with tan counties nearly covering 70% of the state.  The suburban areas near Kansas City, Topeka, Manhattan and Wichita had the most growth as expected.
Counties with the most growth were
Johnson, Miami counties (Kansas City, Overland Park areas)

counties: Rural Kansas News - Governor Brownback Signs Rural Opportunity Zones Bill - 04/11/11 06:15 PM
Kansas Governor Sam Brownback was in three Kansas counties today for signings of the the Rural Opportunity Zones (ROZs) bill. “As part of our Road Map for Kansas, the Rural Opportunity Zone legislation is an aggressive policy move targeted to grow our shrinking rural counties,” Governor Brownback said.  
 
The law basic provides tax exemptions for people to move the counties (listed below) from out of the state of Kansas.  It also offers a student loan program. counties: USDA and FSA agencies announce programs to assist Kansas farmers - 03/14/10 07:28 PM
Kansas Farm Service Agency is reaching out to women and minority farmers in the state in an effort to get more of them involved in its farm programs.  Some of the programs include farm loans for young farmers, diaster assistance, emergency loans and conservation programs, direct payments, ACRE, marketing assistance and farm storage facility loans.  For more information contact your local Farm Service Agency or USDA office.

counties: Government sending cash to Kansas for property tax payments - 02/16/10 11:19 AM
As always we learned something new today from a blog post on LandThink by Curtis Seltzer.  The government dishes out money to Kansas for tax payments from a program called PILT.  PILT stands for Payments in Lieu of Taxes and the Federal payments are given to local governments to help offset losses in property taxes due to nontaxable Federal lands within their boundaries.  This is probably mostly due to National Parks or Federal conservation programs and according to the US Department of Interior website these payments help with vital services like fire, police and schools.
