Great News For First Time Home Buyers in Washington State - Down Payment Assistance Near

Great news and big news for the residents of Washington State regarding home ownership, buying and selling.

The Senate Ways and Means Committee last night unanimously approved a measure designed to help first-time homebuyers come up with a down-payment. The committee adopted the measure as an amendment to the proposed Senate biennial operating budget.

The proposal would make the $8000 federal tax credit for first-time home buyers available at the closing of a home sale instead of when a buyer files a tax return. Homebuyers would repay the $8000 after filing for and receiving a tax refund. The amendment creates a Tax Credit Advance Loan Program and authorizes the State Treasurer to deposit $25 million in a financial institution giving it the ability to open a line of credit to the State Housing Finance Commission to provide the down payment loans. The deposit would not deplete state funds, but would provide liquidity for the financial Institution to lend its own funds.

The program is the first of its kind in the nation and would work as follows:

•· The State Treasurer's Office would make an off-setting deposit in an FDIC-insured short-term
account with a selected financial institution. The investment would earn a low interest rate to
stay fully insured under federal guidelines.

•· Realtors and other stakeholders back the loans with funds to provide security against losses.

•· The financial institution provides the Washington State Housing Finance Commission a line of
credit to advance up to $8000 to qualified first-time home buyers for a down-payment.

•· Buyers repay the advance loan after filing for and receiving the tax credit.

The amendment is the result of the efforts of the Washington REALTORS®, Washington State Treasurer's office, and Washington State Housing Finance Commission. State Treasurer James McIntire wrote the budget proviso and is helping to advance the measure through the state legislature.

State Sen. Steve Hobbs (D-Lake Stevens), who offered the amendment, said that using the $8,000 tax credit to help first-time homebuyers make down payments could help jump-start the economy. Hobbs noted that home purchases have a significant impact on the retail and banking sectors of the economy and on state and local coffers. "In this recession we need to find new and innovative ways to stimulate the economy. This proviso will slow the decline of our housing market and stimulate the economy," Hobbs told the Senate Ways and Means Committee.

"Down-payment assistance to our first-time home buyers is the key we need to unlock economic activity throughout the state," said Greg Wright, President of the Washington Realtors. "This tax credit is new money that we can put to work now to help the housing market and ignite economic action statewide." According to a study by the Washington Research Council, each home sale by a first-time buyer generates $11,100 in state and local tax revenue. Every 1,000 home sales generate $126 million in general economic activity, supporting 711 jobs.

The goal of the program is to get the money to buyers efficiently and return the federal refund quickly so that the HFC can turn it around to provide more assistance. The funds may revolve as many as three times before the tax credit expires, reaching up to 9000 first-time homebuyers. These "bridge loans" would expire at the same time as the federal tax credit, on November 30, 2009. All of the bridge loan funds return to the state system by early 2010 to use for capital projects in 2010-11.

"With homes at affordable prices and interest rates at historic lows the $8,000 tax credit opens a window of opportunity that may never be seen again," said Wright, a Chelan Realtor. "The Senate's budget helps bring that opportunity to families throughout our state."

Lack of a down-payment is the only barrier to home ownership for up to 50 percent of first-time home buyers, according to J. Lennox Scott, Chairman and CEO of John L. Scott Real Estate. A recent study by the Federal Reserve Board showed that home ownership for people 35 years and younger increased by as much as 43 percent when a primary mortgage was combined with a down-payment assistance loan.

"First-time homebuyers are the most critical to the recovery of the housing market and our overall economy, because their purchases set off a chain reaction of buying and selling," Scott explained. "The first step toward stimulating the state housing market is making the federal tax credit available at the closing table and increasing down-payment assistance."

The Snohomish County Camano Association of Realtors is planning a county-wide open house this weekend, April 18 and 19. This worked so well last year, we had over 400 houses open and an increase in pending sales in August over the year before, they decided to do it again after surveying their members.

There will be special advertising in the Everett Herald, for all REALTOR® listings. REALTOR® balloons, buyer handouts will be available explaining financing and most especially information on the $8000 tax stimulus for first time home buyers (defined as anybody who has not owned a home in the past three years.) Particularly, there will be information for buyers who have already filed their tax return for 2008, so they can amend that return for the tax rebate this year.

Given the lowest interest rates in 50+ years, a tax rebate of $8000 and plenty of inventory to choose from buyers are at an advantage.

Kids Take Helm of Navy Ship for a Day

Cmdr. Robert Bodvake stood on deck of the USS Momsen at Everett Naval Station and barked his first order to the deployed group "No Running". Strange you say, well he was speaking to a group of children age 6 to 12 who has either one or both parents in the military. They were on a "one day deployment of the USS Momsen".

The program, sponsored by the base's Fleet and Family Service Center and Child and Youth Programs help kids in military families understand their parents' roles in servng their country.

Navy firefighters manned a learn-by-doing station and children got to use the extinguisher to put out flames coming from a grill-like device. A nine year old was climbing the many stairs aboard the ship and exclaimed "I get seasick". Some completed a half mile run and some were working with the military dog handler.

Capping the ship's tour was a mock homecoming. The children lined the deck waving to their parents pretending to be heading back to port.

"Camp Deployment" is in it's second year and helps families understand what happens when their loved one sail off. Also the children see they aren't the only ones missing a parent that deploys. A sort of camaraderie.

The Everett Naval Station, the Jewel of the Military, proudly is home to the USS Abraham Lincoln and the USS Shoup.

What Exactly is a Yurt?

It is the modern adaptation of acient shelter used by the Nomads. The circular structure of a yurt has a wood frame, rafters, a framed door and an insulated long-lasting fabric cover. Most of the Yurts have bunks and futons, a deck and furniture.

You know, my idea of camping was always the Holiday Inn (back in the day). I didn't really like the "tent thing" or sleeping bag idea. However, you could probably convince me to spend the nite in a Yurt, considering it was the "fancy one with bedding, tea and coffee service, linens and a deck.

These have been placed in a local park to help boost the economy, located on a river. Well, folks, Yurt Away and have fun.

Tiptoe Through The Tulips

Beginning, Wednesday April 1 - 30 begins the 26th Annual Tulip Festival in Skagit County, WA, just a short ride from Everett.

In addition to the hundreds of acres of tulips and spring bulbs there are other attractions.

Take a boat tour through the turbulent waters ofDeception Pass, see Orcas Island. Visit the many restaurants in the area, especially visit LaConner, a little waterside village with darling shops, fun bars and fabulous waterfront restaurants.

Here are some of the activities that you and the family can enjoy. The best part is seeing all the tulip fields from the highway, just acres and acres of color. The cool March was perfect for these blooming beauties to pop sometime in April. During the first few days of the festival there are "early tulips" and, of course, the daffodils for your viewing pleasure. Before you plan a trip, check out the Bloom Map to make sure all the darlings are at full bloom.

So come on, and "Tiptoe Through The Tulips" and have fun doing it.

The Snohomish County Camano Association of Realtors® held it's Annual Installation and Awards Banquet recently at Floral Hall in Everett, WA.

It was time to install new offices and recognize Realtor® members for their contributions to the Realtor Association over their tenure.

Beth Cooper was installed as our new President. The Board of Directors was also duly installed.

I was humbled to receive the "REALTOR® of the Year 2008" Award from last year's winner, Paul Chrysler. It certainly is an honor to follow in the footsteps of the previous winners.

Emergency Measures For ALL Emergencies

It seems that with each season many of us are faced with some type of potential disaster, i.e., flood, tornado, winter storm, hurricane or wildfire. It's important to organize an emergency kit with necessary items to sustain you and your family for a few days.

Hope you find these tips helpful.

Emergency Kit Must Haves: One gallon of water, per person per day, canned food items and kids' favorite nonperishable treats, manual can opener, battery powered radio or tv, flashlight and extra batteries, whistle to signal for help, change of clothing for each person, several blankets or sleeping bags, toilet paper, personal hygiene items and garbage bags for disposal, first aid kit and supply of prescription medications, matches in a waterproof container, a tool kit, local maps, cash or traveler's checks

Critical Data: Keep these documents safe and accessible in a waterproof container in your emergency kit or burn copies onto a CD: wills, insurance policies, mmortgage/property deeds, bank account and credit card numbers, passports, military records, social security cards, birth, marriage certificates.

Don't forget about your animals: Divvy up duties, who will crate the cat or grab the dog, write out your plan and stick it inside the parntry so you'll know where to look. Give an extra set of keys to a friend who will rescue your pet in case you are not home on evacuation day. Have your vet insert a microchip under your pet's skin.

Keep your emergency bag in a handy place where it can easily be accessed. Check it twice a year--when you set your clocks back and ahead.

Above all keep calm and keep the family and pets together.

The members of the Snohomish County-Camano Association of REALTORS® are committed to giving back to the communities in which they live, raise their families and derive their incomes. We provide community service, both individually and as a group, donating money talent and time to many worthy causes. The philosophy of our Association is that as members of this community, and as real estate professionals we are on the front lines to provide affordable housing. Since there is a lack of affordable housing for those above the poverty level, there certainly is an even greater need for those under the poverty level.

The Snohomish County REALTOR® Homeless Endowment Fund was established in 1991. The fund provides rental security deposits and emergency housing vouchers to individuals and families in need of housing. Many families or individuals qualify for a rental, but need assistance with the security deposit so they can get into their new home, and who otherwise might be homeless.

The Volunteers of America Western Washington screen the tenants, set up a no interest loan and repayment plan, provide casework services and counseling. The Association, upon receiving a signed note, writes the check directly to the landlord. The tenant repays the loan on a payment plan which takes into consideration their particular financial situation. Since the fund started operating in September 1991, we have raised over $550,000 and assisted over 4000 families.

This year's event will be a little bit different The 2009 Homeless Endowment Fund Gala will be held at the Everett Train Station. First Time Homebuyer Tax Credit Important Information

Great news today. The IRS has revised it's Form 5405 that allows a first time homebuyer to get a tax credit for $8,000. The most important change is they can claim it on their 2008 TAXES!

That's correct, if you purchased a home in 2009 you can check a box that states you are collecting the $8,000 credit on your 2008 taxes and get the money immediately. If you have already filed your return for 2008, you can use this form to amend your return and re-submit. You will get your tax rebate in a few weeks.

The caveat, you must not have owned a home in the last three years and need to buy a home between now and December 1, 2009.

This is great news, buyers. Get that cash that you need NOW instead of waiting.

OK 456 Just Failed

Well you must read the previous blog about my persnickity buyer. Well, thought I had the problem solved.

Took them out today to see four homes, the second home met all their needs in terms of space, location to work (walking or bike distance), 3 car garage, 2504 sq. feet, beautiful fenced yard that faced West, Olympic Mountain View, Sunsets view, mint condition, lower level accessible for her business, even boat parking (yes we are "buying a home for the boat")!

Made an appointment to write an offer tomorrow. Well, just got the dreaded call "we are in the neighborhood and it's in the flight pattern for the Boeing airport that is just used for testing Boeing jets. All the past several houses they viewed were in the same neighborhood. Mrs. Buyer says "I don't think we are ready to make an offer just yet. We want to come here and sit for several hours and have lunch and see what the noise is like during the day". I quickly reminded her that that particular location (which husband works in!) would have noise from the occasional planes. I also told her that if they bought a million dollar home on the Sound they would have rail road tracks in their back yard!

If they bought on the other side of the freeway, the emissions is too drastic and the noise is too bad.

OK, now my patience is weaning. I think it's time to cut the rip cord and let them loose with someone else.

Mind you I've only been showing since December, every weekend, takes one hour per house to look at.

OK, done, off my soap box and back to work. Need to sell some of my listings and concentrate on my other buyers.

Extended Tax Credit Available for 2009 First Time Home Buyers

The Internal Revenue Service announced today that taxpayers who qualify for the first-time homebuyer credit and purchase a home this year before Dec. 1 have a special option available for claiming the tax credit either on their 2008 tax returns due April 15 or on their 2009 tax returns next year.

Qualifying taxpayers who buy a home this year before Dec. 1 can get up to $8,000, or $4,000 for married filing separately.

For first-time homebuyers this year, this special feature can put money in their pockets right now rather than waiting another year to claim the tax credit. This important change gives qualifying homebuyers cash they do not have to pay back.

The IRS has posted a revised version of Form 5405, First-Time Homebuyer Credit, on IRS.gov. The revised form incorporates provisions from the American Recovery and Reinvestment Act of 2009. The instructions to the revised Form 5405 provide additional information on who can and cannot claim the credit, income limitations and repayment of the credit.

This year, qualifying taxpayers who buy a home before Dec. 1, 2009, can claim the credit on either their 2008 or 2009 tax returns. They do not have to repay the credit, provided the home remains their main home for 36 months after the purchase date. They can claim 10 percent of the purchase price up to $8,000, or $4,000 for married individuals filing separately.

In the world of real estate, there can be an overwhelming amount of items on the agenda. Having the assistance of those in the industry can be a big part in accumulating the right information to making the crucial decision. Update on Federal Economic Stimulus Plan - How it Affects Snohomish County

Fannie Mae and Freddie Mac are restricted by law to purchasing single-family mortgages with origination balances below a specific amount, known as the "conforming loan limit." Loans above this limit are known as jumbo loans.

The national conforming loan limit for mortgages that finance single-family one-unit properties increased from $33,000 in the early 1970s to $417,000 for 2006-2008, with limits 50 percent higher for four statutorily-designated high cost areas: Alaska, Hawaii, Guam, and the U.S. Virgin Islands. In 2008, legislation was passed that temporarily increased the one-unit limit to up to $729,750 in certain high-cost areas in the continental United States. That legislation, the Economic Stimulus Act of 2008 (ESA), applied to loans originated between July 1, 2007 and December 31, 2008.

Loan limits for mortgages originated in 2009 are set under the provisions of the American Recovery and Reinvestment Act of 2009. Under that legislation, loan limits for 2009-originated loans are set at the higher of the 2008 limits and those that were originally announced for 2009 under the terms of the Housing and Economic Recovery Act of 2008. It appears that rates for Snohomish county will be increased. Please check back for updated information as it happens.

Changing Times or Not?

Having just cleaned out my desk recently with my new business plan in place, I found an old newspaper, The Everett Herald, from March 1992. The headlines read: "Boeing Gives Layoff Slips to 3,000"; "Unemployment rate rises to highest level in more than six years" - 7.3%.

And then I compare the headlines with a more recent post February 2009: "Boeing Gives Layoff Notices to 6,000", Unemployment rate rises to 7.1% in Snohomish County in December 2008".

Catch any differences, probably not. It's the real estate cycle. We just happen to be in the "down cycle" but remember, what goes down, needs to come up. It will take awhile, but it will happen.

It's a great time to buy in the Snohomish County area. With rates at an all time low, still plenty of inventory, and seller concessions, buyers hold the upper hand. Well you say, "I need to sell to buy". OK, the key is to price your home realistically to sell and make it up on the buying end.

Seattle Market Update and Rate Update

Here's some information regarding the current rate market:

Although home loan rates are very attractive now, the picture could be quite different as some inflationary factors will likely come to light heading into summer.

Oil prices may be on the rise as we approach the summer driving season, some of the economic stimulus might begin to take hold, corporate cost-cutting measures could start to bear fruit, and, perhaps most importantly, the Fed will no longer be a buyer of mortgage bonds.

These are all ingredients in a recipe that could very easily result in significantly higher interest rates this summer. If you have been thinking about acting on a home loan, this may be the best time.

Homes are on sale, sellers are motivated and interest rates are at historic lows...but things may not stay that way, which means it makes sense to get moving on that home purchase or refinance you've been contemplating.

But if you are among one of the smart individuals who are going ahead and taking advantage of the low home loan rates to be had right now, there are a few things to be aware of.

With interest rates at record lows, lenders have seen a sharp increase in loan applications - just at the time many lenders have cut headcount to save money in a challenging economy. This means that time frames needed for underwriting, approvals and closing have become longer than normal.

Consider loan locks to ensure that your loan file has time to be processed, underwritten, approved and closed in time to protect the rate lock in this volatile climate.

Respond quickly to requests for information or documentation. The faster the file is submitted and approved, the better off you are to keep your rate protected.

Finally, be aware that it may be a smart idea to pay points to gain the best interest rate. Ken has a special program that he can address with you. Using seller paid costs to lower your rate a quarter or half percent can lower your payment by a couple of hundred dollars.

After a RE/MAX office meeting last week, word out of our Seattle office is that the Seattle market is "heating up", multiple offers are being seen and inventory is being eaten up.

Typically, that activity moves North up to Snohomish County within a couple of months.

While I was showing homes to buyers this past week I noticed an increase in showings as agents were standing in line to show properties I was in.

Once the inventory is diminished we should see the prices increase and sellers will be less willing to negotiate.

The time to act is now before the market takes an upswing.

And The Rains Cometh!

It's "actively raining" in the greater Seattle area. The weather forecasters predict between 5-10 inches tonight. That's already on top of the several feet of snow that has melted this past weekend. You can read the whole story here.

Local rivers are expected to crest on Wednesday. There has been damage to residences, businesses and farms due to the extreme weather we have had for the past two weeks. We are not used to receiving as much snow as we did (several feet in many areas) and it melting so quickly. There has been avalanche control in the mountains as well.

So if you are intending to visit soon, bring your yellow ducky and rain boots. We still are "the prettiest place one earth.

A Positive Attitude - Yes It Works

I'd like to share with you my experience with a referral here on Active Rain. I was one of the "first original rainers" and living in the Pacific Northwest (Seattle area) I was honored to meet many of the staffers of AR on many occasions.

A year ago I received a referral from Sarah Nopp, a RE/MAX Agent in Olympia, WA which is about 50 miles from my home town of Everett. Sarah had been following me on Active Rain and we chatted a few times on line. Sarah had a client, relocating from Hawaii, that wanted to be near the Naval base in Everett, WA. This client found Sarah on her web site. Sarah remembered me from AR and knew that I worked that area. Sarah referred the client to me. I worked with Theresa about two months to find her dream home. And we did. Theresa walked into this home and exclaimed "oh my, this is the one." And the rest is history. That was last March.

About two months ago, Theresa called me saying her family was being transferred with the military again and she needed to sell her home. I did a market analysis and realized that with the declining market here we had to list it at the price she bought it at eight months ago. Not to mention that she added $10,000 of upgrades to the home. Theresa listened to my advice and we priced the home agressively. Now she is located in an area that is North of the Naval Base and has a general market time of 275+ days. We were on the market just 37 days when her first offer came in. It was within 2% of her list price. The transaction moved into a pending sale today, considering we got the offer on December 19!

Theresa and her family will be renting a home just North of Stanwood in the Anacortes area until her Hawaii property sells. Yes, she referred her Hawaii listing to me to help her find a qualified agent in Maui. After one phone call and interview I found the perfect agent for them.

Theresa informed me that when their Hawaii property sells, she and her husband (who still resides in Hawaii) will be buying their "destination waterfront" property here in the Pacific NW; and guess what, she said she will be working with me.

This is what a positive attitude is about. Serving a client with a smile on your face and trust in your heart that you will do the best for them.

This is just a simple story of not just selling a home, but creating a client for life.
