The agenda has been released for the next Washington State Home Inspector Licensing Advisory Board meeting. Primary topics include:
L&I speaking on the rules, as far as home inspectors removing covers from electric panels.
Discussion about what procedures will be implemented for approving education courses -- both the fundamental courses and continuing education.
Anyone who is interested, and wishes to attend, should be at the Double Tree in SeaTac on Thursday, March 12. The meeting is in the Olympic room #1 and begins at 9:30AM. The Double Tree is located at 18740 International Blvd. See you there.

Whenever a new law is written, it can be hard to decipher the fine points and details. The language is written by the legislature initially, then various attorneys and other staff work on it. There have been many questions as inspectors read the state website, look at the law, and try to figure out the timeline for licensing. I receive many such Emails and calls at my Bellingham office. Home inspector licensing is on the horizon. The law, passed by the legislature last year, will kick-in in September of this year. Now that it is in close proximity, there is an escalating amount of interest in the law and how it will impact home inspection firms and real estate firms. I try to update people, primarily Washington State Inspectors, as to the happenings at the Washington State Home Inspector Licensing Advisory Board. Well, we have another board meeting coming up next week on Tuesday.
I do not know that there will be much in the way of fireworks at this meeting, however, the basic agenda is below. Since these are public meetings, interested parties should plan to attend. One agenda item, that could be of interest, involves what ancillary inspection services an inspector might offer to a client. Come September of this year, home inspector licensing comes to Washington State.

Consumers and other real estate professionals wonder what this will do to the field of home inspection. I believe that, among other things, it will lead to a caste system for home inspectors in Washington State. I have been encouraging Washington State inspectors, and interested parties including realtors, to attend the board meetings of the Washington State Home Inspector Licensing Advisory Board. We have been involved in changes that will have a lasting impact on the industry. Yet, we have had absolutely minimal participation from inspectors as a whole. I can, almost, name the people who have attended. Probably some of the Seattle area board members could name everyone who attended since many attendees -- the few that have been there -- tend to be from that area.

Inspectors in this state, around the country for that matter, are keeping track of the Washington State Home Inspector Licensing Laws.  Several inspectors have asked me to post links to the Standards of Practice when they were available. That time is now. In early January, those of us on the state licensing board, wrangled over the language of the standards and ethics. Since there is another big licensing board meeting coming up on January 6, I was reflecting on being on the State Home Inspector Licensing Board. It is, for sure, an interesting process. Since this state, never before, had home inspector licensing (although we did require licensing of pest inspectors) this has been an arduous task requiring cooperation and negotiations of the various parties.

I was looking at my calendar, on this Christmas Day and realized that the New Year will be upon us shortly. In early January, the 6th, the Washington State Home Inspector Licensing Board will be taking up the issue of establishing the Standards of Practice for Washington State.
At the last board meeting we passed the recommended education curriculum and also many elements that dealt with licensing procedures. We had a major meeting of the Washington State Home Inspector Licensing Board this past Wednesday. Many of the laws, that will impact the industry in this state, are now being formulated. Most of the recommendations of the licensing committee, regarding testing and reciprocity, as it applies, was passed. Also, recommendations from the education committee, regarding approved training for new inspectors, continuing education and field training were approved. An issue that was tabled, and is being studied, involves the proposed new standards of practice for home inspectors. One of the most important meetings of the Washington State home inspector licensing board is set for Wednesday of this week. The meeting will include reports and recommendations by the various committees to the full board. That will include reports from the licensing committee, the education committee and changing business practices committee.
Topics of interest will include reciprocity, testing, education requirements, field training and standards of practice.
The public, and inspectors, may attend.
The meeting is at the Doubletree Inn at Seatac, 18740 International Blvd (1:30pm to 4:30PM)

At this point, the sub-committees of the Washington State Home Inspector Licensing Board have met enough times to have formulated some ideas as to how the licensing process will unfold over the next year. Any Washington inspectors, who wish to follow the process, are encouraged to attend the second meeting of the full home inspector licensing board.

The second meeting of the full home inspector licensing board will be taking place on Thursday, October 9,  from 1:30pm to 4:30 pm in Seattle. It will be at the Hilton/San Juan Room, 17620 International Blvd.  
This will be an open session and members of the public are encouraged to attend. The three sub-committees have been meeting on a regular basis so a number of questions, regarding implementation of home inspector licensing, are likely to be discussed in detail at this full board meeting. Washington State home inspectors have asked to be made aware of upcoming board meetings and sub-committee meetings which are being carried out as part of the process of home inspector licensing in Washington State. 

The next meeting of the licensing sub-committee will be taking place Wednesday, September 24  at 320 N. 85th Street in Seattle. The time will be from 9:30AM to 12:30PM. Inspectors and members of the public are invited to attend and, previously, these individuals had the opportunity to speak.

I know this is dry, but a few inspectors have asked me to periodically update them, here at Active Rain, as to the happenings with the Washington State Home Inspector Licensing Board.
The first meeting of the licensing sub-committee met yesterday, September 4, in Olympia at the Washington State Department of Licensing, Real Estate division. The agenda was quite basic and a number of ideas were put on the table. The sub-committee will, when it is all ironed out, make a recommendation to the board.

I have had requests from some Washington State Home Inspectors to post information, as it comes available, about the sub-committee meetings on home inspector licensing. Since active rain has such good SEO, this should get the word out.
It has been announced by DOL that the sub-committee, Changing Business Practices, will meet on August 22, 2008 at 9:30 am. It lasts until noon.  The location of the meeting will be at 2000 4th Ave W, Olympia, 2nd Floor conference room.  The agenda will focus on the Standards of Practice and, if time permits, Professional Conduct.

The first meeting of the Washington State Home Inspector Licensing Board was today in Renton. All seven members of the board were present. Bruce MacKintosh of Woodinville was unanimously elected as the board chair. Michael O' Handley of Kenmore was unanimously elected as the vice-chair.
There are three sub-committees -- Education, Licensing and Business/standards of practice. This will be an active year with committees meeting, probably, each month. Full board meetings are scheduled in October and December.
