Frost-free hose bibbs are designed to drain when the water is shutoff. It will run out past the valve and by draining all of the water, the hose bibb is not so prone to freezing. The point where the water is really shutoff is inside the home or the wall where it is warmer. The whole purpose of these hose bibbs is defeated when hoses are left on the faucets. I cannot tell you how many times, at inspections, I have turned on the water and found that the water was rushing out from inside the wall. Problem -- ruptured hose

Sometimes those on-site problems that lead to more significant issues are subtle enough that the average homeowner completely misses the clues. Some homeowners or buyers will pick-up on dirt that is too close to, or up over, wood trim or siding. They know that is bad. For the homeowner it seems that various combinations of black electrical tape, duct tape, masking tape and shoe-goo are the solution to most plumbing leaks. My friend Charles Buell believes that, given the choice, masking tape is superior. Personally, I go with the duct tape. Seriously, it seems that people do not realize that pipes, if gaskets and fittings are in decent shape and properly in place, do not need glue and tape. Well, after years of haggling among inspectors, legislators and regulators, home inspector licensing is all set to go in Washington state come September 1. As of that date, home inspectors have to be licensed. There might be a few inspectors, in various phases of being "grandfathered" who are able to inspect till June. But, frankly, I think that waiting till after September to test is really risky for business. The rules are complicated enough that, even if those people can inspect for awhile, I doubt anyone will hire them or that they will be referred. I am pleased to say that
