      <title>Loveland City Council waives home improvement fees</title>
      <description>&lt;p class="byline"&gt;Loveland Reporter-Herald&lt;/p&gt;
&lt;p&gt;&lt;span class="bodytext" id="story" style="font-size: 13px;"&gt; Residents who have been putting off remodeling projects or have one waiting in the wings have gotten a break from the city.
&lt;p&gt;The Loveland City Council on Tuesday unanimously approved waiving building permit fees temporarily for renovating, repairing, remodeling or constructing an addition to owner-occupied single-family homes and duplexes.&lt;/p&gt;
&lt;p&gt;The waiver, effective Oct. 1 and continuing to Jan. 1, 2010, is intended to boost construction projects.&lt;/p&gt;
&lt;p&gt;According to the measure, such work still will require a permit, but no permit or plan check fees will be charged for projects valued up to $50,000.&lt;/p&gt;
&lt;p&gt;The city&amp;rsquo;s use taxes and appropriate county taxes still will be collected, but building officials say savings could amount to $1,000 or more.&lt;/p&gt;
&lt;p&gt;According to the city, the waivers include all owner-occupied residences, such as houses, duplexes, condos and town homes, for improvements such as basement finishes, decks, kitchen projects, porch enclosures and garages.&lt;/p&gt;

Greeley downtown thrives with DDA improvements
&lt;/strong&gt;&lt;br&gt;

The Greeley Downtown Development Authority (DDA) continues to fuel growth in downtown
Greeley. Past accomplishments of the DDA include the 9th Street Plaza renovation, the
book shop retail addition and lofts, and permanent lighting of the downtown trees.
Currently, the DDA is making streetscape improvements to the southern end of the district
and the Awning/Facade Grant Program offers businesses the opportunity to renovate the
front of their buildings. The downtown has come a long way since 2000 when it was listed
on the &amp;ldquo;Most Endangered Places&amp;rdquo; list by Colorado Preservation, Inc. Today downtown
Greeley is a vibrant place where events like Friday Fest, Oktoberfest and the Arts Picnic

Since 1998, Next Generation Consulting (NGC) has ranked the best cities to live in for
young professionals between ages 20-40. The consulting group uses 45 criterion to create
three &amp;lsquo;Next Cities&amp;rsquo; lists, each list is based on a different population size. This year,
amongst cities with a population between 100,000-200,000 people, Fort Collins was selected
as the number one best city to live in for young professionals. Denver
was ranked the number five best place to live for young professionals in a city over
500,000. NGC takes into consideration employment, education and social opportunities.

Mead, CO: Largest Growth in 2008

A recently released Census Bureau report revealed Mead, CO as the fastest growing city in
Colorado last year. In 2008, Mead grew by 8.4% bringing the total city population to
3,408. This city that four years ago had dirt roads intersecting main street has seen
new subdivisions go in and the school district just built a new high school. People are
attracted to Mead because of the affordable living, small-town atmosphere, and easy
access to major employers in areas like Longmont, Greeley, Fort Collins and Denver.

Centerra ground breaks for Agrium Inc. Crop Production Services

McWhinney broke ground in July on an $18 million dollar project that will house Agrium Inc. Crop Production
Services. The company is expected to bring 250 jobs from Greeley and add another 100 to 150 jobs in the
next five years. They have also announced they will be moving their Canadian-based Agrium Advanced
Technologies section into Centerra. That translates to 21 jobs from Canada and the potential for adding 50
new jobs in five years. In the short-term, it is estimated that 710 construction-related jobs will be
created by the project. The net gain in primary jobs is promising for the northern Colorado region.

Loveland &amp;ldquo;Best Place to Live 2009&amp;rdquo;

Loveland made another Top 10 List in early June as the
city was selected as one of the 10 &amp;ldquo;Best Places to Live
2009.&amp;rdquo; The U.S. News &amp;amp; World Report selects 10 cities
each year based on the strength of the local economy,
living costs and recreational opportunities. Loveland
aced the evaluation in all three areas. The city was recognized for their mixture of
natural and man-made beauty. There are 27 public parks, 16 miles of recreation trails
and over 200 pieces of sculpture and two-dimensional works on display in the community.
With the average 2008 median home price at $186,000, Loveland is also an
affordable place to live.&lt;br&gt;&lt;br&gt;

Northern Colorado a Top 10 Housing Market for Next 10

The U.S. News &amp;amp; World Report recently identified the
top 10 housing markets for the next 10 years, and Northern
Colorado made the list. The rankings were based on
Moody&amp;rsquo;s Economy.com data that was analyzed with regard
to geographic and industry trends to generate 10-
year home price projections for each of the nation&amp;rsquo;s 384 distinct metropolitan statistical
areas. In addition to the natural beauty of the Rocky Mountain region, Northern
Colorado was touted for the quality of university research, local support and private
investment in traditional and renewable energy. According to the report, home prices
in the Fort Collins/Loveland area will rise an average of 4.1% annually over the next
10 years.&lt;br&gt;&lt;br&gt;

Weld to Lead State in Growth

According to American City Business Journals Inc., Weld County&amp;rsquo;s projected population growth for the next 15 years ranks as 17th-fastest in the nation. More 			specifically, the Greeley metro area is projected to grow 60.61% by 2025. That translates to 226,354 residents in 2005 to 363,539 in 2025. The journal 			used U.S. Census Bureau population data and existing rates of growth to predict growth rates in 250 U.S. metropolitan areas over the next 15 years. 			Nationally, Denver ranked 78th, Fort Collins 106th, Colorado Springs 122nd and Boulder 172nd.

Preliminary Approval for Berthoud Net-Zero Development

The Berthoud Town Board has approved preliminary plans
for the Prairie Star Development, a 190-acre development
that would be located near Larimer County Road 17 and
U.S. Highway 287. Project developers have already met
with staff at the Governor&amp;rsquo;s Energy Office to discuss the
inclusion of a large-scale solar farm on the property. In
addition, the development would include a pedestrian-friendly mix of high-density
residential, office, retail, public areas and open space. The developers have been
praised for this &amp;ldquo;net zero energy consumption&amp;rdquo; approach, as the solar farm could support

New Building on Horizon for Technology &amp;amp; Scientific Startup Companies

The Rocky Mountain Innovation Initiative, or RMI2, has
been approved for a $5.3 million dollar loan from the city
of Fort Collins to construct a 31,000-square-foot, four-story
building to house technology and scientific startup companies.
The new building will be located on East Vine Drive
north of Old Town within the North College urban renewal area. It will have the
ability to house a bioscience wet lab and the capacity to serve a large number of
startup companies, mainly in the clean energy, bioscience and information technology
industries. RMI2 originally started as the Fort Collins Technology Incubator in
1999 and became regional in 2008 as RMI2. The incubator has helped establish 27
companies.

Sales of existing homes trended upward for the fourth straight month, benefiting from favorable affordability conditions. The $8,000 tax credit continued to draw in first-time buyers, who accounted for 29% of all transactions in May. Repeat buyers, who often sell their current house to first time buyers, are also coming back to the market in large numbers.&lt;br&gt;&lt;br&gt;
&lt;strong&gt;Median Home Price&lt;/strong&gt;&lt;br&gt;&lt;br&gt;
Existing-home price was $173,000, up 3.8% from last month but still down 16.8% from the same time last year. Distressed sales, which accounted for a smaller 33% of sales in May, continued to weigh down the median price, as these properties are generally sold at a larger discount relative to traditional sales. However, the seasonal rise in number of repeat buyers who are generally spread across all price ranges helped to partially offset the downward pressures.

2009 Northern Colorado Economic Outlook

The Northern Colorado Economic Development Corporation (NCEDC) recently released their 2009 Northern Colorado Economic Outlook. You can download a complete copy of the report from the NCEDC website at

&lt;li&gt;2008 population 528,500&lt;/li&gt;

&lt;li&gt;4,994 new jobs created between July 2007 and 2008 (2.3 percent)&lt;/li&gt;
&lt;li&gt;4,000 projected new jobs added to the region in 2009&lt;/li&gt;
&lt;li&gt;Unemployment rate (July &amp;lsquo;08) 4.9 percent, 1.1 percentage points lower than U.S.&lt;/li&gt;
&lt;li&gt;$38,465 earnings per worker in 2007, up 7.6 percent (inflation adjusted) since 2001 and 2.1 percent since 2006&lt;/li&gt;

      <description>&lt;p&gt;FORT COLLINS - Poudre Valley Rural Electric Association will return $230,000 to former customers, if they can be located.  The REA is a nonprofit cooperative serving consumers in Larimer, Boulder and Weld counties. It annually sends refunds to customers for payments made in prior years. The association is seeking 4,727 customers billed in 1997 who are owed a total of $230,000. A total of $2 million was sent in refund checks last year, but checks for customers who have since moved are returned.  A list of customers who are still owed money can be found at www.pvrea.com/capitalcredits. The list of names will also be published in the Fort Collins Coloradoan, the Greeley Tribune and the Longmont Times-Call on July 19. Loveland &amp;ldquo;Best Place to Live 2009&amp;rdquo;

aced the evaluation in all three areas. The city was recognized for their mixture of

Northern Colorado a Top 10 Housing Market for Next 10

Weld to Lead State in Growth

According to American City Business Journals Inc., Weld County&amp;rsquo;s projected population growth for the next 15 years ranks as 17th-fastest in the nation. More 			specifically, the Greeley metro area is projected to grow 60.61% by 2025. That translates to 226,354 residents in 2005 to 363,539 in 2025. The journal 			used U.S. Census Bureau population data and existing rates of growth to predict growth rates in 250 U.S. metropolitan areas over the next 15 years. 			Nationally, Denver ranked 78th, Fort Collins 106th, Colorado Springs 122nd and Boulder 172nd.

Preliminary Approval for Berthoud Net-Zero Development

The Berthoud Town Board has approved preliminary plans
for the Prairie Star Development, a 190-acre development
that would be located near Larimer County Road 17 and
U.S. Highway 287. Project developers have already met
with staff at the Governor&amp;rsquo;s Energy Office to discuss the
inclusion of a large-scale solar farm on the property. In
addition, the development would include a pedestrian-friendly mix of high-density
residential, office, retail, public areas and open space. The developers have been
praised for this &amp;ldquo;net zero energy consumption&amp;rdquo; approach, as the solar farm could support

New Building on Horizon for Technology &amp;amp; Scientific Startup Companies

The Rocky Mountain Innovation Initiative, or RMI2, has
been approved for a $5.3 million dollar loan from the city
of Fort Collins to construct a 31,000-square-foot, four-story
building to house technology and scientific startup companies.
The new building will be located on East Vine Drive
north of Old Town within the North College urban renewal area. It will have the
ability to house a bioscience wet lab and the capacity to serve a large number of
startup companies, mainly in the clean energy, bioscience and information technology
industries. RMI2 originally started as the Fort Collins Technology Incubator in
1999 and became regional in 2008 as RMI2. The incubator has helped establish 27
companies.

BizJournals.com ranked Fort Collins as No. 7 for quality of life in a mid-sized metropolitan area. The ranking was based on comparative data from 124 midsize metros in 20 statistical categories using U.S. Census Bureau data. Healthy economies, light traffic, moderate costs of living, impressive housing stocks and strong educational systems were key factors in the ranking system. Fort Collins and Larimer County were specifically noted for the high percentage of people with college degrees, a healthy entrepreneurial spirit and solid concentration of management jobs. Two other Colorado cities&amp;mdash;Boulder and Colorado Springs&amp;mdash;also made the top 10 list. The journal concludes that these smaller metro areas are viable alternatives to &amp;ldquo;life in the big city.&amp;rdquo;

Greeley Tops U.S. Census Growth List

Census figures released in March show that the Greeley metro area, which includes all of Weld County, is growing at the fourth-fastest rate of any metro area in the nation. The area grew by 38 percent between April 2000 and July 2008, bringing the population to approximately 250,000 people. The Greeley metro area is behind Palm Coast, Fla., which grew 83.1 percent; St. George, Utah; and Provo-Orem, Utah. Embassy Suites Opens Doors

The much anticipated Embassy Suites Hotel, Spa and Conference Center located south of the Budweiser Events Center on I-25 opened its doors for reservations this April. The $60-million hotel comes in at eight stories high, 263 suites, with 40,000 square feet of conference room space&amp;mdash;the largest in the state. The ballroom is 28,000 square feet and can hold 3,600 people. Only three other hotel convention centers from Denver north to Canada have that capacity. The great news is that the hotel has conferences booked through 2012 and based on lease agreements the county could see returns up to $500,000 this year from the development, then up to $2.1 million per year by 2059 when the county&amp;rsquo;s land lease would be up for renewal.

Housing Market Shows Signs of Stabilization

All eyes are on the housing market as we head into the second quarter of 2009&amp;mdash;for where the housing market goes, so goes the economy. The good news is that there are recent signs of stabilization in the housing market:
&lt;/p&gt;
&lt;ul&gt;
&lt;li&gt;Foreclosure activity in Colorado dropped by a third in the first three months of this year compared with the same period in 2008, according to a recent report from RealtyTrac. Many of the country&amp;rsquo;s largest mortgage servicers slowed their processing of foreclosures earlier this year as they waited for new federal guidelines on modifying troubled loans. Despite the fact that foreclosure activity rose after the new guidelines were released, the rise wasn&amp;rsquo;t enough to push the state above levels seen in March 2008.&lt;/li&gt;
&lt;li&gt;A real estate report by First American CoreLogic shows January home prices increasing slightly in Fort Collins and Loveland and slowing their decline in Greeley. The report said home prices in the Fort Collins-Loveland area increased by 0.07 percent in January compared to January 2008 after dropping by 1.72 percent in December compared to one year earlier. In the Greeley area, home prices decreased by only 0.44 percent in January over the same month in 2008 after decreasing 2.2 percent in December 2008 over December 2007.&lt;/li&gt;
&lt;li&gt;The hardest-hit housing markets&amp;mdash;Florida&amp;rsquo;s Gulf Coast, California's Inland Empire, and Las Vegas, among others&amp;mdash;experienced a more than 80 percent jump in home sales during the year-over-year period ended in February.&lt;/li&gt;
&lt;li&gt;Builder confidence in April made its most dramatic increase in nearly seven years. The Housing Market Index, a survey-based measurement of sales, as well as sales expectations, rose by more than 50 percent in April, according to the National Association of Home Builders.&lt;/li&gt;
&lt;li&gt;A group of new consumer-sentiment polls came out showing that Americans are feeling better about their economic prospects for the first time in months. A survey of 15,000 adults by Discover Financial Services recorded a significant jump in confidence between February and March. A New York Times/CBS poll of 1,000 consumers found the same. &lt;/li&gt;
&lt;li&gt;Mortgage applications for purchases of resale and new homes were up again -- eight percent for applications using conventional loans, and a remarkable 17 percent gain in applications to buy houses using low-down payment FHA mortgages.&lt;/li&gt;
&lt;li&gt;Mortgage rates remain at near historic lows, though they may be bottoming out. Thirty-year fixed rates rose a tenth of a percent on average last week, according to the Mortgage Bankers Association, to 4.7 percent. Fifteen year rates stayed flat, around four and a half percent.&lt;/li&gt;

&lt;li&gt;First-time buyers continue to drive a sizeable increase in the share of lower priced
homes, accounting for 53% of all transactions.&lt;/li&gt;
&lt;li&gt;Existing home sales increased 29% from the previous month but still remained
4% below last years&amp;rsquo; level.&lt;/li&gt;

&lt;li&gt;Mortgage rates averaged 4.78% for the final week of April. This equals the record
low that was set in the first week of April and is significantly lower than the
6.06% the same time last year.&lt;/li&gt;
&lt;li&gt;The Federal Reserve continues to stay committed to its plan to hold official interest
rates low amidst slower economic growth.
&lt;p&gt;
&lt;strong&gt;Affordability&amp;mdash;% of Income&lt;/strong&gt;
&lt;/p&gt;
&lt;/li&gt;
&lt;li&gt;Housing affordability continues to remain near record levels. The median mortgage
payment now consumes 15% of family income in comparison to 22% of income
two years ago.&lt;/li&gt;
&lt;li&gt;Access to credit is also opening up. According to the Fed&amp;rsquo;s Senior Loan Officers&amp;rsquo;
Survey, there are fewer number of banks tightening loan standards compared to a
few months ago.&lt;/li&gt;

2009 Northern Colorado Economic Outlook
&lt;/strong&gt;&lt;br&gt;
The Northern Colorado Economic Development Corporation (NCEDC) recently released their 2009 Northern Colorado Economic Outlook. You can download a complete copy of the report from the NCEDC website at

&lt;ul&gt;
&lt;li&gt;2008 population 528,500&lt;/li&gt;
&lt;li&gt;Projected 2013 population 612,700&lt;/li&gt;
&lt;li&gt;4,994 new jobs created between July 2007 and 2008 (2.3 percent)&lt;/li&gt;
&lt;li&gt;4,000 projected new jobs added to the region in 2009&lt;/li&gt;
&lt;li&gt;Unemployment rate (July &amp;lsquo;08) 4.9 percent, 1.1 percentage points lower than U.S.&lt;/li&gt;
&lt;li&gt;$38,465 earnings per worker in 2007, up 7.6 percent (inflation adjusted) since 2001 and 2.1 percent since 2006&lt;/li&gt;
&lt;li&gt;1,500 projected new Single Family building permits issued in 2008&lt;/li&gt;

      <title>Carbon monoxide detectors mandatory July 1 </title>
      <description>&lt;p&gt;DENVER - As of July 1, Colorado requires carbon monoxide alarms be installed in all multi-family units and single-family homes, including mobile and manufactured homes. A working carbon monoxide detector must be installed within 15 feet of the entrance of all bedrooms. Detectors don't have to be hard-wired; they may be plugged into a non-switched outlet or may be combined with a smoke alarm or home security system.  Detectors must be verified at the time of inspection, or final approval on the permit for any major home improvement, appliance replacement, remodel or new construction cannot be granted. Purchasers and landlords must ensure that detectors are in place before any turnover takes place.       <title>UNC faculty to live with students this fall </title>
      <description>&lt;p class="MsoNormal"&gt;GREELEY - &lt;strong&gt;&lt;span style="font-size: 12pt;"&gt;Six members of the University of Northern Colorado faculty will be living alongside students in campus residence halls this coming fall in a first-time program designed to develop closer relationships between students and teachers.&lt;br&gt; &lt;br&gt; The six faculty, Mary Angeline, Matt Birnbaum, Lyda Ellis, Diana Gaede, Lee Anne Peck and Gary Swanson, were chosen from 18 applicants for the program offered by UNC Housing and Residence Life. The faculty receive an apartment and meals in exchange for time spent with students in the residence halls. The program was partly funded by a restructuring plan that eliminated an assistant hall director position.&lt;br&gt; &lt;br&gt; "The program provides opportunities for unique relationships and adds a vibrant social and intellectual community outside of the classroom," said Jenna Finley, UNC Residence Life director. "It's also another way to showcase our approachable faculty who serve as professional and personal role models to our students."&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;&lt;span class="bodytext" id="story" style="font-size: 13px;"&gt; Fewer Loveland and Fort Collins homeowners owe more than their houses are worth than do homeowners in other states, according to a national real estate report.
&lt;p&gt;About 11.5 percent of properties in Loveland and Fort Collins with a mortgage, or nearly 9,100 mortgages, were in a negative equity position as of Dec. 31, 2008.&lt;/p&gt;
&lt;p&gt;A negative equity position means borrowers owe more money on their mortgage than the value of their home.&lt;/p&gt;
&lt;p&gt;Nationwide, 20 percent of properties with a mortgage, or 8.3 million mortgages, were in a negative equity position at the end of 2008.&lt;/p&gt;

      <title>Obama to outline plan to stem home foreclosures </title>
      <description>&lt;p class="ap-story-p"&gt;WASHINGTON (AP) -- The biggest players in the mortgage industry are halting home foreclosures while the Obama administration develops its plan to help struggling homeowners.&lt;/p&gt;
&lt;p class="ap-story-p"&gt;The White House said President Barack Obama on Wednesday will outline his much-anticipated plan to spend at least $50 billion to prevent foreclosures in a speech in Arizona, one of the states hardest hit by the foreclosure crisis.&lt;/p&gt;
&lt;p class="ap-story-p"&gt;"It's not intended to be measured by one day's market scorekeeping, but instead to ensure that the 10,000 Americans each day that have their homes foreclosed on, and the millions more that are barely getting by, are protected," White House press secretary Robert Gibbs said Friday without providing other details.&lt;/p&gt;
