COSTA MESA, CALIF.—The City of Costa Mesa will hold a "road-paving" ceremony at 10 a.m. Thursday on Mesa Verde East (near Boa Vista and the Balearic Center) to highlight the some of $11.5 million in road improvements that will be done to city streets and alleys this fiscal year and next’s.
