It seems like such a severe and drastic measure to refuse to pay the closer because the borrower was not able to provide a copy of their ID. But that is exactly what some companies threaten to do. This was in the instructions for the closing I did recently:

On a few occasions I will get instructions letting me know that I don't need to get a photocopy of the borrower's ID: However, most of the time the title company insists on getting a photocopy. I make a point of requesting it when I make the confirmation call. It's a requirement (3 comments)
