Christa, thanks for your informative post and separating fact from fiction!  Allegheny County has certainly seen it's share over proplems with property assessments since problems with the assesments in 2006-2007.  Many, many people are upset and confused about how the new assessment will affect their taxes, you have explained the process quite sustickly and shown the relationship between the assesment and the new 1 mill tax rate increase for county property taxes starting in 2012 (thanks for point out that 1 mill is an increase of about $100 per $100,000 in home value).
