During the fourth quarter of 2008, vacancy rates across Fort Collins were 4.2%, and lower around the CSU campus. A vacancy rate of 5% is considered an even market. Average rents ranged from $683 in northeast Fort Collins to $826 in the southwest. A project including 197 units has been proposed for the 700 block of West Plum Street - just a half block from CSU. Council declines request to change City Plan, an article from The Colorodoan, reports that council members declined city staff's request for direction to change the City Plan to accommodate what it calls inevitable retail growth along I-25.
