What is a 100% FINANCING USDA RURAL DEVELOPMENT LOAN?
It is a Government backed LOAN that provides 100% FINANCING if you and the property qualify.  This means you bring less money to Settlement.  
What do the CHANGES mean to YOU the Buyer?
Firstly the monthly Mortgage Insurance is going up from .3% to .4% On OCTOBER 1, 2012.  This means an increase of $16.67 per month in your Mortgage Payment, on a LOAN in the amount of $200,000.
