Well the simple answer is "yes and no" the minimum requirement is a 100A - 220V with breakers not fuses. We always recommend that  the old Zensco Main Service Panels be replaced regardless of having breakers or not as they are commonly known to fail. Lets take a look at some we have seen that required replacement. 
This system has the incoming power on the right side and it feeds the meter then out to a stab lock when engaged it provides power to the "penny fuses" then out to the home.

This is a big one. If you are involved with the FHA 203k at any level we can generate your own business without a lot of effort. Just consistency - it wins out every time. Be there when they need the information.
I can’t count how many times I have asked groups at Realtor Associations how many people come into their offices each day just to find out after they have wasted about twenty minutes that the prospective home buyer doesn’t have any down payment.

We have been providing 203k consultations since 1994 throughout Northern CA and in 1995 trained a large group of consultants in the Los Angeles CA area. There were 33 in that class. At the end of the class I got everyone's attention with "only 10% of you will actually take this knowledge and move forward with it and actually become a 203k consultant". We, the real estate professionals, need to let the public know you have a property in need of repairs and you need to let other agents can bring you 203k offers. I'm still seeing way to many agent listings that say "no FHA or VA" that is beyond comprehension to us in the know. If you are one of those agents... ADD FHA 203k OKAY because otherwise you are admitting that YOU don't know what you are talking about. That's right if you are eliminating potential offers and your properties aren't selling... you are a fool or ignorant of the products … (3 comments)

There seems to be a lot of discussion about the contractor not requiring a license for a 203k loan. Any time you have a contractor on the job it is my opinion and many lenders agree that they should be licensed.
If your project requires permits and your contractor isn't licensed the home owner must take out the permits. If there is any electrical work or work that could cause personal harm then why wouldn't you want a licensed contractor?
