&lt;p class="MsoNormal" style="text-align: justify;"&gt;&lt;span style="font-weight: bold; font-family: Garamond;"&gt;Any story can be another story altogether&lt;/span&gt;&lt;span&gt;. Many experts feel the U.S. economy has turned the corner due to positive indicators in the housing market. Overall residential construction supposedly jumped 23 percent (annual rate) last quarter, the first gain in nearly four years and the biggest since 1986. However, a separate report showed the sales of new homes unexpectedly tumbled in&lt;span&gt; &lt;/span&gt;September, the first drop in over six months.&lt;span&gt;&amp;nbsp; &lt;/span&gt;Recently, a panel of economists from across the country overwhelming agreed the&lt;span&gt;&amp;nbsp;&amp;nbsp; &lt;/span&gt;severe recession that started over two years ago has come to an end.&lt;span&gt;&amp;nbsp; &lt;/span&gt;According to the panel&amp;rsquo;s findings, the Inland Empire home prices rose 5.53 percent from a year earlier surprising most economists. Later in the same report it read; &amp;ldquo;After experiencing the sharpest decline in history, the median price of existing homes in California will begin a modest rebound next year&amp;rdquo;. So have we hit bottom or not? &lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="text-align: justify;"&gt;&lt;span&gt;Still uncertain, however, is whether a new rush of foreclosures could topple the housing market once again. A reporting agency indicated foreclosure filings for the Riverside-San Bernardino-Ontario market had the sixth-highest foreclosure rate in the nation (one filing for every 30 homes). Where will those buyers continue to come from? Why is the refinancing trend that&amp;rsquo;s sweeping the nation not catching on in California? What happens when the government runs out of money? After all, the Fed has been purchasing&lt;span&gt; &lt;/span&gt;mortgage-backed securities to ease borrowing costs and the central bank plans to buy $1.25 trillion of securities through the end of March. No takers on Wall Street so let the taxpayers take all the risk. This week, Bernanke will likely repeat his promise to keep interest rates very low for an &amp;ldquo;extended period&amp;rdquo;. But what happens if interest rates begin to creep up as many experts predict? &lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="text-align: justify;"&gt;&lt;span&gt;No reason to panic. I guess we just keep a positive attitude and remind ourselves it will be our future young people that will have to deal with this mess. They won&amp;rsquo;t know anything different&lt;span&gt; &lt;/span&gt;because, if left to our experts, &amp;ldquo;any story can be another story altogether&amp;rdquo;.&lt;span&gt;&amp;nbsp; &lt;/span&gt;Until next month...&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;&lt;em&gt;Buyer activity in the Big Bear real estate market is showing signs of strengthening. Although typical for this time of year, both&amp;nbsp;pending" and "closed" sales increased last month in nearly all sectors of our market. While land sales and commercial business&amp;nbsp;&amp;nbsp;&amp;nbsp; opportunity demand remain sub-normal, residential sales under $400,000 are the sector of the market that is getting the majority of attention. We are finding more and more sales coming from multiple bidders on bargain priced properties that push lower offers&amp;nbsp; upwards, thus creating a "bidding war". Multiple offers usually&amp;nbsp; signify a market in which prices are rising and buyers outnumber sellers. When the buying public perceives there are people fighting for a property, that's good for increasing demand. Regardless if it's a bank related house or not, if it's in a good area, is maintained properly and is well priced, it will attract more buyers. However, given the rampant foreclosures and low demand on higher priced homes, I feel we are not out of the woods quite yet.&lt;/em&gt;&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;&lt;em&gt;Last week we have seen and heard several reports indicating we may have finally hit bottom in the housing market. Although some skeptics believe the market is "just catching its second wind" before prices decline even further, the National Association of Realtors (NAR) reported sales of new homes nationwide increased last month by the largest percentage in eight years. With the median price range in the housing market appearing to stabilize, even Greenspan feels he's "pretty sure we have already seen the bottom".&lt;/em&gt;&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;&lt;em&gt;I try and maintain an attitude of optimism because I must. I'm in an industry that's performance driven. My compensation is earned when all the time and hard work is already extended.I owe it to my family, my employees and my clients to "stay between the lines" so I don't go "nutty". Like I tell my agents and staff, "keep riding your horse in the direction it's pointed". Rest assured we are going to get through this economic&amp;nbsp;debacle.&lt;/em&gt;&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;For the first time in 10 months, the median home price in Southern California did not decline. The result of combining record low interest rates and the sharp decline in overall sales have given some real estate "experts" an indication that we may be close to hitting bottom. As I've mentioned in previous reports, no one can predict the bottom until we are on our way up.There are just too many variables, especially with the current administrations illusion on capitalism.&lt;/p&gt;
&lt;p&gt;My personal observation (along with many "down-the-hill" brokers) is that sales activity at prices below $500,000 has really picked up, but that the $500,000 and up range is very soft right now. A significant factor that affects our ability to attract "upper end" prospects to areas like Big Bear and Lake Arrowhead is our regional county loan limits. San Bernardino may be the largest county in the country but we have the lowest of the conforming loan limits available, currently $417,000. Orange and Los Angeles counties are currently $729,750 and San Diego's conforming loan limit is $697,500. Perhaps we will see a "trickle" up effect as sales continue to pick up in the lower ranges.&lt;/p&gt;
&lt;p&gt;If you think about it, the "buying public" is in the midst of a perfect storm. With the likely possibility of inflation rearing it's ugly head, it's important to remind any investor that real estate has always proven to be the best hedge against inflation. This makes investing a much more serious strategy than at any time since the depression.&lt;/p&gt;
&lt;p&gt;Short sales and bank owned property will likely remain a fixture in the coming months and may continue to be the driving force behind keeping the median home prices soft. However, not all prospective buyers today are attracted to the inherent risk and inconveniences of buying a "bank controlled" property.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;Unfortunately, it seems our personal economic survival is no longer based on the work ethic, but rather recognizing that our current administration wants to reward mediocrity at the expense of the ambitious. Until next month...&lt;/p&gt;

&lt;p style="text-align: center;"&gt;&lt;strong&gt;&lt;em&gt;As we "sell off" the future of our children we continue to enable all 545 policy makers (Government Representatives and Bureaucrats) to use our tax dollars (known as public funds) to protect bond-holders for their confidence in some of the most mismanaged&amp;nbsp; companies in our nation's history instead of allowing them to take losses that were clearly their own.&lt;/em&gt;&lt;/strong&gt;&lt;/p&gt;
&lt;p style="text-align: center;"&gt;&lt;strong&gt;&lt;em&gt;Most "career" Realtors from across the country are finally getting fed up with all the doom and gloom of daily economic&amp;nbsp; reports that confuse the buying and selling public. Industry insiders have had enough of the uninformed and misdirected financial press and "we're not going to take it anymore". Our industry has always recognized that real estate is both a neighborhood and relationship business and it's time to get&amp;nbsp; buyers back in the game. However, it's going to take more effort from the buyers. They must realize if they are trying to time the bottom of the market they may see an increase in mortgage rates which negates their over all investment.&lt;/em&gt;&lt;/strong&gt;&lt;/p&gt;
&lt;p style="text-align: center;"&gt;&lt;strong&gt;&lt;em&gt;Over the past decade, most lenders were complacent and did not require proof of income or documentation. It was all about FICO scores and whether you could "fog a mirror" in order to get a loan. Nowadays, like in the 1980's and &amp;lsquo;90's, borrowers are required to provide evidence of their ability to repay their loan. They must provide pay stubs, bank statements, verification of deposits and even tax returns. During my first 20 years of selling in Big Bear, this was the normal sequence of events.&lt;/em&gt;&lt;/strong&gt;&lt;/p&gt;
&lt;p style="text-align: center;"&gt;&lt;strong&gt;&lt;em&gt;&amp;nbsp;For sellers, the order of the day is "price reductions". I routinely convince sellers that reducing their price today could actually net them more money in the long run. Besides saving the "carrying costs" over the next several months, as values continue to slide, converting your real estate equity to cash can provide you the opportunity to make an investment that would surely make up for any loss you think you would lose otherwise. In today's economic climate, survival requires the willingness to accept the change in the way we conduct our business. I will remain relentless in my effort to attract prospects while keeping you informed.&lt;/em&gt;&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;&lt;em&gt;
&lt;p&gt;What's it going to take for buyers to understand that NOW is the right time to invest in property? Of course there are some buyers "sitting on the fence" for fear of losing their job (that's understandable). What is not understandable is why so many buyers remain on the fence from their fear of buying&amp;nbsp; before the market "hits bottom". Today we know values are down and bargains are to be made. We also know that&amp;nbsp;&amp;nbsp;&amp;nbsp; interest rates are currently at a 42 year low (4.6%). So what happens if values continue to drop and we "bottom out" but then interest rates go back up to 8% or 10%? So shouldn't it become a strategy rather than a guessing game.&lt;/p&gt;
&lt;p&gt;Today, most people look at "investing" as a transaction rather than an investment strategy. People tend to invest in markets where their ego is easily satisfied by picking the right investment with the highest return. Unfortunately, with the recent mortgage melt down, investing in the real estate market (especially in resort areas) has caused people to forget about the "value added" return of the enjoyment and use of their&amp;nbsp;&amp;nbsp; investment. You can't get that with stocks, bonds or mutual funds.&lt;/p&gt;
&lt;p&gt;Foreclosures and "short sales" currently dominate most real estate markets and Big Bear is no exception. Although we try and show the benefits of purchasing a property, free of missing appliances, fixtures &amp;amp; excessive wear and tear, buyers today have us search out the best "deal" convinced the cost to "bring it up" to turn-key condition will be less than what the actual costs will really be.&lt;/p&gt;
&lt;p&gt;Real estate investments will begin to be a more compelling investment today because most people fall in love with real estate at an emotional level. However, thinking you'll "get rich quick" by simply buying foreclosures, is the kind of wrong headed thinking that needs to be addressed. Fueled by "self-appointed gurus" who run info-mercials that make it sound so easy, real estate investing takes the ability to understand the risk versus the reward tolerance.&lt;/p&gt;
&lt;p&gt;Whether investing in real estate, stocks or mutual funds, real estate has always proven to be the best "long term" investment overall. It's my job to convince every prospect we meet today that NOW is the best time to buy.&amp;nbsp; I know what the past and present values are today. What lies ahead is hard to predict. I guess it's better to hope for the best and prepare of the worst.&lt;/p&gt;

While the media continues to focus on the unfortunate people losing their jobs, their homes, (their country), the fact is, there are others who still have lots of money to invest. And what better investment to make in today's "impending recession" than real estate?&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;As the "Boomers" begin to think about retirement in the coming years, they look at their options, mostly about where they see themselves in 5, 10, or 20 years. As people age, they tend to experience a basic need to reward themselves for all the sacrifice and hard-earned money they made working over the years. Sales activity is picking up in the Southland which should add to our local sales activity as they reinvest their equity.&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;As a Realtor in the Big Bear Valley for the past 30 years, it's my job to attract Buyers through effective marketing and to help educate them about the tangible value (and joy) of investing in a vacation/retirement home, rather than investing in a Wall Street portfolio that has a greater chance of going bust. Looking back each year for the past 20 years in our&amp;nbsp; Valley, it may surprise you to find that in 1989 we had the highest number of "deed recordings" (sales) with 2002 coming in a close second. If history repeats itself, it would mean we should see another real estate boom beginning in 2012 and peaking in 2015.&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;People have money and they're looking to invest it. Lenders are beginning to loosen up. Many predict that sales of&amp;nbsp;second homes will steadily increase over the next 5 years. Declining interest rates (4.75%) and a 30% decline in property values since &amp;lsquo;05/'06 makes NOW a great time to invest in a second home.&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;First of all, it's a buyer's market. But you already knew that, so what's stopping them? Today, more than ever, buyers must get past the media hype and fear and consider the fact that, over time, REAL ESTATE ALWAYS APPRECIATES.&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Several years ago, I attended a conference where Harry Dent, author of "The Next Great Bubble Boom" and "The Roaring 2000's" (both New York Times best sellers), gave an informative lecture using regional demographic data to forecast real estate market trends. One of his line graphs illustrated the general appreciation rate of real estate values over the past 80 years. When initially viewed, the line appeared to dissect the rectangular chart (starting from the lower left corner ending at the&amp;nbsp; upper right corner) in a straight line. When he zoomed in, several&amp;nbsp; mini downward spikes appeared which were not apparent from a distance. His point being, that over time, real estate has always proven to be your best "return on investment". &amp;nbsp;&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;A lot is happening to rejuvenate the economy and credit problems. This "perfect storm" for homeowners and real estate investors makes NOW the best time to buy. Waiting for the "theoretical bottom" means they won't find their desired property until prices are on their way back up.&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Today, there are more "deals" to choose from, interest rates are still at or near a 40 year low, financing is finally loosening up (5 &amp;frac12;% fixed rates) and the smart buyer knows that the lower mortgage rates give the buyer a lot more house for the money.&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;On the local front, starting around 2002, there have been numerous complaints from owners that their initial property tax assessment was significantly higher than one percent of the sales price as provided by law in Proposition 13 (Jarvis Bill). Check your property tax bill and if it shows you were assessed more than one percent of your sales price (excluding local taxes) you may have a claim. &lt;p&gt;&lt;strong&gt;Yes, it's a buyers market, but only if they decide to buy sooner than later. A few years from now, we'll probably look back and realize that 2009 was the best year to buy.&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;Economic Forecast: &lt;em&gt;Cloudy with a chance of Recession&lt;/em&gt;. No matter what news you watch or read, there is a tremendous amount of uncertainty that is being reflected in the financial and real estate markets throughout the country. Escalating job losses, declining retail sales and cash flow problems with the American auto makers all threaten to stall a meaningful recovery. People don't buy homes when they are worried about losing their job. The collapse began as a result of the housing market (mortgage backed securities) so the economic stimulus package must focus there first. Installing sod at the Washington monument can wait until the grass is greener in our backyards.&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Have we hit bottom? Every buyer and seller wants to know if the&amp;nbsp;California real estate market has hit bottom? The answer is probably "yes" if you're talking annual home sales and "not yet" if you're looking at median home prices. We may see more sales this year compared to last, but prices won't stabilize until the second half of 2009, all due to the influence of the foreclosure market.&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;As for our local real estate market, the percentage of buyers for primary homes compared to those buying vacation homes has always presented a unique demographic. As a 30 year resident Realtor in Big Bear, I have to "go back to basics" and become a salesperson again. We offer more than what an investment in stocks or bonds can offer. We offer a "quality of life" investment. This was my strategy to help buyers make the right decision to invest when interest rates were 18% (and with twice the inventory). Today, helping people come to the right decision to buy real estate for the right reason is the same as it was then....investing in family experiences and memories.&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;"It's much better to be an optimist than a pessimist because an optimist is typically better informed". With that said, isn't it nice to know that besides the current shrinkage of property inventory (which usually means we've hit bottom), the reduction in property values may result in a lower property tax bill for you. &lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;&lt;em&gt;So now we know what happens when too many people who have too few assets buy too much house with the help of too many risky mortgage products and too little oversight. While there is plenty of blame to go around, why is it that the culprits most responsible for this financial mess continue to make it so difficult? I don't know about you, but I was under the impression that our tax dollars were supposed to be used to infuse the banking system so they could circulate those funds and make loans. It appears, the only thing these "mismanaged" lenders are doing with the money is making their balance sheets look good for their stockholders. Despite current interest rates at 40 year lows and property values 30% less than 3 years ago, loans have become much more difficult to obtain. Besides tougher guidelines for underwriting new loans, the appraisal process has become even tougher. Today, even if we find the right lender, 25% of pending escrows will "fall out" due to one of these two reasons.&lt;/em&gt;&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;&lt;em&gt;&amp;nbsp;At the onset of any new year, most of us try to be eternal optimists (especially if you're tied to the real estate industry). At the start of 2008, I thought we would see a similar market to that of 2007. Rather, closed transactions for 2008 ended up 25% less than 2007. (1,091 in '07 - 833 in '08). Now the question is; will it get worse before it gets better?&lt;/em&gt;&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;&lt;em&gt;&amp;nbsp;Being the eternal optimist that I am, my outlook for this coming year is that we should see momentum build as we move into mid year. Then, we should see a notable increase in buyer activity starting around July/August as is the typical trend for activity in the Big Bear real estate market.&lt;/em&gt;&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;&lt;em&gt;The overall inventory of listings (mostly residential) continued to shrink in 08', which is a good thing. More on the actual break down of numbers will be in my next newsletter. Until then, here is to a happy, healthy and prosperous New Year.&lt;/em&gt;&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;&lt;em&gt;Now that the elections are behind us, what influence will the new administration have on the future of the real estate industry and the market as a whole? A key campaign promise was Obama's willingness to raise taxes for some and eliminate tax benefits for others. The mere possibility of raising the capital gains tax on real estate and stock investments and eliminating interest payment deductions on second homes will be devastating, especially in resort markets.&amp;nbsp; All we can do is hope that our new President surrounds himself with qualified economic&amp;nbsp;experts who will advise him that "spreading the wealth" is when you help put Americans to work, not by raising taxes to their employers.&lt;/em&gt;&lt;/p&gt;
&lt;p&gt;&lt;em&gt;Indicators of a distressed market tend to come from a few different directions: Foreclosure activity (is at or near record&amp;nbsp; levels) and Financing (available for highly qualified buyers with very few jumbo lenders to choose from).&lt;/em&gt;&lt;/p&gt;
&lt;p&gt;&lt;em&gt;There are currently 1,067 residential listings on the market in the Big Bear Valley, two-thirds of which are under $400k. Today, the best selling price range to be in is between $100-200k. There are 218 active listings in this range with 16 closed in November and 32 homes currently pending. Bargain shopping continues to fuel our local market, predominately in areas where prices have dived and foreclosures have soared. From the 43 homes currently pending escrow east of Division, 25 are bank owned or short sales, all under $400,000 with 23 listings priced under $300k.&lt;/em&gt;&lt;/p&gt;
&lt;p&gt;&lt;em&gt;As we begin a new year, there is somewhat of a silver lining. Inventory of existing homes has consistently decreased and buyer activity has picked up in most areas throughout Southern California. If history repeats itself, sales activity in resort areas like Big Bear are about 6 months behind what is currently happening "off-the-hill".&lt;/em&gt;&lt;/p&gt;
&lt;p&gt;&lt;em&gt;Our nation needs the support and unity of the American people now more than ever. Happy Holidays and until next year, stay optimistic. Think 5% fixed rate mortgages and a $1.59 for a gallon of gas and all will be right in the economic world in 2009.&lt;/em&gt;&lt;/p&gt;
