Homebuyer Tax Credit - Extended and Expanded

Today the Senate & House of Representatives extended the Homebuyer Tax Credit that was to expire on Nov. 30^th. The new and expanded bill will take effect when President Obama signs it into legislation.

The new bill extends the deadline until April 30, 2010 where the homebuyer will have to have a written and binding contract to close no later than July 1, 2010.

The First-time Buyer Credit stays the same in that the buyer may not have had an interest in a principal residence for 3 years prior to the purchase. The amount will also remain at $8000.

The new bill is expanded to also cover Existing Homeowners, who must have used the home sold as a principal residence for 5 consecutive years out of the previous 8 years. The amount that they would receive will be only $6500, yet this is $6500 more than has been the case.

The income limits have risen to $125K for a single person & $225K for a married couple. These are up from $75K and $150K, respectively.

There previous was no cost limit for the purchase price of the home, but this will now be limited to a $800K home.

There is also an Anti-fraud Rule that was attached to the bill and rightly so. Now the purchaser will have to attach documentation to their tax return.

This is very good news & well needed for the real estate recovery as well as that of the economy.

Handyman / Craftsman in the Greater Orlando Central Florida area

This is not a story about the work that I recently had done at my home, but more so of the workmanship of the man who did it. I will have to give a disclaimer here, that I've become friends with this man, but the pictures will tell a story in itself.

There comes a time when we have to do some work to our homes. I've always kept up my home fairly well, but it was definitely time for some needed renovations and improvements. A gentleman that I had met online earlier this year had previously done some work for me on my rentals as well as repair work to some listings.

I was not only impressed with his work, but his work ethic as well. It is so hard to find people that will consistently give you quality work. In all my years of being a Realtor®, I would come across workman that will do a good job, but after time their quality of work appears to dissipate. I can't see that happening with Tony Politis.

His eye for details & going the extra mile is what really got me. Here are just some of the things that really stood out. When he was laying the flooring, I did not anticipate him also doing the closets, but he did. And he did so without making a comment or batting an eyelash. I'm sure if you'd ask him, he would just say that's the way it's supposed to be done.

It was a collaborative effort in many ways, but he definitely has an eye for design. While he was laying the flooring in my office, he mentioned that I should paint the walls. He wasn't doing this to create more work for himself, but because he knew the effect that it would have on the whole room. He was right!

While doing the master bath, the medicine cabinet was never placed in the correct position. Since I never really used it anyway, he removed it & put in decorative glass shelves. The towel rack was behind the bathroom door in a ridiculous location, so he just moved it to where it would be better suited.

I could go on and on with the details, but the pics will tell a better story. Oh, and I did forget to mention one of the most important things. He is very reasonable and especially when you consider the workmanship that you are getting for the price. Can you spell - VALUE!?!

In fact at one time during the work, I said to Tony that he shouldn't be calling himself a handyman, it should be a craftsman. Just to give you an idea, the different work that was done included, plumbing, electrical, tile work - laying & regrouting, flooring, carpentry, drywall, etc. Additionally, he's done wood rot, siding, roof repairs, etc. for me as well. He will even tell you if you are doing more work than is necessary for the benefits derived.

Recession, Recovery & Tax Credits

It appears that many congressional leaders believe that the $8K tax credit should be extended as it appears to have helped stimulate increased demand for homes and therefore industry related employment as well. The housing industry is still in a fragile state, but we are seeing fairly steady improvement.

Unfortunately, with every good program, there are those out there that will try to find scams to enrich themselves at the cost of everyone else. This is true with this program as well and the IRS (Internal Revenue Service) is examining questionable claims. Of course, this adds more expense to the program which is generally thought to cost approximately $1B per month.

Mixed Reviews - the Dow's been toying with the 10K mark and we've seen some steps toward improvement in the real estate industry, yet, unemployment figures and foreclosures are putting a damper on any kind of thought of a quick recovery. We are experiencing the longest recession since the ‘30's and the worst unemployment rate in 26 years.

Now it could be worse, but how do you tell that to your neighbor who's out of work and in jeopardy of losing their home? I have a dear friend who's been out of work for 6 months, but what makes this situation worse is that he has a roommate who is not only out of work but also dealing with chemotherapy. Now he's in jeopardy of eventually losing his home and doesn't know what he can do to help the roommate.

This is just one situation, yet there are many, many like this and these are our neighbors and friends.

OK, so now with all that doom & gloom said, the National Association of Business Economics (NABE) released a report last week in which more than 80% of economists surveyed believe that the recession is over & we are starting a period of expansion. Granted, the unemployment rate and federal deficit are expected to remain somewhat high through 2010.

Additionally, they expect overall housing prices to increase by 2% and that 2010 will be the first year since '05 that the housing industry will contribute to the nation's overall growth.

Many economists believe that we've exited the recession during the last quarter and that we are entering the recovery period. The situation that we currently find ourselves in did not occur overnight. It took years to create and will take more than just a few quarters of growth to repair it.

The following are the market sales statistics for Winter Springs, Seminole County, Florida for September 2009. Winter Springs is made up of the zip code 32708. For purposes of this analysis we are only splitting the data according to single-family homes vs, condominiums, townhomes and villas.

A couple of definitions are in order. The median sales price means that 50% of the homes sold for more and 50% of the homes sold for less during a certain period of time - in other words, it's the midpoint of sale prices. So basically what this means, is that the median sales price is showing market activity in that it's specifically indicating which price range is more active.

The average sales price, as opposed to the median sales price, is the total volume of sold properties divided by the number of properties sold.

The sales to list price ratio is just that, you're dividing the average sales price by the average list price and coming up with a percentage that tells you how much of the list price the average homes sold for.

There needs to be a disclaimer here. These stats are only as good as telling us what it being purchased and happening at a certain period in time. Also, it needs to be fully understood that not only is real estate local, but it is hyper-local. What this means is that the trends that we hear about are overall. Let's put it this way, what's happening in one neighborhood, may not be realized in the neighborhood next door.

Additionally, these are only monthly statistics and to get a better scope of what is happening, you need to look at a longer period of time. More high-end homes might be sold in one month as opposed to another. By looking at a longer period, you will get a better overall picture. It is all relative and this has to be understood when utilizing these stats.

Single-Family Homes

27 homes sold during the month of September.

The average sales price is $254,446 with 116 days on the market.

The median sales price is $222,500.

The sales to list price ratio is 94%.

The most expensive home sold for $740K in Bear Creek Estates and was on the market 133 days

The least expensive home sold for $42,750 in North Orlando Townsite after 240 days on the market.

The average sales price for the same period a year earlier was $234,112 with 184 days on the market and a sales to list price ratio of 95% on 24 sales, an increase of 13%.

The month to month changes show an increase in the average sales price of 39% and an increase in the median sales price of 27%. There was no change in sales volume nor sales to list price ratio.

Condos, Townhomes & Villas

12 homes sold

The average sales price is $99,856 with 162 days on the market.

The median sales price is $103,750.

The sales to list price ratio is 96%.

The most expensive townhome sold for $161,680 in Heritage Commons and was new construction.

For purposes of this analysis we are only splitting the data according to single-family homes vs, condominiums, townhomes and villas.

The average sales price, as opposed to the median sales price, is the total volume of sold properties divided by the number of properties sold.

There needs to be a disclaimer here. These stats are only as good as telling us what it being purchased and happening at a certain period in time. Also, it needs to be fully understood that not only is real estate local, but it is hyper-local. What this means is that the trends that we hear about are overall. Let's put it this way, what's happening in one neighborhood may not be realized in the neighborhood next door.

Single-Family Homes

23 homes sold during the month of September.

The average sales price is $183,843 with 158 days on the market.

The median sales price is $180,000.

The sales to list price ratio is 93%.

The most expensive home sold for $370K in Spring Valley Estates and was on the market 149 days

The least expensive home sold for $53,500 in Trailwood Estates after 206 days on the market.

The average sales price for the same period a year earlier was $205,681 with 76 days on the market with a sales to list ration of 96% on 22 sales, an increase of 5%.

The month to month changes show a decrease in the average sales price of 1% and a decrease in the median sales price of 3%. There was an increase in sales volume of 53% with a 3% decrease in the sales to list price ratio.

Condos, Townhomes & Villas

35 homes sold

The average sales price was $52,859 with 76 days on the market.

The median sales price was $38,600.

The sales to list price ratio is 100%.

The most expensive townhome sold for $195,990 in Sutton Place and was new construction.

The least expensive sold for $18,200 in Waterside at Cranes Roost Condo after 26 days on the market.

The average sales price a year earlier was $118,793 with 262 days on the market with a sales to list price ratio of 94% on 15 sales, an increase of 133%.

The month to month changes show an increase in the average sales price of 9% and a decrease in the median sales price of 8%. There was a 13% decrease in sales volume with a 5% increase in the sales to list price ratio.

Beware!! – Craigslist Scammers are Lurking!

The Background

Craigslist is a great tool to find almost anything you are looking for. But with every great tool, there are always some pitfalls. Unfortunately, in this case that means unscrupulous scammers. This is occurring on eBay and other auction sites as well.

My experience with these scammers has occurred on numerous occasions this year due to personal rentals and listings that I had posted on Craigslist.

What they did in my case was to place ads on Craigslist with email accounts that they created using my name, supposedly lending authenticity to what they are doing. In a couple of cases they found old listings that I had and just copied those. In one case, they used the information on a home for sale that was placed, but had photos of a different property and were trying to rent it - go figure!

The Scenario

The scam usually involves a story that the person had to move out of the country for work, etc. The scenarios that I encountered at the beginning of the year involved them moving to England, but since then it's been somewhere in Africa (lately Nigeria) and they'll send you a link to a company that they supposedly work for, again hopefully trying to give more authentication to their story.

They would tell the potential renter to drive-by the house & if they were interested they should email them and they would be sent instructions on how to send the security deposit and then therefore receive the keys to the house. Usually the rents were set much lower than the market value as a way to entice people.

Being a REALTOR®, I was very lucky that I had my signs in the yard & people would call me, usually all excited because they thought they had found a great deal. Unfortunately, I'm aware of one person that did go through and send them money before contacting me.

Because of this, I knew that I had to do something and therefore contacted the local police where I live. They said that they couldn't do anything but did help in leading me in the correct direction. I then contacted the police in the city where the property was located, Craigslist and also the Orange County Fraud Division, which sent me to the Internet Crime Complaint Center. What I learned from the later was totally astonishing and sad at the same time. It appears that they get at least a dozen calls a day from people that have been scammed via the Internet. I know this happens, but the enormity of it I couldn't fathom.

Craigslist has a FAQ's page with a lot of information. If you scroll down to the bottom of the page you can send them an email. Try to be as specific as possible. Once I did get in contact with someone, they had the ad pulled quickly.

What's really sad is that the county's Fraud Division said that there is very little they could do. I thought it would be easy and that they could track the IP address from where the post was initiated. These scammers are quite smart and even the address that they use for you to send them money are drop boxes and also untraceable from what I was told.

The one way that I was able get a handle on all this was to check the Craigslist category that I posted to and then search for the address. It was very helpful in putting some of this to rest.

I would suggest that you do not contact the person submitting these ads. They will simply just create another email account.

As was earlier stated, the scams run the gamut and not just isolated to Real Estate.

The Solutions

1. Deal only with local people that you can meet whether they are a buyer or seller

2. NEVER wire money and that includes Western Union or any other wire service

3. Fake Money Orders or Cashier Checks are not as uncommon as you may think - you will be held responsible if your bank discovers it not to be authentic.

4. Just because they are using an ‘Escrow Service' such as PayPal, Authorize.Net, SquareTrade or others does not in any way guarantee the service or product.

5. NEVER give out any of your information whether it is financial, social security number, etc.

The long and short of it is that you should trust your instincts. If it's too good to be true - it probably is. If you have a queasy feeling about something - then listen to yourself.

REMEMBER - ‘Caveat Emptor' - Let the Buyer Beware!!

Yes, there are some lovely people are out there. If they put this much effort into a real job, imagine how successful they might be, but....
