What is the Latest on Avondale Road? (12/16/09)

Have you wondered what has been done and what will be done to Avondale Road?

The group People for A Better Avondale Road have been working with King County to get Avondale road improved - both from a safety perspective and a noise perspective.

Here is the latest update from their website:

We have been informed by the County that grinding on the test segmentof Avondale, south of 151st Street, is expected to take place by March 2010.

The panel repairs and replacement on that segment were completed last fall, but grinding was postponed when a new grinding contractor needed to be secured. The grinding contract is expected to be advertised on December 17th and the bids will open January 5th.

The County estimates that it will take 2 possibly 3 months from the opening of the bids to starting work on Avondale.

Meanwhile, the County maintenance department has completed an asphalt patch on a short segment north of 151st Street to repair 2 severely damaged panels which were causing a significant safety and noise problem.

Avondale Road Work - Will The New Grinding Technique Reduce Noise?

Are you curious about the road work on Avondale?

The committee for A Better Avondale has been hard at work over the last year meeting with DOT and county executives to get the road improved and the county to address the road noise (read more @ www.ABetterAvondale.org).

So what are they doing?

King County Department of Transportation has begun the work on a test patch between NE 144th and NE 151st St. They are currently working on the northbound lane (causing a temporary shut down of the lane) and will begin work on the southbound lane approximately next Wednesday. The work on each lane involves removing damaged panels, digging down about one foot, adding new foundation material (gravel), compacting the gravel, then testing for proper compaction, before doing a "hot pour" to re-pave where needed. They are using "hot pour" because it cures faster and the road can be re-opened as soon as possible. After the panel repair, the road will be grinded using the Next Generation Grinding technique.

The grinded surface is expected to be smoother, quieter and safer. Noise measurements will be taken and analyzed after the project. At that time, decisions will be made about how to repair (re-surface) the remaining sections of old Avondale road. The feasibility of grinding vs. resurfacing with Asphalt Rubber will be studied.

By the way, for those curious, there was a delay in starting the project because of other road closures in the area (which could impact Avondale traffic) and the beginning of school.

Education Task Force Report is Available!

The Washington Legislature's Joint Task Force Report on Basic Education Funding has been completed and it is endorsed by the Washington State PTA. This isn't a Woodinville or Northshore report - it impacts every school district in Washington, but I am posting it here to help keep the active and caring parents in the Northshore School District up to date. We escaped a school closure last year, but we don't know what will happen this year that will impact next year. Keep up to date and make sure your voice is heard!

Definition of Basic Education

Includes the implementation of Core 24.
Which is an increase in the number of courses required to graduate from the current 19 to 24. These 24 courses are deemed required to enable all students to graduate from high school ready for post-secondary education, apprenticeship programs or other job training.
Includes the programs required to enable all students to achieve the higher goal of Core 24. Including pre-school for children from low-income families, specialized instruction for English language learners and students with disabilities, and extra time and teaching for struggling students.

Task Force Recommendations:

Revised System of Funding Allocation-that will provide (1) smaller class sizes, (2) additional days for teacher development, (3) increased funding for counselors, teacher-librarians, other specialist professionals, classified staff, school administration and other costs. Allocations to be based upon the number of students served.
Early Learning program to be funded based upon the federal Head Start model.
Demographic adjustments for funding based upon % of students in a school that come from low-income families at the school. The funds will then be utilized to serve all students who need the extra help, regardless of family income.
New system of teacher Compensation where increases in pay is tied to increases in classroom effectiveness - residency, professional and master teacher categories. Additional salary will be allocated for mentoring of new teachers by master teachers, a regional leveling to non-education salaries, school-wide bonuses for improvement in student learning and special incentives in subject shortage areas.
New system of teacher preparation and a new career ladder.
Simplify and Standardize Funding. Requirement for all schools districts to use a new common fiscal accounting and budgeting system, new statewide student data system, and simplifications in the allocation models that are currently very complicated.
Continued use of local levies to enhance education - but with limits and equalization to ensure basic equity across the state.
Timeline: Phase in over 6 years.
