      <title>What is the Latest on Avondale Road? (12/16/09)</title>
      <description>&lt;p&gt;&lt;strong&gt;Have you wondered what has been done and what will be done to&amp;nbsp;Avondale Road? &lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;The group &lt;em&gt;&lt;strong&gt;People for A Better Avondale Road &lt;/strong&gt;&lt;/em&gt;have been working with King County to get Avondale road improved - both from a safety perspective and a noise perspective.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;Here is the latest update from their website:&lt;/p&gt;
&lt;p&gt;We have been informed by the County that &lt;strong&gt;grinding on the test segment&lt;/strong&gt;of Avondale, south of 151st Street, is expected to take place&lt;strong&gt; by March 2010.&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;The &lt;strong&gt;panel repairs and replacement&lt;/strong&gt; on that segment were completed last fall, but grinding was postponed when a new grinding contractor needed to be secured.&amp;nbsp; The grinding contract is expected to be advertised on December 17th and the bids will open January 5th.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;The County estimates that it will take 2 possibly 3 months from the opening of the bids to starting work on Avondale.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;Meanwhile, the County maintenance department has &lt;strong&gt;completed an asphalt patch on a short segment north of 151st Street to repair 2 severely damaged &lt;/strong&gt;&lt;strong&gt;panels&lt;/strong&gt; which were causing a&amp;nbsp;significant safety and&amp;nbsp;noise problem.&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;Are you curious about the road work on Avondale?&lt;/strong&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;The committee for &lt;em&gt;A Better Avondale&lt;/em&gt; has been hard at work over the last year meeting with DOT and county executives to get&amp;nbsp;the road improved and the county to address the road noise (read more @ &lt;a href="http://www.abetteravondale.org/"&gt;www.ABetterAvondale.org&lt;/a&gt;).&amp;nbsp;&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;So what are they doing?&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;King County Department of Transportation has begun the work on&amp;nbsp;a test patch &lt;strong&gt;between&lt;/strong&gt; &lt;strong&gt;NE 144th and NE 151st St.&lt;/strong&gt;&amp;nbsp; They are currently working on the northbound lane (causing a temporary shut down of the lane) and will begin work on the southbound lane approximately next Wednesday.&amp;nbsp; The work on each lane involves removing damaged panels, digging down about one foot, adding new foundation material (gravel), compacting the gravel, then testing for proper compaction, before doing a "hot pour" to re-pave where needed.&amp;nbsp; They are using "hot pour" because it cures faster and the road can be re-opened as soon as possible.&amp;nbsp; After the panel repair, the road will be grinded using the &lt;strong&gt;Next Generation Grinding&lt;/strong&gt; technique.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;&lt;em&gt;The grinded surface is expected to be smoother, quieter and safer.&lt;/em&gt;&lt;/strong&gt;&amp;nbsp; Noise measurements will be taken and analyzed after the project.&amp;nbsp; At that time, decisions will be made about how to repair (re-surface) the remaining sections of old Avondale road.&amp;nbsp; The feasibility of grinding vs. resurfacing with Asphalt Rubber will be studied.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;By the way, for those curious, there was a delay in starting the project because of other road closures in the area (which could impact Avondale traffic) and the beginning of school.&amp;nbsp;&lt;/p&gt;</description>

      <title>Education Task Force Report is Available!</title>
      <description>&lt;p&gt;&lt;img src="http://michelleblue.com/wp-content/uploads/2009/01/binder_012000151.thumbnail.jpg" alt="binder_012000151.jpg"&gt;&lt;strong&gt;The Washington Legislature's Joint Task Force Report on Basic Education Funding&lt;/strong&gt; has been completed and it is &lt;span style="text-decoration: underline;"&gt;endorsed by the Washington State PTA.&amp;nbsp;&lt;/span&gt;&amp;nbsp; This isn't a Woodinville or Northshore report - it impacts every school district in Washington, but I am posting it here to help keep the active and caring parents in the Northshore School District up to date.&amp;nbsp; We escaped a school closure last year, but we don't know what will happen this year that will impact next year.&amp;nbsp; Keep up to date and make sure your voice is heard!&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Definition of Basic Education&lt;/strong&gt;&lt;/p&gt;
&lt;ul&gt;
&lt;li&gt;
&lt;p&gt;&lt;strong&gt;Includes the implementation of Core 24.&lt;br&gt;&lt;/strong&gt;Which is an increase in the number of courses required to graduate from the current 19 to 24.&amp;nbsp; These 24 courses are deemed required to enable all students to graduate from high school ready for post-secondary education, apprenticeship programs or other job training.&lt;/p&gt;
&lt;/li&gt;
&lt;li&gt;
&lt;p&gt;&lt;strong&gt;Includes the programs required to enable all students to achieve the higher goal of Core 24.&amp;nbsp;&lt;/strong&gt;Including pre-school for children from low-income families, specialized instruction for English language learners and students with disabilities, and extra time and teaching for struggling students.&lt;/p&gt;
&lt;/li&gt;
&lt;/ul&gt;
&lt;p&gt;&lt;strong&gt;Task Force Recommendations&lt;/strong&gt;:&lt;/p&gt;
&lt;ul&gt;
&lt;li&gt;
&lt;p&gt;&lt;strong&gt;Revised System of Funding&amp;nbsp;Allocation&lt;/strong&gt;-that will provide (1) smaller class sizes, (2) additional days for teacher development, (3) increased funding for counselors, teacher-librarians, other specialist professionals, classified staff, school administration and other costs.&amp;nbsp; Allocations to be based upon the number of students served.&lt;/p&gt;
&lt;/li&gt;
&lt;li&gt;
&lt;p&gt;&lt;strong&gt;Early Learning &lt;/strong&gt;program to be funded based upon the federal Head Start model.&lt;/p&gt;
&lt;/li&gt;
&lt;li&gt;
&lt;p&gt;&lt;strong&gt;Demographic adjustments &lt;/strong&gt;for funding based upon % of students in a school that come from low-income families at the school.&amp;nbsp; The funds will then be utilized to serve all students who need the extra help, regardless of family income.&lt;/p&gt;
&lt;/li&gt;
&lt;li&gt;
&lt;p&gt;&lt;strong&gt;New system of teacher Compensation &lt;/strong&gt;where increases in pay is tied to increases in classroom effectiveness - residency, professional and master teacher categories.&amp;nbsp;Additional salary will be allocated for mentoring of new teachers by master teachers, a regional leveling to non-education salaries, school-wide bonuses for improvement in student learning and special incentives in subject shortage areas.&lt;/p&gt;
&lt;/li&gt;
&lt;li&gt;
&lt;p&gt;&lt;strong&gt;New system of teacher preparation and a new career ladder.&lt;br&gt;&lt;/strong&gt;&lt;/p&gt;
&lt;/li&gt;
&lt;li&gt;
&lt;p&gt;&lt;strong&gt;Simplify and Standardize Funding. &lt;/strong&gt;Requirement for all schools districts to use a new common fiscal accounting and budgeting system, new statewide student data&amp;nbsp;system,&amp;nbsp;and simplifications in the allocation models that are currently very complicated.&lt;/p&gt;
&lt;/li&gt;
&lt;li&gt;
&lt;p&gt;&lt;strong&gt;Continued use of local levies to enhance education -&lt;/strong&gt; but with limits and equalization to ensure basic equity across the state.&lt;/p&gt;
&lt;/li&gt;
&lt;li&gt;
&lt;p&gt;&lt;strong&gt;Timeline:&lt;/strong&gt; Phase in over 6 years.&lt;/p&gt;
&lt;/li&gt;
&lt;/ul&gt;
