Here in Sonoma County, California we have City Councils who believe the BEST way to implement policy on upgrading Housing Standards or retrofitting for Energy efficiency is through a method known as "point of sale". This means, when a House is sold, any retrofitting to current permit codes and/or  inspection for energy eefficiencies(be it faulty fireplaces or weak insulation!) or inspection to make sure a property is habitable--happens at the time of the close of escrow or at the "point of the sale". My main argument against such a policy is it just does NOT WORK!

Can't get an HOA (Home Owners Association) Cert (Certification) for any number of reasons!  Tis the season of lackluster sales data. All this wringing of hands about sales being down--STOP! It's the season for sales to stop!! What? You extend the First Timer tax credit and give a nod to the move-up market and you think they'll beat the doors down?
