The bill has now passed both chambers and is awaiting the President's signature, which could be as early as tomorrow!&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;Thank you all for helping mobilize REALTORS&amp;reg; in Oregon as the entire Oregon Congressional delegation voted in favor of this vital measure for the housing market.&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;

      <title>How to set up a family budget</title>
      <description>&lt;p&gt;Setting up a family budget is something that all families should consider. The more organized you can be, the better you can control spending so you will have enough for family vacations, retirement, college funds and emergencies.&lt;/p&gt;
&lt;p&gt;Of course, it can seem pretty complicated to just set up a budget. Where do you start? How do you know what to set aside and what to spend? Luckily, there's an easy way to manage your cash flow so you will know where all of your money is going each month. If you're ready to set up your own, let's get started!&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Setting Up Your Budget&lt;/strong&gt;&lt;/p&gt;
&lt;ol&gt;
&lt;li&gt;&lt;strong&gt;Gather Your Pay Stubs.&lt;/strong&gt; Your first step is to gather three months of pay stubs for you and your spouse, as well as any other monthly earnings. This way, you can determine any fluctuations in pay from month to month and average out your total monthly income (add the three months and divide by three) without guessing on the numbers - you definitely don't need any surprises when setting up a budget. &lt;/li&gt;
&lt;li&gt;&lt;strong&gt;Collect Monthly Bills.&lt;/strong&gt; Your next step is to collect your monthly bills. The best bet would be to collect your bills from the past three months so you can anticipate increases. You want to get your fixed expenses, including rent/mortgage, phone bill, car payments, groceries, clothing, laundry, credit card payments, gym memberships and other monthly payments/obligations. &lt;p&gt;RISMEDIA, October 28, 2009-(MCT)-That little extra bit of money in the form of a larger paycheck tied to the Obama stimulus plan could end up taking a bite out of your federal income tax refund or even leave you owing taxes, say observers.&lt;/p&gt;
&lt;p&gt;The stimulus plan lowered federal income tax withholding rates, which results in more take-home pay but less money going toward taxes. The downside is some taxpayers may end up with not enough taxes being withheld to cover what they owe in 2009.&lt;/p&gt;
&lt;p&gt;As a result, some taxpayers may need to increase their withholding amount by reducing the number of allowances claimed for the rest of year, which means making changes to a W-4 form available from an employer's human resources department. Single taxpayers who are working at more than one job and married couples filing jointly in a situation where both spouses work are the most likely groups of taxpayers to be caught short. &quot;They are probably going to find out they are either getting a lot less back or they might owe,&quot; said Mark Steber, chief tax officer at Jackson Hewitt Tax Service, a tax preparation firm.&lt;/p&gt;
&lt;p&gt;Others that could face this scenario are those who can be claimed as a dependent on someone else's tax return (for example, a working student claimed as a dependent on a parent's tax return) and some Social Security recipients who work. Most people who received the credit have seen their paychecks grow by $15 to $20 per pay period since April as a result of employers taking out less withholding, said Steber.&lt;/p&gt;
&lt;p&gt;The Making Work Pay credit is equal to 6.2% of earned income, whether it be from job wages or self-employment. It applies to 2009 and 2010. For the individual taxpayer, the credit is worth up to $400 a year and for married couples filing joint returns, it's worth up to $800. The credit is phased out for individuals with adjusted gross incomes between $75,000 and $95,000 and for married couples with adjusted gross incomes between $150,000 and $190,000. &quot;I don't think many people realize that because of the credit they may not have the correct withholding and could owe at tax time,&quot; said Kelly Batson, a director of the Earn It! Keep It! Save It!, a tax assistance program for low-income taxpayers. &quot;They need to check their withholding now.&quot;&lt;/p&gt;
&lt;p&gt;For single taxpayers, the American Payroll Association estimates the credit will generally reduce withholding by $400 a year. A single taxpayer with two jobs would actually receive the credit twice even though he or she is only entitled to receive it once, according to Steber. For married couples filing jointly, the credit will generally decrease total withholding by $600 a year, said the Payroll Association. That means if both spouses work, their combined withholding would be reduced by $1,200 (2 x $600), even though their maximum credit would be $800, which means they could end up owing $400 in taxes or be short that amount in a refund. &quot;If you are a married couple with two incomes, you may be getting too much of the credit,&quot; Steber said. &quot;The withholding tables don't know the other spouse is working.&quot;&lt;/p&gt;
&lt;p&gt;Conversely, a married couple filing jointly with one working spouse will have $600 less in withholding but would be entitled to an $800 credit, which would result in an additional $200. People who are already working and take on a holiday job should consider being more aggressive when choosing a withholding amount for the holiday job, Steber said. &quot;For many workers that means selecting the single status with zero dependents when completing form W-4,&quot; he said. &quot;Completing a W-4 in this way will cause a slightly higher amount to be withheld, which may help offset the duplicate Making Work Pay credit that the worker receives.&quot;&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Tax Bite?&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;Here is an example where a single taxpayer with two jobs could end up with a smaller refund or even owe taxes as a result of a provision of the Obama stimulus plan.&lt;/p&gt;
&lt;p&gt;Assume a single taxpayer who claims single filing and single withholding status with zero allowances for withholdings earned $35,000 last year working two jobs. He earned $10,000 in one job and $25,000 in the other job. The total withholdings under the old withholding rates would be $3,700; the total under the new tables is $2,969. Because the total reduction in withholdings is $731 and the Making Work Pay Credit is $400, this leaves the taxpayer with a shortfall of $331.&lt;/p&gt;

&lt;p&gt;Every year, one billion pounds of pumpkins are produced in the U.S., including at least 100 million pounds in every state. Unlike many other aspects of your Halloween experience, pumpkins don't come in difficult-to-recycle packaging, which should make proper disposal easy as (pumpkin) pie.&lt;/p&gt;
&lt;p&gt;Pumpkins are a unique holiday decoration because they are entirely natural, yet a majority of the &quot;nature&quot; gets thrown out once they're carved and Halloween is over. So, how can you make sure that the entire pumpkin is used and not put into a landfill? There are few simple solutions:&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Pumpkin Seeds&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;A favorite fall snack, pumpkin seeds are almost always removed from pumpkins whether you are carving or cooking. To remove the seeds, cut the top of the pumpkin off and scoop out the insides. Then wash the seeds in a colander, to remove the flesh of the pumpkin that also got scooped out.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;To bake: &lt;/strong&gt;Spray a cookie sheet with non-stick spray and lay the pumpkin seeds out in one layer. Sprinkle with any seasoning you might want (salt, cayenne pepper or garlic salt are quite tasty). Bake in a 350&amp;ordm; oven for 10 to 20 minutes. Let cool, and enjoy!&lt;/p&gt;

&lt;p&gt;Both the pumpkin, as well as its seeds, can be composted. In fact, pumpkin seeds themselves are a strong source of nutrients, including zinc, iron and phosphorus. Compost piles rely on a mix of nitrogen-rich greens (which will include pumpkin components) and browns (leaves, paper and other carbon-rich materials). So, Halloween is the perfect time to compost, because you'll not only have leaves falling before winter, but your pumpkin to also add to the mix.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Next Year&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;Now that you've got your pumpkin breaking down in the compost, what's next? How about a pumpkin patch of your very own? Lots of communities have pumpkin growing contests in October. Use the nutrient rich compost you get over the next few months to grow your own garden, and come next summer, get your own pumpkin seeds in the ground and ready to grow.&lt;/p&gt;

&lt;p&gt;&lt;br /&gt;All the leading indicators say housing is definitely on the mend, economists reported in advance of the official release of several pieces of good news expected this week.&lt;br /&gt;&lt;br /&gt;Bloomberg News surveyed 53 economists and asked them where they expected the numbers to fall. Here are their predictions:&lt;/p&gt;
&lt;ul&gt;
&lt;li&gt;Construction starts in September are expected to hit a 610,000 annual rate, the most since last November. &lt;/li&gt;
&lt;li&gt;Sales of existing homes likely rose to a two-year high. &lt;/li&gt;

It's finding a good one can that can be a challenge.&lt;/p&gt;
&lt;p&gt;&quot;The vast majority of the banks don't want us to advertise them as &amp;lsquo;bank-owned' because it comes with a negative connotation,&quot; said Ryan Melvin, co-owner of More Realty Group in Las Vegas.&lt;/p&gt;
&lt;p&gt;That means no sign on the front lawn indicating the home is anything other than a traditional sale. A buyer probably won't find a property advertised as a foreclosure on marketing materials, said Melvin, who specializes in real-estate owned properties, or REOs, those that have been reclaimed by a bank, typically after an unsuccessful foreclosure auction.&lt;/p&gt;
&lt;p&gt;Plus, in some markets, including Las Vegas, foreclosure inventory is actually down compared with last year as government programs attempt to keep owners in their homes and banks aren't putting as many homes on the market, Melvin said. That's making it harder for buyers to snag a foreclosure, and those paying with cash often win a bid over someone who needs financing.&lt;/p&gt;
&lt;p&gt;If you're considering the purchase of a home that is now owned by a bank, it's also important to know at the outset just how much work you're in for - and how much it is going to cost you. Many foreclosures are in various states of disrepair; some of the fixes are cosmetic, but some can be extensive.&lt;/p&gt;
&lt;p&gt;Those looking for the best deal probably shouldn't rule out non-foreclosure properties, either, said Mark Goldman, a mortgage broker with Cobalt Financial Corp., and a real estate lecturer at San Diego State University. Sometimes, people set their sights on bank-owned properties &quot;like the word &amp;lsquo;foreclosure' equals &amp;lsquo;good deal,'&quot; he said.&lt;/p&gt;
&lt;p&gt;And that's not always true.&lt;/p&gt;
&lt;p&gt;One option for finding foreclosure listings: Go straight to the bank.&lt;/p&gt;
&lt;p&gt;Lender Web sites, such as those operated by Bank of America, Chase and Citibank, will list the properties the financial institution has reclaimed when borrowers defaulted. To find a list, simply do a Web search for REOs and the name of the lender. Contact information for the property's listing agents is usually provided for each entry.&lt;/p&gt;
&lt;p&gt;For a fee, other sites will hunt down properties for you. RealtyTrac.com, which helps people find foreclosure and pre-foreclosure properties, charges $49.95 a month, after a free seven-day trial. The company also recently launched BankHomesDirect.com, which charges $19.95 per month and lets people search just for REOs.&lt;/p&gt;

&lt;p&gt;Otherwise, you might want to enlist the help of a realty agent. Someone who works regularly with REOs might be able to track down the properties more easily than a traditional agent. Melvin is a member of the National REO Brokers Association, nrba.com, which has a searchable database of brokers on its site. There's also the REO Network, reonetwork.com, which connects buyers with those who specialize in selling REOs.&lt;/p&gt;
&lt;p&gt;Lenders aren't held to the same disclosure requirements as sellers who have lived in the home, mainly because the lender hasn't occupied the home to notice leaks or other problems. For that reason, an inspection is crucial.&lt;/p&gt;
&lt;p&gt;&quot;If there are lessons out of the last couple of years, it's certainly buyer beware,&quot; said Dan Steward, president of the home inspection firm Pillar to Post, which has a U.S. headquarters in Tampa, Fla.&lt;/p&gt;
&lt;p&gt;&quot;We have all heard the stories of people ripping the copper pipe and wiring out ... people have literally gone to the light switch, disconnected the wire from the switch box and have pulled the wire through the drywall,&quot; Steward said. Some have ripped out toilets and kicked in walls or left water faucets running before they left the house, often out of anger.&lt;/p&gt;
&lt;p&gt;You don't need to be told the toilet is gone, but an inspector can tell if there is damage 20 feet down the water line because of the way that toilet was ripped out, he said.&lt;/p&gt;
&lt;p&gt;Other issues could pop up due to the property being vacant. Large banks will often hire a field service to cut the grass, shovel the snow and winterize a home, yet when homes aren't occupied it's harder to catch small problems before they become big ones.&lt;/p&gt;
&lt;p&gt;&quot;When we live at home or drive the car, if something is off we notice it. We notice it and we deal with it,&quot; Steward said. When a place is unoccupied, pests could become an issue. If you were living in a home, a nest of raccoons probably wouldn't be able to find a home in your crawlspace-not for long, anyway.&lt;/p&gt;
&lt;p&gt;A neighborhood environmental report might also be worthwhile, he said, which could reveal if the property was the site of a drug lab, for example. When a meth lab is operating in a home, air quality issues can arise; when a home was used for growing marijuana, there is a tendency for mold problems from the high humidity, Steward said.&lt;/p&gt;
&lt;p&gt;The time it takes to complete the sale can vary from lender to lender. In some cases, the process goes smoothly, Goldman said. Other lenders are disorganized.&lt;/p&gt;
&lt;p&gt;&quot;It really depends on who you're doing business with,&quot; Goldman said.&lt;/p&gt;
&lt;p&gt;But for your best chance at having an offer accepted and for a quick closing process, have everything in order before making the offer, said Duane Andrews, CEO of Clear Capital, a company that provides valuation products for the mortgage and lending industries. That includes having the financing firmed up and writing a clean offer - for example, asking for new oven racks as part of the deal could peg you as a demanding buyer who will be annoying to deal with, he said.&lt;/p&gt;
&lt;p&gt;&quot;What this tells the seller is this guy is going to be a pain and they don't have time for this pain,&quot; Andrews said.&lt;/p&gt;
&lt;p&gt;In fact, most bank-owned properties are sold &quot;as is,&quot; so if there is something you want fixed, it's best to just factor that into the price you're offering, Melvin said.&lt;/p&gt;
&lt;p&gt;But don't expect to bargain the listing price way down, Melvin added.&lt;/p&gt;
&lt;p&gt;Banks typically price their properties at a 20 percent to 30 percent discount anyway, he said. If the property has been on the market for a week or two, don't expect the bank to drop the price; if the listing is older, you might have more power, he said.&lt;/p&gt;
&lt;p&gt;Also, don't be surprised if the bank that is selling the property asks you to get an approval from its mortgage operation; you often don't have to take the loan from their company, but they may want to get a closer look at your finances to make sure you're a solid buyer, Melvin said.&lt;/p&gt;
&lt;p&gt;Above all, make sure to follow directions when submitting the offer, he said. That likely includes having an approval letter from the bank and the correct amount of earnest money.&lt;/p&gt;
&lt;p&gt;&quot;Most listing agents will have instructions how we want buyers agents to submit the offer,&quot; he said. Delays can occur when instructions aren't followed exactly.&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;WASHINGTON&lt;/strong&gt; - As part of its comprehensive plan to stabilize the U.S. housing market, the Obama Administration today announced a new initiative for state and local housing finance agencies (HFAs) that will help support low mortgage rates and expand resources for low and middle income borrowers to purchase or rent homes that are affordable over the long term.&amp;nbsp; Following up on the intent to support HFAs first outlined in February under the Homeowner Affordability and Stability Plan, the Administration's initiative has two parts: a new bond purchase program to support new lending by HFAs and a temporary credit and liquidity program to improve the access of HFAs to liquidity for outstanding HFA bonds.&lt;/p&gt;
&lt;p&gt;The HFA Initiative using authority provided to Treasury by the Housing and Economic Recovery Act of 2008 (HERA) will provide hundreds of thousands of affordable mortgages for working families and enable the development and rehabilitation of tens of thousands of affordable rental properties.&amp;nbsp; It will do this at little or no cost to the taxpayer because it is paid for by the HFAs themselves and, as a temporary program, it incentivizes HFAs to transition back to market sources of capital as quickly as possible.&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;&quot;This initiative is critical to helping working families maintain access to affordable rental housing and homeownership in tough economic times,&quot; said Treasury Secretary Tim Geithner. &quot;Through the years, many low and moderate income Americans have been well served by state and local HFAs, but the housing downturn has hit these organizations too. &lt;p&gt;HFAs will pay a fee to have access to both programs under the HFA Initiative. These fees have been designed to cover expected costs to the Treasury Department and the taxpayer. The fee for the TCLP will also increase over time to encourage HFAs to find private alternatives as quickly as possible. The HFA Initiative has also been designed to include other features that minimize risk to the taxpayer, such as requiring HFAs that issue new bonds under this program to also prove their ability to issue bonds to private investors.&lt;/p&gt;
&lt;p&gt;The initiative is designed to be temporary in nature and will be available for only a short window to help bridge the transition period as the HFAs resume their activities after experiencing a number of challenges in the course of the housing downturn. After today, each HFA that desires to participate will be asked to develop a program participation request in consultation with Treasury, Fannie Mae, and Freddie Mac, indicating its desired level of participation in either the new bond or liquidity program. These requests for new issuance should generally not exceed what the HFA would have received in allocation from Congress for a similar period through 2010 and will generally follow the allocation formula established for 2008 by HERA. If program demand is smaller than these guidelines would allow, the total program size will be capped at a lower amount. This bottom-up review is being used to prudently shepherd taxpayer resources, and the program will not be sized any larger than needed to meet specific demand.&lt;/p&gt;
&lt;p&gt;Pricing under the program will reflect both the cost of any financing required by Treasury as well as a fee designed to cover any risk posed by the HFA. While there is risk that losses could exceed estimates, the fee schedule Treasury has adopted is designed to cover net losses under most stressed conditions and thus would minimize risk to the taxpayer.&lt;/p&gt;

      <title>How to Appeal Your Property Value</title>
      <description>&lt;p&gt;&lt;strong&gt;&lt;strong&gt;General information&lt;/strong&gt;&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;In Oregon, property taxes are assessed for real property, machinery and equipment, manufactured structures, business personal property, and floating property. Oregon has an ad valorem property tax system, which means the property taxes you pay are based on the value the county assessor establishes for your property.&lt;br /&gt;&amp;nbsp;&lt;br /&gt;The assessor estimates the value of most taxable property on January 1, prior to the beginning of the tax year. The tax year runs from July 1 through June 30. January 1 is called the &quot;assessment date.&quot; The assessor's estimate of value will appear on the tax statement mailed to you in October.&lt;br /&gt;&amp;nbsp;&lt;br /&gt;The following terms and definitions are provided to help you understand how your property is valued and assessed.&lt;/p&gt;
&lt;ul&gt;
&lt;li&gt;&lt;strong&gt;Real Market Value (RMV)&lt;/strong&gt; is the value the assessor has estimated your property would sell for on the open market as of the assessment date. RMV appears on most property tax statements. &lt;/li&gt;
&lt;li&gt;&lt;strong&gt;Maximum Assessed Value (MAV)&lt;/strong&gt; is the greater of 103 percent of the prior year's assessed value or 100 percent of the prior year's MAV. &lt;strong&gt;MAV is not limited to an increase of 3 percent&lt;/strong&gt; if certain changes are made to your property. These changes are called exceptions. MAV does not appear on most tax statements. &lt;/li&gt;
&lt;li&gt;&lt;strong&gt;Assessed Value (AV)&lt;/strong&gt; is the value used to calculate your tax. It is the &lt;strong&gt;lesser&lt;/strong&gt; of RMV or MAV. Assessed value appears on your tax statement. &lt;/li&gt;
&lt;li&gt;&lt;strong&gt;Exception&lt;/strong&gt; means a change to property, not including general ongoing maintenance and repair or minor construction. Changes that could affect maximum assessed value include new construction or additions, major remodeling or reconstruction, rezoning with use consistent with the change in zoning, a partition or subdivision, or a disqualification from special assessment or exemption. Minor construction is defined as additions of real property improvements with a real market value that does not exceed $10,000 in one assessment year or $25,000 over a period of five assessment years. Exception value does not appear on your tax statement. &lt;/li&gt;
&lt;li&gt;&lt;strong&gt;Specially Assessed Value (SAV)&lt;/strong&gt; is a value established by statute. The legislature has created several programs that set lower assessed value levels for certain types of property. Each program has specific applications and use requirements. Examples of property that may qualify for special assessment are farmland, forestland, historic property, government-restricted low income multi-unit housing, and property that qualifies as &quot;open space.&quot; SAV appears on most tax statements for property that is specially assessed. &lt;/li&gt;
&lt;/ul&gt;
&lt;p&gt;&lt;strong&gt;Appealing to your county board of property tax appeals&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;Appealing to the county board of property tax appeals (BOPTA) is generally the first step in the appeal process. Most appeals start at this level.&lt;br /&gt;&amp;nbsp;&lt;br /&gt;You may appeal the current year real market, maximum assessed, specially assessed, or assessed value of your property.&lt;br /&gt;&amp;nbsp;&lt;br /&gt;The majority of appeals will be based on a difference of opinion between you and the assessor about RMV. In such cases, you will need to present evidence about the market value of your property as it existed on the assessment date. Evidence might include an appraisal report of your property done by an independent appraiser or a comparison of your property with similar properties that have recently sold in your area.&lt;br /&gt;&amp;nbsp;&lt;br /&gt;Comparing the value on the tax roll of your house to the value on the tax roll of your neighbor's house, or comparing the taxes you pay to the taxes your neighbor pays is generally not considered satisfactory evidence.&lt;br /&gt;&amp;nbsp;&lt;br /&gt;The following are examples in which an appeal of RMV may result in a tax benefit:&lt;/p&gt;
&lt;ul&gt;
&lt;li&gt;The board reduces the RMV below the assessed value currently on the roll. &lt;/li&gt;
&lt;li&gt;Your property has recently been improved and the board reduces the value of the new construction. &lt;/li&gt;
&lt;li&gt;The board reduces the RMV of your property, and the reduction requires property taxes to be reduced to meet constitutional limits on the education and general government categories of your taxes. See Tax Limitation (Compression) at &lt;a href=&quot;/DOR/PTD/property.shtml&quot;&gt;www.oregon.gov/DOR/PTD/property.shtml&lt;/a&gt; for more information. &lt;/li&gt;
&lt;/ul&gt;
&lt;p&gt;If you wish to appeal the value of &lt;strong&gt;principal or secondary industrial property&lt;/strong&gt; appraised by the Department of Revenue (DOR), you may file your appeal with either the Magistrate Division of the Tax Court or BOPTA. Both have the same filing deadlines.&lt;br /&gt;&amp;nbsp;&lt;br /&gt;The value of utilities and other centrally assessed property must be appealed to DOR on or before June 15 of the assessment year. &lt;br /&gt;&amp;nbsp;&lt;br /&gt;Penalties charged for late filing of a current year's real or personal property return may also be appealed to the board. The board may waive all or a portion of a penalty imposed for the late filing of a return if:&lt;/p&gt;
&lt;ul&gt;
&lt;li&gt;You can prove there was good and sufficient cause for the late filing, or &lt;/li&gt;
&lt;li&gt;The year for which the return was filed was both the first year that a return was required to be filed and the first year you filed a return. &lt;/li&gt;
&lt;/ul&gt;
&lt;p&gt;&lt;strong&gt;How to file your petition&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;You must file appeals between the date the tax statements are mailed and December 31. If December 31 falls on a Saturday, Sunday, or legal holiday, the filing deadline moves to the next business day. File your petition with the county clerk's office in the county where the property is located. You can get the forms you need from your county clerk or county assessor's office. You may also download forms from &lt;a href=&quot;/DOR/PTD/BOPTA.shtml&quot;&gt;www.oregon.gov/DOR/PTD&lt;/a&gt;.&lt;br /&gt;&amp;nbsp;&lt;br /&gt;&lt;strong&gt;If you are not the owner of the property, carefully read the petition instructions to learn if you are qualified to file the appeal.&lt;/strong&gt;&lt;br /&gt;&amp;nbsp;&lt;br /&gt;The board will consider your appeal between the first Monday in February and April 15. If you choose to appear at the hearing, BOPTA will send you written notice of the time and location. If you choose not to appear, the board will make a decision based on the evidence you submit with the petition.&lt;br /&gt;&amp;nbsp;&lt;br /&gt;The board will notify you in writing of its decision. If you are not satisfied with the decision, you have the right to appeal as follows:&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Appealing county board decisions&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;You may appeal a decision of BOPTA to the Magistrate Division of the Oregon Tax Court by filing a written complaint. The assessor may also appeal the board's decision. The fee for filing a complaint with the Magistrate Division is $25.&lt;br /&gt;&amp;nbsp;&lt;br /&gt;Complaints must be filed with the Magistrate Division &lt;strong&gt;within 30 days (not one month),&lt;/strong&gt; after the board's order is mailed to you. &lt;p&gt;&lt;strong&gt;Appealing magistrate decisions&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;You may appeal magistrate decisions to the Regular Division of the Oregon Tax Court. To appeal, file your complaint with the court clerk &lt;strong&gt;within 60 days (not two months) after the date of the magistrate's decision.&lt;/strong&gt; The tax court clerk will notify you of the trial date and time.&lt;br /&gt;&amp;nbsp;&lt;br /&gt;A trial in the Regular Division of the Oregon Tax Court is a formal proceeding. Although you may represent yourself, most people prefer to be represented by a lawyer. If you are not satisfied with the tax court decision, you can appeal to the Oregon Supreme Court.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Failure to appeal to BOPTA&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;Under &lt;strong&gt;very limited&lt;/strong&gt; circumstances, DOR or the Magistrate Division &lt;strong&gt;may&lt;/strong&gt; be able to hear your appeal if you miss the deadline for filing with BOPTA. However, property tax bills mailed this week will increase an average of 8.7 percent.&lt;/p&gt;
&lt;p&gt;In Washington County, real market values dropped by an average of 8.7 percent, while the average property bill will increase about 7 percent.&lt;/p&gt;
&lt;p&gt;In Multnomah County, property tax bills were expected to go up by 6 percent, despite a drop in real market value.&lt;/p&gt;
&lt;p&gt;&amp;nbsp;R&lt;strong&gt;ising bills, declining values&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;There are two reasons for this seeming contradiction - and no elected officials to blame or punish.&lt;/p&gt;
&lt;p&gt;Twelve years ago, voters approved Measure 50, which separated the real market value of a property from the actual property taxes, capping the annual rate of tax increases. The tax-limit measure has worked to homeowners' benefit since 1997.&lt;/p&gt;
&lt;p&gt;Assessed values have been used ever since to calculate property taxes instead of real market value. However, real market value is the amount paid to buy or sell a home.&lt;/p&gt;
&lt;p&gt;Property tax bills only decrease if real market value ever drops below assessed value.&lt;/p&gt;
