S.C. To Research and Test Wind Turbines, Could Bring Thousands of Jobs

11/24/09 12:03 am - reporter: Natalie Caula - producer: Natalie Caula - ABC News 4 - North Charleston, SC - North Charleston’s navy base will soon become the world's first testing ground for large offshore wind turbines and the research will happen at Clemson University.

The almost $100 million project will help South Carolina lead the country in research for transforming wind energy to electricity and state lawmakers say that's only the beginning.

“The winds of change are blowing in South Carolina. Boeing announcement was huge. This could be as equally large as Boeing,” State Senator Larry Grooms said.

South Carolina beat several states out of the $45 million grant that will put South Carolina on the map.

The good news doesn't stop with the lowcountry leading the way in wind energy research, it also means extra jobs for the palmetto state.

“Immediately were expecting about 150 construction jobs starting in 2010 and in 2012 with the spin off jobs about 800 jobs being created,” North Charleston Mayor Keith Summey (web | news | bio) said.

That number could grow into the thousands as research and manufacturing of the turbines

“The U.S. Dept of energy is estimating that up to 20,000 jobs could be created in the Palmetto State as we become the worlds leading exporter of wind turbine manufacturing,” Grooms said.

It's Official $8,000 Homebuyers Tax Credit Extended. Home Buyers in Goose Creek and in the Charleston SC area look to take advantage of Buyer's Market.

The Real Estate Market in Goose Creek and in the Charleston SC Area is definitely a Buyer's Market, a majority of the cities surrounding Charleston, SC (i.e. North Charleston, Goose Creek, Summerville, Ladson, Mount Pleasant, and etc.) see the number of new listings exceeding the number listings every month (i.e. the supply of homes increasing). With supply of homes for sale increasing in going to the traditionally slow part of the year for real estate, it makes a great time to buy.

President Obama reups popular tax credit through June 2010 and expands it to include people with higher incomes and some who want to trade up into new homes.

NEW YORK (CNNMoney.com) -- President Obama signed an extension and expansion of the first-time homebuyers tax credit on Friday.

The $8,000 credit was scheduled to lapse on Dec. 1 but will now be in effect through the end of June. Homebuyers must sign a contract before April 30 and close by June 30. The income limits were also raised: Single buyers can now earn up to $125,000 and still get the full credit while a married couple can earn $225,000.

The bill also made more homeowners eligible to claim the credit on their taxes. First-time buyers -- those who have not owned a home in the past three years -- still qualify for an $8,000 rebate. But now people who want to trade up can also qualify. Those who have owned and occupied a residence for at least five years out of the past eight can claim a $6,500 tax credit if they close on a purchase by the end of June.

"The new version of the tax credit has the potential to stimulate the housing market even more than the old version due to the fact that more people will qualify under the new rules," said Gibran Nicholas, chairman of the CMPS Institute, an organization that certifies mortgage bankers and brokers.

Who qualifies?

Nicholas provided four scenarios illustrating how the tax credit rules for existing homebuyers will apply:

• Harry owned a home in 2001 and 2002 but sold it to relocate for a job. He would qualify for the $8,000 first-time-buyer credit because he has not owned a home in the past three years.

• Sue purchased a home in 2004 and has lived there since. If she decides to buy a new home, she would qualify for the $6,500 tax credit because she has lived in the same residence for five consecutive years in the past eight.

• Jane purchased her home in 2002, lived there for five consecutive years before she rented it out in 2007. She would qualify because she was an owner/occupier for at least five consecutive years in the past eight.

• Mark purchased a home in 2006 and lived there for the past three years. He would not qualify because he is neither a first-time homebuyer nor someone who lived in the same primary residence for five consecutive years out of the past eight.

How it helps the economy

Legislators and industry experts expect that the credit will encourage buyers such as Jane and Sue to move up their purchase plans.

"This bill will shift demand from the second half of 2010 into the first half," said Pat Newport, a real estate analyst with IHS Global Research. "As a result, home sales and prices will get a boost in the first half of 2010, with payback in the second."

That's not a bad thing, according to Bill Kilmer, vice president of advocacy for the National Association of Home Builders. It's important to stabilize real estate markets quickly to help bring the economy out of its tailspin.

The original $8,000 tax credit appears to have helped accomplish that goal: Home prices have inched up the past few months, according to the S&P/Case-Shiller Home Price Index.

The extension of the First Time Home Buyer Tax Credit, will give first time home buyers time to repair credit or the time to purchase a short sale in the Goose Creek and in the Charleston, SC area. Obama To Sign Bill Friday Extending Homebuyers Credit

AP, Thursday, 5 Nov 2009, 3:06 PM ET - The White House says President Barack Obama on Friday morning will sign a bill that expands a popular homebuyers tax credit and extends unemployment benefits.

Congress on Thursday completed work on the $24 billion economic package that seeks to help out the millions who have lost jobs and have been unable to rejoin the workforce. The White House announced Obama's intention to sign the bill shortly after Congress finished the legislation.

Under the measure, an $8,000 tax credit for first-time homebuyers would be extended for seven months and expanded with a $6,500 credit for some prospective homebuyers who already own homes.

The House passed the bill on a 403-12 vote Thursday, a day after the Senate ended a monthlong stalemate with a 98-0 vote. With some 7,000 people exhausting unemployment benefits every day and the $8,000 tax credit for first-time homebuyers set to expire at the end of November, President Barack Obama is expected to quickly sign it into law.

The $24 billion package also contains tax credits aimed at struggling businesses.

The IRS says some 1.4 million people applied for the homebuyers credit through August, helping enliven the moribund housing market. The legislation would extend the program through June of next year, as long as the buyer signs a contract by the end of April. It also offers a $6,500 tax credit to those who have lived in their current residence at least five years.

The measure doubles the income ceiling for eligible individuals to $125,000. Homes must cost less than $800,000 to qualify.

The nearly 2 million who have exhausted their unemployment benefits or face termination of benefits, usually about $300 a week, before the end of the year would receive 14 weeks of additional benefits under the bill. The unemployed in those states where the jobless rate tops 8.5 percent would get six weeks on top of that.

House Majority Leader Steny Hoyer said the bill would also help the economy because the unemployed quickly spend their checks on living necessities. "We help people in very bad straits and we help our economy and help us all."

Boeing bringing jobs to the area will help stabilize the economy and help spur and speed up the recovery of the local real estate market (i.e. Charleston, North Charleston, Goose Creek, Mount Pleasant, Summerville, and etc.). Aviation giant expects to break ground on new assembly plant within the next few weeks

North Charleston won the fiercely fought battle for a Boeing 787 aircraft assembly plant Wednesday, thrusting South Carolina onto the world stage of aircraft manufacturing.

The Boeing Co. will build the new line at its Charleston International Airport property instead of in Everett, Wash., the nation's aviation nerve center and longtime home of the company's commercial airplane business.

The decision was announced after state lawmakers wrapped up a two-day special session in which they approved a rich basket of financial incentives for Boeing valued at $450 million by state Sen. Hugh Leatherman, a Florence Republican who heads the Senate Finance Committee.

The aerospace giant would have to create at least 3,800 jobs and invest more than $750 million within seven years to take advantage of the various inducements.

Tim Coyle, vice president of Boeing Charleston, said the company plans to break ground on the 584,000-square-foot expansion near its existing factory within the next few weeks. Work on the first locally made 787 Dreamliner is expected to begin in 2011.

Boeing had said previously that its stormy relationship with the International Association of Machinists was a key factor in its decision to look beyond its highly unionized operation in Washington state. Last year, the union staged a damaging eight-week strike in the Seattle area that compounded the delays that have been dogging the 787 program for two years.

The company began taking a hard look at building the second line for its newest jet in North Charleston in August, meaning that the Dreamliner plant went from a dream to a reality in less than three months, said Senate President Pro Tem Glenn McConnell, R-Charleston.

It wasn't South Carolina's low unionization rate, the incentive deal or any other single factor that sold Boeing, McConnell and Leatherman said. Coyle agreed, saying Boeing considered the business environment, logistics and the infrastructure in North Charleston and Everett.

Home Prices in a Goose Creek and in the Charleston SC Area still continue to decline.

Basic economics of supply and demand are driving home prices lower in Goose Creek and in the rest of the Charleston SC area as more homes are listed than sold every month. The increase in supply of homes of market is definitely driving prices down and DOM (Days on Market) up. Home Buyers looking to buy will definitely see lower home prices. Home Sellers looking to sell, should list their home now while mortgage interest rates are low and the $8,000 First Time Home Buyer Tax Credit is available. If you are Home Seller, who is upside down on the mortgage, but need to sell, it is best to list now, before banks stop accepting short sales.

Homes: About to get much cheaper

National home prices are forecast to shrink another 11%. Miami, Las Vegas and Phoenix will record steep declines, but a few cities will actually post gains.

NEW YORK (CNNMoney.com) -- If you thought home prices were bottoming out, you may be wrong. They're expected to head a lot lower.

Home values are predicted to drop in 342 out of 381 markets during the next year, according to a new forecast of real estate prices.

Overall, the national median home price is predicted to drop 11.3% by June 30, 2010, according to Fiserv, a financial information and analysis firm. For the following year, the firm anticipates some stabilization with prices rising 3.6%.

In the past, Fiserv anticipated the rapid decline in home-sale prices over the past few years -- though it underestimated the scope.

Mark Zandi, chief economist with Moody's Economy.com, agreed with Fiserv's current assessments. "I think more price declines are coming because the foreclosure crisis is not over," he said.

In fact, those areas with high concentrations of foreclosure sales will experience the steepest drops, according to Fiserv. Miami, for example, is expected to be the biggest loser. Prices are forecast to plunge 29.9% by next June -- after having already fallen a whopping 48% during the past three years.

If Fiserv's forecast holds, Miami real median home price will tumble to $142,000 by June 2011.

In Orlando, Fla., the second-worst performing market, Fiserv anticipates a 27% price collapse by June 2010, followed by a less severe drop the following year. In Hanford, Calif., prices are estimated to drop 26.9% and continue falling 9.5% in 2011; in Naples, Fla., they're expected to fall 26.8% and then flatten out.

Other notable losers include Las Vegas, where prices have already fallen 54.6% and are expected to lose another 23.9% by June 2010. In Phoenix values have already collapsed by 54% and could fall another 23.4%. In both cities, Fiserv anticipates the losses to continue into 2011, but they will be less than 5%.

Prices had stabilized

The latest forecast is at odds with the past few months of the S&P/Case-Shiller Home Price index. That report has given hope that most housing markets may have already stabilized because the composite index of 20 cities rose in May, June and July. Nationally, it found that home prices have gained 3.6%.

Brad Hunter, chief economist for Metrostudy, which provides housing market information to the industry, however, expects a change in fortunes, however.

"I'm afraid Case-Shiller may be just a temporary reprieve," he said.

He pointed out that the tax credit for first-time home buyers helped support prices during the three months of Case-Shiller gains. By the end of November, the credit will have been used by 1.8 million homebuyers, at least 355,000 of whom would not have bought a house without the tax break, according to estimates by the National Association of Realtors. But the market assistance ends when the credit expires on Dec. 1.

Welcome to Grayling, Mich., where residents paddle canoes through town on the winding AuSable River, ride snowmobiles on forest trails and take scenic walks among 150-year old trees at Hartwick Pines State Park.

The former logging town ensconced in the woods of central Michigan owns another distinguishing trait, according to a Coldwell Banker study: Grayling's 6,500 residents live in the nation's most affordable housing market.

The real estate firm on Wednesday released its annual survey of the price of a 2,200-square-foot home with four bedrooms, 2 1/2 baths and an attached garage.

Comparing homes that meet those criteria in more than 300 markets, the lowest average price was in Grayling, where such a house costs about $112,000. On the other end of the spectrum lies the San Diego neighborhood of La Jolla, Calif., where a similar home costs more than $2.1 million.

The study's results also show that homes matching the study's criteria are becoming more affordable. About a third of the markets in the survey boast an average price below $200,000, the highest number in the past five years. Nationally, prices are down 30 percent from their peak in mid-2006.

The type of property used in the survey represents a "move-up" home, bought by someone who wants a larger place to live because of lifestyle changes, such as a new job or having children.

These buyers often need to sell a home before moving up, a dicey proposition during the housing recession. But the first-time homebuyer tax credit of up to $8,000 has spurred sales of homes in the lowest price ranges, allowing sellers to become "move-up" buyers. Buyers are getting more for their money because of low prices and attractive mortgage rates.

"This represents a unique opportunity for move-up buyers to get back into the market," said Jim Gillespie, president and CEO of Coldwell Banker Real Estate.

Rates for 30-year home loans were unchanged this week and remain close to record-low levels.

The average rate for a 30-year fixed mortgage was 5.04 percent, the same as a week earlier, mortgage company Freddie Mac said Thursday.

Rates, while above the record low of 4.78 percent hit in the spring, are still attractive for people looking to buy a home or refinance. Applications for home loans rose nearly 13 percent last week from a week earlier as refinancing applications surged, the Mortgage Bankers Association said Wednesday.

With the economy on the mend, the Federal Reserve decided Wednesday to stretch out the pace of a program that has lowered mortgage rates and propped up the housing market this year.

The central bank now plans to reach its goal of buying $1.45 trillion in mortgage-backed securities and debt by the end of March, rather than by the end of this year as originally scheduled. Analysts say mortgage rates should remain low for now but could eventually head higher, and homeowners who want to refinance mortgages shouldn't delay.

The Fed's move is designed to buy more time for the housing and mortgage markets to recover. The Fed "is betting that conditions should be improved by the second quarter of 2010, and therefore it makes sense to stretch out the timetable for supporting the mortgage markets," Brian Bethune, chief U.S. economist at IHS Global Insight wrote Wednesday.

The Top 3 Reasons Why Your Home is Not Selling in the Goose Creek and Charleston SC Area

Price - Many homes, unfortunately when they are first listed are listed over price. This could be do to the home seller refusing listen to their Real Estate Agent or the Agent pricing the home based what is for sale vs what price comparable homes have sold for. For the following counties here what the overall Percent of Original List Price Received at Sale through July 2009:
1. Berkeley County: Single-Family Detached - 92.9% & Townhouse-Condo Attached - 91.3%
2. Charleston County: Single-Family Detached - 88.2% & Townhouse-Condo Attached - 88.0%
3. Dorchester County: Single-Family Detached - 93.1% & Townhouse-Condo Attached - 90.7%
Property Condition - Is extremely important, especially if you are trying to sell a home in the shortest amount and for top dollar. Depending on the type of home (i.e. price, neighborhood, age, and etc.), home buyers have certain expectations when they are looking at homes. If the home does not meet a certain standard it may not sell.
Marketing - Is there a marketing Plan for selling your home. If not, it should be focused on where the buyers are. Right now the Buyers are on the Internet. If agent does not have an effective internet marketing strategy, there is good chance you are missing out on a lot of buyers. In addition to the internet does your agent have a large Buyer Database and Network, if not you are missing out on potential buyers.
