There is nothing stronger than the heart of a volunteer. In small towns folks have to pitch in and serve. There are only so many people and they have to take their turn to pitch in. Consider you live in a town that is 6 x 6 miles in rural Northern Maine. The population is under 60 people. Someone has to be the town manager, serve on the board of selectman or be the head selectman to keep continuity in the town to avoid deorganization to let the state take over.
