The No. 2 man at the U.S. Department of Housing and Urban Development recently implored subprime mortgage holders to refinance their skyrocketing loans through the Federal Housing Administration. "The key is the FHA's loss-mitigation program," Brian D. Montgomery, assistant secretary for housing and HUD's federal housing commissioner, told the Rocky Mountain News during a forum at HUD's Denver office.
