As of April 22, 2010, any contractor or homeowner engaged in renovations of a home built before January 1, 1978 and may potentially disturb any lead paint must have a Lead Paint Contractor's Certification. Homeowners are not exempt from these rules. There is a homeowner certification available too. Be aware that the fines can be stiff.
