What's happening behind the scene at the various lenders, especially Bank of America, is extremely complex. Remember, it's not common for the lenders to actually own the note. In most cases, they are simply acting as a servicer for the investor who actually owns the note.
Here's the typical hierarchy: Customer Service Rep ---> Loss Mitigation Rep ---> Loss Mitigation Supervisor (if file needs to be escalated) ---> Investor who owns Note (or Fannie Mae/Freddie Mac) ---> PMI Company (if applicable) covering top 20% (typically)
