Unfortunately, so have a handful of other buyers.
"Highest and Best" is called for....which frankly, means:
"We want to know who is willing to pay the most so we can then go back to the best qualified buyer  (CA$H) and counter them with that price".
(Just being honest)
So, as a buyer, in what is supposed to be a buyer's market, you're probably confused and maybe more than just a little frustrated.
But there are other things you can do beyond raising your offer to position it such that it's more compelling to the seller.

I have a confession to make....this is my first reblogged post. (Gasp) I feel a little guilty about it even though I think the message is spot on!
Cynthia Larson of Safe Haven Realty in Sonoma CA brings some perspective to would-be home buyers who might be a little nervous about changing to owner status. There really is a great deal of Freedom that comes with owning versus renting.

Many months ago I expressed my frustration with Congress and HUD when legislation was passed to do away with downpayment assistance programs such as the Ameridream program. Those of us who have been in the industry for a while worked with many of these programs under names such as Nehemiah, HART, Ameridream and others.
According to the Ameridream site, since Congress abolished these programs in October of 2008, over 90,000 prospective home buyers have been unable to make a purchase. I know the majority of the public thinks the only thing real estate agents care about is their commission check.  I'm ashamed to say that over the years I've known far too many people in my profession who fell into this category. 
Fortunately, as the money dried up, the  "slick sales" types have had to leave ( although most likely will jump back in once the money seems "easy" again). Last fall I was working with some first time home buyers who had to table their buying plans when HUD pulled the zero- down-payment assistance program. Over the next several months they worked hard to save enough to purchase with a 3.5% down FHA loan and in February we began looking again. They are in a very competitive price range, so their options were limited, but last week they put an offer in on a HUD owned property and theirs was the winning bid.

A young couple, she rents an apartment while finishing college, he still lives at home. The wedding is 6 months away. They want to buy a home; their first together.
