    <title>$198 Million Approved by DC Council for Southwest Waterfront</title>

PN Hoffman and Struever Brothers are the master developers for the project which&amp;nbsp;could create 770 housing units, 700,000 square feet of offices, three hotels, 280,000 square feet of retail and 150,000 square feet of cultural attractions, as well as parks and four new piers.&lt;/strong&gt;&lt;/p&gt;

ANC 6D voted to oppose the Corcoran Gallery of Art's request to the DC Zoning Commission to delay completion of its Randall Project until 2015. The project was originally scheduled for completion in 2011.&lt;div&gt;

The July issue of the Southwester reports that Marina View Towers received ANC 6D's approval to its PUD. The change means Marina View Towers will be rental and their condo conversion will be delay. The market in the housing market is cited as the reason for the change.&lt;div&gt;

The law adds 39 new provisions to the law that extend most of the rights and benefits of marriage to registered domestic partners.&#160;&lt;/p&gt;
&lt;p style="font: normal normal normal 12px/normal Helvetica; min-height: 14px; margin: 0px;"&gt;&#160;&lt;/p&gt;
&lt;p style="font: normal normal normal 12px/normal Helvetica; min-height: 14px; margin: 0px;"&gt;The new rights and benefits that apply to real property include:&lt;/p&gt;
&lt;p style="font: normal normal normal 12px/normal Helvetica; margin: 0px;"&gt;&#160;&lt;/p&gt;
&lt;ul&gt;
&lt;li&gt;Amends &#8220;An Act&#8221; to establish a code of law for the District of Columbia to permit domestic partners to hold property as tenants by the entirety and to revise the deed forms to include domestic partners.&lt;/li&gt;
&lt;li&gt;Amends the Condominium Act of 1976 to permit domestic partners to hold condominium units as tenants by the entirety.&lt;/li&gt;
&lt;li&gt;Amends the D.C. Deed Recordation Tax Act to replace gender specific terms with gender neutral terms.&lt;br /&gt;&lt;/li&gt;
&lt;li&gt;Amends D.C. Human Rights Act of 1977 to include domestic partner in the definition of family member.&lt;/li&gt;
&lt;li&gt;Amends section 19-1106 of the D.C. Official Code to provide a presumption of survivorship for domestic partners with regard to custodial trusts.&lt;/li&gt;
&lt;li&gt;Amends Title 28 of the D.C. Official Code to include the interest of domestic partners in trust administration decisions.&lt;/li&gt;
&lt;li&gt;Amends the Residential Real Property Seller Disclosure, Funeral Services Date Change, and Public Service Com-mission Independent Procurement Authority Act of 1998 to include transfers of real estate between domestic partners as excluded from the provisions of that chapter.&lt;/li&gt;
&lt;li&gt;Amends Title 47 of the D.C. Official Code to require domestic partners be treated the same as spouses in the administration of District of Columbia Tax law.&lt;/li&gt;
&lt;li&gt;Amends the Rental Housing Conversation and Sale Act of 1980 to replace gender-specific terms with gender-neutral terms.&lt;/li&gt;
&lt;li&gt;Amends the Rental Housing Act of 1985 to include domestic partners when making the determination of the smallest unit size appropriate for an eligible family.&lt;/li&gt;
&lt;li&gt;Amends the Nursing Home and Community Residence Facility Residents&#8217; Protections Act of 1985 to include domestic partners among those unqualified to be appointed as a receiver.&lt;/li&gt;

&lt;p&gt;I recently discovered and purchased a fascinating book on the history of Southwest DC. "Southwest Washington DC" by Paul K. Williams is loaded with old photographs of Southwest DC. It was great to see the historic buildings in SW... some of which are still standing even if they don't look as they originally did.

&lt;p&gt;The new Nationals Stadium will open on Sunday, March 30th. While the game begins at 8pm, events celebrating the opening will begin at 3pm.&lt;/p&gt;&lt;p&gt;Residents in the area began receiving Visitor Parking Permits in the mail as the parking restrictions in Capitol Riverfront and Southwest DC has changed. Many streets are resident parking only now. &lt;p&gt;The Greater Capital Area Association of REALTORS (GCAAR) released the market statistics for January 2008 today. The Condo and Co-op market report shows that the average price of condos and co-ops in the District of Columbia rose to $427,651. The average price of condos and co-ops in DC was $405,271 in 2007 and $406,501 in 2006.&amp;nbsp;&lt;/p&gt;&lt;p&gt;Is this the beginning of a market turn-around? Only the next few months will tell.&amp;nbsp;&lt;/p&gt;&lt;p&gt;As for our practice, we were far busier than a typical January. &lt;p&gt;The demolition of the Waterfront Mall in Southwest DC has continued at a rapid pace. As of&amp;nbsp; February 7, 2008, the buildings are down.&lt;/p&gt;&lt;p&gt;The building that connected to the Safeway took the longest time to demolition. Workers separated it from the Safeway for weeks. &lt;p&gt;How could holiday shopping cost you when you&amp;#39;re in the market for a new home?&lt;/p&gt;&lt;p&gt;Running up your credit card balances can cause your credit scores to drop dramatically. Maxing out a credit card is even worse and could cause your credit score to dip below 680. If your score does, your mortgage will cost more -- if you are even still able to obtain a mortgage. Keeping your credit card balances low helps to keep your credit score high. &lt;/p&gt;&lt;p&gt;Fannie Mae and Freddie Mac have begun risk-based pricing on mortgages (see my earlier post &lt;a href="http://activerain.com/blogsview/337797/Fannie-Mae-Freddie-Mac" target="_blank"&gt;http://activerain.com/blogsview/337797/Fannie-Mae-Freddie-Mac&lt;/a&gt;). The higher the risk on the loan, the higher the fees will be.&lt;/p&gt;&lt;p&gt;Talk to your lender about today&amp;#39;s pricing. &lt;p&gt;&lt;br /&gt;I wrote earlier about&#160; "Fannie Mae implementing risk based pricing for all transactions" (see http://activerain.com/blogsview/307005/Fannie-Mae-implementing-risk), but what does that mean to a buyer in today's market? Here are some examples of the fees from Bankrate.com. &lt;/p&gt;&lt;p&gt;Fannie Mae is implementing an "adverse market delivery charge" and Freddie Mac is calling their fee a "market condition delivery charge." &lt;p&gt;The Washington Business Journal reported on Thursday, January 10, 2008 that housing prices stabilized in parts of the DC metropolitan area in December 2007.&lt;br /&gt;&lt;/p&gt;&lt;blockquote&gt;&amp;quot;Prices actually rose slightly in the District, and inner suburbs such as Montgomery County and parts of Northern Virginia saw only modest declines in sales prices. &lt;p&gt;&lt;br /&gt;In October 2007, Arena Stage announced that they would commence construction on the new Arena Stage at the Mead Center for American Theater beginning in January 2008. The construction fence has been around Arena Stage in Southwest DC as it prepares for groundbreaking.&lt;br /&gt;&lt;br /&gt;An e-mail from Arena Stage gave some more details on the project,&lt;br /&gt;&lt;br /&gt;&amp;quot;Arena Stage at the Mead Center for American Theater is named in honor of an extraordinary gift by Life Trustee Dr. Jaylee Mead and her husband, longtime Arena Stage Trustee Gilbert Mead, who passed away in May. The Center will be a breathtaking expansion of our current building, allowing us to focus on the strengths of our two existing theaters while reinventing the surrounding building and adding a third performance space dedicated to premiering new American plays. Renderings of Arena at the Mead Center are available here.&amp;quot;&lt;br /&gt;&lt;br /&gt;During construction, Arena Stage has moved to a temporary home in Crystal City, VA at the Crystal Forum. &lt;p&gt;Exterior work is now underway at Marina View Towers (1000 &amp; 1100 6th Street SW) in Southwest DC. Originally designed by I.M. Pei, the towers will be renovated and two new buildings are planned for the site where the existing parking lots are now. &lt;p&gt;Veteran Administration Cooperative Loans &lt;/p&gt;&lt;p&gt;From what we&amp;#39;ve been told: &lt;/p&gt;&lt;p&gt;While the law did change to allow the Veterans Administration to ensure cooperative loans, the Government National Mortgage Association (Ginnie Mae) will not issue pass through certificates for cooperative loans even if insured by the Veterans Administration. &lt;p&gt;Before settlement                can take place on the sale and purchase of co-op unit, the purchaser                must be approved for membership and occupancy by the Board of Directors                to assess the applicant&amp;rsquo;s ability to handle the monthly carrying                costs associated with ownership.&lt;br /&gt;               &lt;br /&gt;               Each co-op has its own requirements for the sale and transfer of                ownership. Typically, an application form seeking information about                one&amp;rsquo;s employment status and income, as well as a listing of                one&amp;rsquo;s assets and liabilities, is completed by the purchaser                and submitted to the Board. Verification of employment, a consumer                credit report and letters of personal reference are usually part                of the application package. The co-operative may require the seller                or buyer to pay a fee for the cost of obtaining a credit report                and for handling the review process.
