I. INCREASE IN REAL PROPERTY TAX RATE ON CLASS 3 PROPERTY
 
Effective October 1, 2008, D.C. raised the property tax rate on unoccupied buildings and vacant lots (Class 3 property) to $10/$100 of assessed value. This measure is intended to raise the bar in the quest to abate nuisance property in the District of Columbia.

The Greater Capitol Association of REALTORS reports it was able to get a one year exemption from the DC City Council for homes For Sale in regards to the Vacant House Tax -- the regulation that considers every vacant house a nuisance, even homes for sale and part-time residences. We continue to chip away at some of the more absurd facets of this regulation, and will until we get it right and make it a nuisance abatement bill (not just a nuisance for homeowners and sellers bill).

district of columbia: DC Home Prices Hold Steady - 01/14/08 05:29 AM
The Washington Business Journal reported on Thursday, January 10, 2008 that housing prices stabilized in parts of the DC metropolitan area in December 2007.
"Prices actually rose slightly in the District, and inner suburbs such as Montgomery County and parts of Northern Virginia saw only modest declines in sales prices. Outlying regions such as Prince William County suffered steep drops in pricing and sales volume, according to data released by Metropolitan Regional Information Systems." 
While the number of sales is down 12.8% for in the District of Columbia, the sales of condos and cooperatives is up 5.6% over 2006.

district of columbia: 2007 DC Housing Statistics: Sales of Condos & Coops are Up. Prices of Houses are Up. - 01/07/08 06:16 PM
The Greater Capital Association of REALTORS has just released the housing statistics ending in December 2007.*
In the District of Columbia, the average price of a single family home in 2007 was $687,459 up from $529,000, The total number of houses sold was 3,439 down from 3,946 in 2006  (down 12.8%).
Meanwhile the condo and coop market saw an increase in sales in 2007. In 2007, 3,852 condos and coops sold compared to 3,648 units sold in 2006. (up 5.6 %).
The average price for condos/coops in the District was $405,271 in 2007 compared to $406,501 in 2006.

district of columbia: DC Domestic Partners May File Joint Tax Returns for 2007 - 01/06/08 12:21 PM
Beginning this year, registered Domestic Partners may file joint tax returns in the District of Columbia. Bill 16-958, the Domestic Partnerships Joint Filing Act of 2006, became law on Wednesday, March 14, 2007. Couples registered as domestic partners in D.C., who must still file as single on federal forms, may file their 2007 taxes jointly in 2008 under the new law.
Registered Domestic Partners will want to consult their tax advisors to see what advantages the new law provides.

district of columbia: Domestic Partnership Equalty Amendment Act of 2006 - Many of the rights of spouses - 01/06/08 12:13 PM
With the adoption of the Domestic Partnership Equality Amendment Act of 2006, registered domestic partners in the District of Columbia gained many of the same rights as a spouse (see list below).
Pertaining to real estate, the rights gained for those who register are the same rights as spouses including: mortgages, inheritance, devises or bequests of real estate, rights for the purpose of probate 
Domestic Partnership Equality Amendment Act of 2006,  D.C. Law 16-79, effective April 4, 2006. By this act in almost all cases a domestic partner will have the same rights as a spouse.

district of columbia: Domestic Partnerships Exempted from Recordation and Transfer Tax - 01/06/08 12:02 PM
If registered Domestic Partners transfer a property between themselves, that transfer is not subject to DC's transfer and recordation taxes.
