      <title>Why it takes so long to get aid to the people of Haiti</title>
      <description>&lt;h3&gt;Here is a letter from an Aid Worker currently on the ground in Haiti: &lt;br /&gt;&lt;/h3&gt;
&lt;h3&gt;Hello tout moun,&lt;/h3&gt;
&lt;h3&gt;It has been an interesting experience sitting here in Port-Au-Prince being part of a coalition of&amp;nbsp;25 non-profit organizations coming together to coordinate&amp;nbsp;the dispensation of&amp;nbsp;food, water, and medical supplies.&amp;nbsp; It hasn&amp;rsquo;t been easy because of the extreme difficulty of passing through the myriad loops that the large NGO&amp;rsquo;s require&amp;nbsp;before anything will be given out. There is a 100 question form that they are passing out to communities to fill out bring back in order to&amp;nbsp;receive aid.&amp;nbsp; This alone can take them a week or so.&amp;nbsp; The questions they ask are very difficult to answer and explaining location&amp;nbsp;in Port-Au-Prince, is nearly impossible.&amp;nbsp; Often Haitians use directions like, next to the large tree around the corner from so and so market.&amp;nbsp; The UN wants GPS coordinates&amp;nbsp;because many streets are not marked here and navigating the city has proven to be difficult.&lt;/h3&gt;
&lt;h3&gt;After the one riot that took place in the worst part of the city, they are only sending out non-food items at first to see if the communities can function without a disaster taking place. I understand their concern for safety, but it seems to be&amp;nbsp;quite&amp;nbsp;a long process to go through before any nutritional needs are met.&amp;nbsp; It has been nearly three weeks now and communities all over the place are living on minimal amounts of food if any. The Haitian government has been completely bypassed in all of this.&amp;nbsp; The president has thrown his hands up in the air because he is not being included or informed about anything that is happening involving this process of bringing aid relief to the people.&amp;nbsp;&amp;nbsp; Boats full of goods are being redirected to pass through the Dominican Republic (DR) which is a very lengthy process as well.&amp;nbsp; We actually have a boat waiting in the DR which hasn&amp;rsquo;t received any clearance by the port of Jacmel to debark.&lt;/h3&gt;
&lt;h3&gt;When did it occur that our society got so disorganized?&amp;nbsp; Where paperwork and numbers are given priority over bringing actual aid to the people.&amp;nbsp; Smaller organizations have given up all over the place trying to deal with the larger NGO&amp;rsquo;s and the UN because there still hasn't been any sign of the goods being distributed.&amp;nbsp; They have warehouses full of boxes and can&amp;rsquo;t organize their dispensation to the country.&amp;nbsp; The small organizations have given up and are buying local food to distribute and/or taking trips to the DR and driving truck loads of good back to the communities they are working in.&lt;/h3&gt;
&lt;h3&gt;I understand that indeed this is quite&amp;nbsp;a difficult project, but how could it be so disorganized? I hope that there will be a reflective inquiry into what made this all such a mess, so in the future aid relief will arrive and actually be given out to the people in a timely manner and avoid the watching the population diminish everyday while groups run around like a chicken with its head cut off staring at piles of papers and computer screens, forgetting that behind the numbers are real people in dire need.&lt;br /&gt; This has been a huge disaster, not only with the earthquake, but with the response. I only can hope that we get it together before more and more Haitians perish because the loads of aid aren&amp;rsquo;t quite ready because they haven&amp;rsquo;t been given the go by those in charge. If this doesn&amp;rsquo;t reflect the depth of our Orwellian times, and not wake us up from this great mess we have gotten ourselves into, I am not sure what will.&lt;/h3&gt;
&lt;h3&gt;The Haitian people are unfortunately&amp;nbsp;used to living with very limited resources including food and water and have a high tolerance for suffering. If this was to happen in the US there would have been no tolerance for such suffering. With great hope and determination we will overcome this all and Haiti will revive itself.&lt;/h3&gt;

Airlift to this location can currently be arranged on a same-day basis directly from the airport. However a point of contact is required to receive the cargo on the ground or the delivery will not take place.&lt;/h3&gt;
&lt;h3&gt;&lt;br /&gt;&amp;bull; On 23 January US heavy-lift helicopters delivered 3 mt of HEB to Bainet and 2.5 mt of HDR to Leogane for WFP along with 3 mt of medical goods to Jacmel for Diakonie.&lt;br /&gt;&lt;/h3&gt;
&lt;h3&gt;&lt;br /&gt;&amp;bull; There are currently few incoming requests for cargo delivery using US helicopter assets. Any organisation wishing to take advantage should contact the Logistics Cluster as soon as possible with their projects while this service remains available.&lt;/h3&gt;
&lt;h3&gt;&lt;br /&gt;&amp;bull; Organisations with a mandate not to use military assets can inform the Logistics Cluster and only inter-agency assets will be tasked.&lt;/h3&gt;
&lt;h3&gt;&lt;span style=&quot;text-decoration: underline;&quot;&gt;&lt;br /&gt;Santo Domingo Las Americas International Airport&lt;/span&gt;&lt;/h3&gt;

UPS has already deployed two staff to air operations in Santo Domingo and has allocated 75,000 square feet of warehouse space for WFP and Logistics Cluster activities at Miami International airport. TNT and Agility are also looking into available capacity in Dominican Republic and will provide support upon request.&lt;/h3&gt;

An additional ten trucks were loaded with UNICEF medicine, nutrition kits, tents and inter-agency health kits; seven trucks were loaded for OXFAM (five from Santo Domingo airport and two from Port Caucedo) and three trucks were loaded with MREs for WFP (Danish donation).&lt;/h3&gt;
&lt;h3&gt;&lt;br /&gt;&amp;bull; Border crossing: The border at Jimani is open from 07:00 to 05:00 Haitian time (08:00 to 06:00 Dominican time). The busiest traffic is between 07:30 and 11:00.&lt;/h3&gt;
&lt;h3&gt;&lt;br /&gt;&amp;bull; MINUSTAH-escorted truck convoys carrying goods to Haiti leave the border 07:00 and 14:00.&lt;/h3&gt;
&lt;h3&gt;&lt;br /&gt;&amp;bull; The Peruvian battalion escorting the convoys across the border waits until there is a sufficient number of vehicles and then makes the crossing, which takes about 15 minutes.&lt;/h3&gt;

&lt;h3&gt;1 Logistics Cluster meetings&lt;/h3&gt;
&lt;h3&gt;&amp;bull; In addition to regular Logistics Cluster meetings in Port-au-Prince, a separate meeting will be held on&lt;/h3&gt;
&lt;h3&gt;Saturday 23 January at 09:30 for all organisations in Haiti working outside of Port-au-Prince.&lt;/h3&gt;
&lt;h3&gt;&amp;bull; For times and locations of Logistics Cluster meetings in Port-au-Prince and Santo Domingo please&lt;/h3&gt;
&lt;h3&gt;contact Logistics Cluster teams.&lt;/h3&gt;
&lt;h3&gt;2 Civil Military Coordination&lt;/h3&gt;
&lt;h3&gt;&amp;bull; There is ongoing daily coordination between the Logistics Cluster, USAID/OFDA, the US Military and&lt;/h3&gt;
&lt;h3&gt;the Canadian Military for the use of assets to deliver humanitarian cargo.&lt;/h3&gt;
&lt;h3&gt;&amp;bull; All tasking for the use of these assets is done through the Logistics Cluster, which assesses the best&lt;/h3&gt;
&lt;h3&gt;means of transport using military or interagency assets and makes the necessary arrangements.&lt;/h3&gt;
&lt;h3&gt;&amp;bull; Yesterday US heavy-lift helicopters delivered 10 tons of high-volume NFI to Jacmel for Diakoni.&lt;/h3&gt;
&lt;h3&gt;&amp;bull; Common coordination offices will be set up, including the Logistics Cluster and representatives of the&lt;/h3&gt;
&lt;h3&gt;US Military and MINUSTAH.&lt;/h3&gt;
&lt;h3&gt;3 Air Operations&lt;/h3&gt;
&lt;h3&gt;Port au Prince Toussaint L'Ouverture International Airport&lt;/h3&gt;
&lt;h3&gt;&amp;bull; There are 30-50 flights per day entering PAP with international humanitarian cargo.&lt;/h3&gt;
&lt;h3&gt;&amp;bull; The flow of aircraft is not expected to slow in the near future. Flights should be diverted to Santo&lt;/h3&gt;
&lt;h3&gt;Domingo if the cargo is not carrying life-saving items required within two or three days.&lt;/h3&gt;
&lt;h3&gt;&amp;bull; The Logistics Cluster can arrange entry to the Log Base at the airport for organisations planning to visit&lt;/h3&gt;
&lt;h3&gt;the humanitarian cargo village, if informed in advance.&lt;/h3&gt;
&lt;h3&gt;Santo Domingo Las Americas International Airport&lt;/h3&gt;
&lt;h3&gt;&amp;bull; Las Americas airport in Santo Domingo is also starting to experience congestion problems. Additional&lt;/h3&gt;
&lt;h3&gt;slots are being opened to operate from 22h00 to 07h00.&lt;/h3&gt;
&lt;h3&gt;UNHAS&lt;/h3&gt;
&lt;h3&gt;&amp;bull; UNHAS has a presence at Port-au-Prince airport, currently at the DHL office, and can give on-site&lt;/h3&gt;
&lt;h3&gt;assistance.&lt;/h3&gt;
&lt;h3&gt;&amp;bull; Passenger service SDQ-PAP: Two passenger flights a day managed by UNHAS are taking place &amp;ndash; from&lt;/h3&gt;
&lt;h3&gt;now on these will depart from La Isabela International Airport in Santo Domingo. A second aircraft&lt;/h3&gt;
&lt;h3&gt;will soon be added to increase capacity.&lt;/h3&gt;
&lt;h3&gt;&amp;bull; Flights from Santo Domingo are booked through submission of a Passenger Request Form to&lt;/h3&gt;

&lt;h3&gt;Cargo service: Helicopter deliveries to specific locations in Haiti can be accommodated. Details should&lt;/h3&gt;
&lt;h3&gt;be given to the Logistics Cluster 24 hours prior to the flight, 48 hours in the case of new locations&lt;/h3&gt;
&lt;h3&gt;requiring an assessment flight (unlikely to be necessary for UNHAS but probably required for US heavylift&lt;/h3&gt;
&lt;h3&gt;aircraft). However possible delivery locations in within PAP are limited. Cargo Movement Requests&lt;/h3&gt;
&lt;h3&gt;(and all enquiries regarding cargo movement should be sent to haiti.cargo@logcluster.org&lt;/h3&gt;
&lt;h3&gt;&amp;bull; Organisations with a mandate not to use military assets can inform the Logistics Cluster and only&lt;/h3&gt;
&lt;h3&gt;inter-agency assets will be tasked.&lt;/h3&gt;
&lt;h3&gt;4 Surface Transport&lt;/h3&gt;
&lt;h3&gt;&amp;bull; Standard Operating Procedures are being prepared and will be disseminated.&lt;/h3&gt;

&lt;h3&gt;&amp;bull; US navy and army divers will start port repairs at the Port-au-Prince sea port on 22 Jan. For now only&lt;/h3&gt;
&lt;h3&gt;the south pier is open and capacity is very limited.&lt;/h3&gt;
&lt;h3&gt;&amp;bull; Containerized goods arriving by sea in Santo Domingo can either be de-stuffed and consolidated or&lt;/h3&gt;
&lt;h3&gt;brought in directly in containers. If goods are booked directly through to Port-au-Prince shipping lines&lt;/h3&gt;
&lt;h3&gt;will respond accordingly.&lt;/h3&gt;
&lt;h3&gt;6 Warehousing&lt;/h3&gt;
&lt;h3&gt;&amp;bull; The Logistics Cluster is increasing interagency storage capacity in Port-au-Prince, as well as bringing in&lt;/h3&gt;

&lt;h3&gt;&amp;bull; The primary focal point for these operations is the Logistics Cluster cell in Santo Domingo &amp;ndash; contact&lt;/h3&gt;

While I applaud this measure, many of these children are still in Haitian orphanages which to date have not received any humanitarian aid such as food, water or a safe area to sleep. These children will not survive if they do not receive help. I ask you to contact the State Department and the USCIS on my behalf and request that:&lt;/strong&gt;&lt;/h3&gt;
