What is a PECOR?  :-)
Since I deal with a lot of people outside of CA, I often get the question, "What is a PECOR?."  Each state has particular compliance requirements.  The state of CA is not an exception! 
In CA, a Preliminary Change of Ownership Form (PCOR) is required to be filed when deed(s) transferring title are recorded.  This report must be filled out with the County where the property is located.  It is actually  required by State law for real property transferees (buyers) to complete this form and file with the County Recorder's Office.  The form must be signed by the transferee or an officer of the transferee.
