What is Mello Roos? The Mello-Roos Community Facilities Act of 1982 was passed by the California Legislature to address local government efforts to fund the cost of facilities in communities through the establishment of special assessments in specified geographic districts. Mello-Roos districts are often encountered in new developments when the developer seeks creation of an assessment district to finance new public services facilities to meet increased demands on local agencies as a result of the new development.
