Richard and David Neill, are proposing to build a 498 acre economic development hub catering to the marine industry and corporate office space. This long term plan has more than 150 acres with frontage on the Okeechobee Waterway that would be geared toward the marine industry. Another 340 acres with frontage on the Kanner Highway would be use for corporate offices.

Keep your eyes on the Treasure Coast. I've reported on more than a dozen projects along the Treasure Coast that range in size from just a few acres to thousands of acres. This is not going to happen overnight, but we are seeing more critical planning here, than anywhere else in the State of Florida.

More great news for Florida's future and Martin County. Bert Sakmann, a Nobel Laureate, has been named the Scientific Director of the Max Planck Florida Institute based in Jupiter. Even though the bio-tech park is in Palm Beach county, Martin County will benefit tremendously from firms servicing the industry, as well as scientists working at the bio-tech park that want to take advantage of Martin County's A-Rated schools.

Research at the Max Planck Institute will focus on bio-imaging, working closely with their neighbor, Scripps Florida. The Max Planck institute will be creating 1,824 jobs and $2.4 billion in labor compensation over 20 years in return for almost $200 million in incentives from the State, Local Government and partners.

The permanent facility of the institute is a 100,000 sqaure foot state of the art biomedical complex expected to open in 2011.

Children's Home Society of Florida's Treasure Coast has launched their 2009 Toy Drive to ensure every child in its foster care and adoption program receives at least one new toy this holiday season. The Society provides toys to more than 600 abused, neglected and abandoned children in Martin, St. Lucie, Indian River and Okeechobee counties.

Great updates and very timely. It will be interesting to see of the Congress makes any changes.  I hear they want to extend it longer.

The Senate has voted 97 to 1 to end debate on the bill that includes the home buyer tax credit language.  This bill is tied together with an extension of unemployment benefits for 14 weeks and up to 20 weeks in states with a jobless rate higher than 8.5%.  The home buyer tax credit bill moves to the House where it is likely to pass quickly. 

Under the proposal, the home buyer tax credit will be extended through April 30, 2010, and it will be expanded to people have lived in their homes for at least five years.  The latter will be able to claim a up to a $6,500 credit.  There are also provision to increase the number of qualified buyers, as the bill raises the income levels. 

The up side is . . . we will sell more homes.  The down side is . . . this is going to cost taxpayers and it does nothing but artificially prop up the housing market, which in many areas simply needs to settle into a free market level.

I will update the House progress as it happens.

This is an important piece of legislation.

By a huge maring of 85-2, the U.S. Senate voted to end the debate on the first-time homebuyers credit coupled with unemployment benefits issues.  The U.S. Senate won't vote until next week at the earliest on proposals to extend both an $8,000 tax credit for first-time homebuyers and unemployment benefits for the nation's jobless.

While it appears both bills will pass, there are a number of stumbling blocks for the issues.  As of today, it looks like both the home-buyer credit and the unemployment benefits will be passed, but with all that is going on in the economy, anything is possible.

It's scary to hear REALTORS telling cliens that there is an extension of the home buyer credit, when that is not the truth.  Moreover, if the current proposals pass, the home buyer credit will be even stronger than the current proposal.  It would be wise for REALTORS to wait until the final vote, before telling clients the credit will be extended.  If economic factors defeat this bill, there are going to be a many REALTORS that could have legal liability for telling clients the credit will be extended.

One final note.  If the bill does pass, it will be even stronger for buyers, as it will apply expand the income restrictions and the proposed bill will apply to an additional group of prior home owners.

BUT . . . be careful what you tell clients.  There are a lot of thing that can happen to defeat this bill.

There has been a lot of mis-information about the First Time Home Buyer Credit.  It is still alive, but only for closings completed by the end of November.  The new Bill is still in Congress.  There is talk that they will vote today or tomorrow (Monday or Tuesday - November 2 or 3).  But there are changes . . . for the better.

There is an addition to the bill that home buyers who lived in their prior homes for at least five years could receive a credit of $6500.

There is also language to increase income for the tax credit up to $125,000 for an individual and $225,000 for a couple from $75,000 and $150,000, respectively.  But all of this is just talk right now, so be careful what you tell clients.

Dear Senator Reid:

The 1.2 million members of the NATIONAL ASSOCIATION OF Realtors® (NAR) are very pleased that the Senate will likely consider an extension of the first-time homebuyer tax credit during the week of October 26, 2009. Timely action is essential because in most markets the credit program has already expired, notwithstanding its statutory sunset of November 30.

The current law $8000 refundable tax credit has worked. Hard numbers support that conclusion. Housing inventory is measured not in units, but in months' supply of available homes. The inventory reflects the number of months it would take to sell all homes that are being offered for sale. A year ago, in November 2008, the inventory of existing homes stood at its 2008 - 2009 peak of a 10.6 month supply.

The refundable $8000 tax credit was enacted in February of this year. With one exception, the inventory has declined every month since then. (In April there was a spike as increased listings reflected the beginning of the important spring selling season.) NAR's most recent monthly housing survey, issued today, shows that in August 2009 the inventory of homes for sale decreased again. It now stands at a 7.8 months' supply.

A "normal" housing inventory, one that reflects a stable market, is a 6 month supply. Thus, we strongly believe that we are within sight of a "normal" market. We can achieve a consistent 6 month supply if the $8000 tax credit is extended without phase-outs through mid-2010.

NAR strongly supports an amendment that Senators Dodd, Lieberman and Isakson will offer to extend the credit through June 2010 at its full $8000 level. Consumers, particularly first-time buyers, need certainty about the amount of the credit so that they can plan their transaction without any worry that a timing problem would penalize them.

We urge you to support our goal of restoring a "normal" housing market by supporting an extension of the $8000 tax credit through midyear 2010.

Turner Groves Limited Partnership, a Fort Myers company, has proposed to build a massive agricultural and industrial project in Martin County with a new road and bridge to Port St. Lucie. The project would cover 1,782 acres and include a 5-million-square-foot industrial park, 1 million square feet of office space, 200,000 square feet of retail space and 500 hotel rooms.

As large as this plan is, it is still dwarfed by the proposed Southern Groves plan in Port St. Lucie with 2 million square feet of office space, 2 million square feet of industrial space, 2 million square feet of retail space and 7,388 houses.

These are just two more of the many examples we are starting to see of Light at the End of the Tunnel for the Treasure Coast.

Jan's Place is on the move again. After being out of town for two years, and then returning to their old spot on the Jensen Beach circle, they've decided to do it right. The Trudel family, Bob, Jan, Katie and Matthew are reopening down the street in the former Kilwins at 1990 NE Jensen Beach Boulevard.

They've had the windows covered with paper, so we can't even get a peek inside, but I'm sure it is going to WOW everyone. By the way, for those of you planning on visiting for the first time, their is plenty of parking in the rear.

The Grand Opening is set for November 1st. All I can say is: "I can't wait!"

Aegis Communications Group just leased 33,000 sqaure feet in St. Lucie West. Aegis is a call center handling calls for Avis, Carnival Cruise Lines and Travelocity. This new location for Aegis is across the street from Tradition field and just down the street from QVC.
