As many times as I've written offers on REOs, I enountered an REO agent who included with her disclosures a guide on writing an REO offer. She requested that the agent initial and return the guide to her so that everyone is clear on what to expect.
After reading her guidelines, I put together a Bullet-point summary that I am sharing with my buyers as further testimony of the importance of writing the BEST and HIGHEST offer. A lot of the do's and don't can apply to writing offers on REO, short sales, and regular sales.

Recently received an offer from buyer who wants to fund purchase via FHA, and the Nehemiah Program.
In case you have not yet encountered the provisions of this program, take a look at this website http://www.getdownpayment.com/agents/
Essentially, a "gift" of up to 6% will be applied towards the down payment. But note that this "gift" is actually paid for as part of the processing fee by the Seller. So if buyer is making offer using this program, you may want to factor in that "gift" into the accepted offer price to be clear about what the sellers' sales proceeds really will be after … (4 comments)

seller: When do/should you deposit the check and open escrow on short sale? - 04/22/08 03:11 AM
There seems to be a disagreement about when to deposit the buyer's initial deposit check.
Some say within three days after the contract is signed and accepted by the seller since that is when the contract is considered ratified. Some MLS rules also will state that within 24 hours of acceptance by the Seller, the listing agent should post the listing as Pending (or pending show for backups).
Some say you can't deposit the check  or open escrow if the lender hasn't accepted the offer, especially if the lender will continue to entertain other offers.

seller: Short Sale: When do/should you put PENDING on the MLS --- when sellers, or lenders officially accept? - 04/07/08 05:28 PM
There's an active discussion and differing opinions on when a REALTOR should amend the status of the MLS posting of a short sale.
When the Sellers accept the offer ORWhen the Lenders accept?When is the contract officially ratified? When is it binding?
The California Association of REALTORs  defers to the local MLS. The local MLS said to change listing to pending when the Sellers accept. What if the Lenders reject or counter the offer?
Obviously, from the Buyer's agent's point of view, it will be great if the property is posted as pending so that other agents will be less inclined to submit an offer … (8 comments)
