Mortgage rates are still at an all time low but with the extension of the payroll tax cut comes a new way for the government to get money. Interest rates for both 30-year and 15-year fixed rate mortgages  hit another record low this week, according to the Primary Mortgage Market Survey released on Thursday by Freddie Mac.
