Patrick AFB Relocation: What is a Short Sale?

When looking for a home on the various online home search sites, you will inevitably come across the term "short sale". I have had many clients contact me and ask what that term means. Many of my PCSers are under the impression that a short sale will take a "short" time to complete and since they are very interested in getting into a home quickly, because they will be staying in temporary housing or a short term rental while they look for their home. The truth is that the term short sale has nothing to do with the time that it will take to complete the sale, and if it did, it should be renamed - an excruciatingly long, bang my head against the wall, sale.

Simply put the "short" in short sale refers to that bank getting shorted on what is owed to them at the completion of the sale. The seller of the property owes more on their home (loan balance and sales costs) than it will sell for in the current market.

An Example:

The sellers can sell their home for $175,000 in the current market, but they owe $200,000 (mortgage loan balance) plus $10,500 in selling costs. So in order to complete the sale the bank has to agree to take a loss of $35,500 ($200,000 + $10,500 -$175,000 = $35,500). Why would a bank do this? This type of sale is less damaging to the bank's bottom line. An outright foreclosure is much more expensive for the bank and will probably result in a bigger loss. Also the property will be abandoned and will certainly deteriorate over time resulting in a lower price. While the sellers and their agent are negotiating a short sale with their lender, they are able to stay in the home and will continue to maintain the property. These can be difficult transactions to complete with a lot of extra paperwork and it requires the sellers to prove to their lender that there is a financial hardship.

It sounds like a great deal, huh? We'll it can be if you have the patience and don't need a home right away. No one has given me a definitive reason why these deals take so long. I've heard the banks are just overwhelmed with these types of deals, that the banks are just dragging their feet, to government conspiracies. Whatever the true reason is, the overwhelming majority of these deals take months and months to complete, if at all.

The Bottom Line: After being confronted with these facts, I have very few clients PCSing to Patrick that want t persue this option. Many just want to get settled and their belongings are in storage and that could get costly for this type of wait. But, with about 19% (as of 9/30/08) of the current homes for sale in Brevard County falling into the short sale category, and if you have a place to stay for a while, or want to rent for six months or longer, one of these short sales might be an attractive option. Just be prepared to wait and wait and wait....

Patrick AFB Relocation: How Much Are My Property Taxes?

One question that I will inevitably get asked when showing homes to a customer is, "What are the property taxes going to be on this property"? It seems like there should be an easy and straightforward answer. After all, the listings on the local MLS and national websites have the current property taxes displayed prominently. One would assume that the taxes would be around that figure. That could be a very expensive assumption.

Due to various constitutional amendments and laws, I feel Florida has created one of the most convoluted and confusing tax systems in the US. Any experienced Realtor can give you a very rough estimate on the spot, but allow them to do a little research and the real pros will be able to give you a pretty accurate estimate. If you want to know more about this subject please read on. But let me warn you, this is not for the novice or those that become bored easily. These will be precious minutes of your life that you will never get back.

Ok, you have been warned, let us proceed with caution.

First a few terms you need to become familiar with:

Mill - One one-thousandth of a United States dollar.

Millage Rate(Tax Rate) - Is set by the local communities and currently ranges from 15.08 to 20.49 in Brevard County and is multiplied by the taxable value / 1000 to come up with the property tax.

Homestead Exemption - is a special property tax exemption on your primary residence, not on a second home or investment property. Currently the exemption is $50,000 for all non school related taxes and $25,000 for school taxes (I'll explain this in more detail later). New home owners must file for this exemption at the latest between January 1st and March 31st in the calendar year following the purchase of their home. After filing for the exemption, as long as there are no changes to the deed or eligibility status, the exemption will automatically renew every year.

Save Our Homes (SOH) - Florida amended its constitution in 1992 with an amendment known as Save Our Homes. What it did was to put a "cap" on the annual increase of the assessed value of a homesteaded property at a maximum of 3% or the Consumer Price Index whichever is lower.

Market Value - As the local property appraiser's website states, "Market value is the most probable selling price, based on the actual sales of similar properties, less the typical costs of sale." This number is not what the home will sell for, and in my experience has very little to do with real world costs and values, since this number is figured out once per year and market conditions typically change throughout the year. It is a starting point for figuring out the property tax.

Assessed Value - From the property appraiser's site, "The assessed value may be less than the market value if the property is a residential property having homestead exemption and is therefore protected by the "Save Our Homes" Constitutional assessment limitations." What ????? I go into more detail later.

Taxable Value - "The taxable value is the assessed value less any applicable exemptions" (Homestead, and a few other special exemptions, I won't go into). This is the value that they multiply the millage rate to come up with your property tax.

So why would the current property tax listed on the MLS be different than what you will eventually pay. It depends on two factors: How long has the seller lived in the house and if it is the primary residence of the seller.

First Scenario:

If the seller has been living in the house for many years their assessed value is artificially low. Why? Because of the Save Our Homes amendment of 1992. As the value of property in Brevard County shot up, especially between 2003-2005 (72%), their assessed value could only go up 3% a year. If this is their primary residence, they also have their homestead exemption applied to the assessed value to come up with the taxable value. When the house is sold, the home is reassessed at the market value and then the assessed value and market value will be the same. If you plan on using the home as your primary residence you can file for a homestead exemption and then your taxable value will become the assessed value minus this exemption. In this scenario you taxes will be higher than what is listed on the MLS.

Second Scenario:

If the home is not a primary residence of the seller and you plan on using it as your primary residence, more than likely the taxes will be lower than what is listed on the MLS. Why? Because the seller has not had the Save Our Homes protection and the assessed value has fluctuated naturally with the market. Also, since the seller cannot use the homestead exemption on the property and you will qualify for the exemption, your taxable value will be lower than the sellers.

Has your head exploded yet? If it hasn't, the next paragraph definitely will cause cranial detonations.

In January of 2008 the people of Florida made another change to their constitution with Amendment 1. One part of the amendment was to "double" the homestead exemption from $25,000 to $50,000. I believe that many homeowners thought that it would make a big difference in their tax bills. But the devil is in the details. It did provide a $50,000 exemption on parts of the tax bill that are not school related and kept the $25,000 exemption on the school portions. The unfortunate thing is that the school portion of the tax bill makes up the majority of the property tax bill. So in reality people are only saving a few hundred dollars. Silly, silly Floridians.

There are other things I won't go into like, Non Ad Valorem taxes and "portability" because if you are still reading this, anything more might push you over the edge.

This is just a thumbnail sketch of a multitude of scenarios that can take place. As complicated as this appears, a true Real Estate Professional, given a little time, can give you an accurate tax estimation for your new home.

By no means am I a shopper and I would rather stick needles in my eyes then to spend an afternoon at a "mall", but close to Patrick AFB is a new outdoor shopping complex called The Avenue- Viera. It is located on the west side of Viera and about twenty minutes from the base and if I have to spend an afternoon at a mall, this is the one.

There are over 80 stores and restaurants that cover the expansive outdoor complex that opened just a few short years ago. It has a park like setting with fountains, extensive landscaping, and benches. For those that enjoy the shopping thing it is a very nice experience that has become a favorite of the locals.

Located in The Avenues is the Rave Movie Theater. It shows first run movies in stadium style theaters with 48 inches of legroom between each row!

I can guarantee that when you arrive you will be making a few trips to The Avenue. There is nothing like doing your holiday shopping in shorts and a t-shirt.

Patrick AFB Relocation: A Trip To The Beaches

One of the best things about a relocation to Patrick AFB is the 72 miles of coastline. The beaches here are some of the best in Florida, and directly across from the base are some of the nicest beaches in Brevard County.

The Brevard County Parks and Recreation Department runs 13 ocean beach parks as well as 42 beach access sites. In addition to these parks many cities run their own beach parks too. Many of these parks have restrooms, showers, picnic areas, and playgrounds.

The Cocoa Beach Pier is a very popular location for surfing, tourists and locals alike. It can get very busy on the weekends, but if you want to be around a young active crowd, that is probably the beach for you. Cocoa Beach is also home to the world famous Ron Jon's surf shop, open 24 hours a day every day. As a side note, and for those of you old enough to remember, Cocoa Beach is also the fictional home of Major Nelson and Jeannie from the "I Dream of Jeannie" sitcom of the mid sixites. There is a street named "I Dream Of Jeannie Lane" at Lori Wilson Park in Cocoa Beach.

At the very southern end of Brevard County (about 40 min from the base) is the Sebastian Inlet State Park. It's a beautiful park and they boast some of the best surfing on the east coast. In fact, they have surfing competitions about every month.

Whatever your desire, busy or secluded, there is a beach area to fit your desires. Just make sure to bring your sunscreen.

Patrick AFB Relocation: A Trip To The Kennedy Space Center

One of the "must do" things while living in Brevard County is to visit the Kennedy Space Center. It is located in the northern part of the county, but is a very short trip for anyone living in the area. It is a very popular attraction that draws around 1.4 million visitors from all over the world every year and is a source of great pride for people living on the "Space Coast". In my opinion there is just too much too see here in one trip. So consider purchasing an annual pass, for only $12 more than the standard admission.

The Space Center sits on the Merritt Island Wildlife Refuge and takes up only a small portion of its 140,000 wild acres. Your tour will probably start at the Visitors Complex that was built in 1967 for Astronauts' and NASA employees' families to view space center operations. Here there are a number of museums, The Rocket Garden, IMAX Theater, The New Shuttle Launch Experience, Shuttle Plaza, Astronaut Memorial, as well as many shops and places to eat. From here you can take on of the buses (included in admission) for a tour of the other parts of the Space Center.

The first stop will be the LC-39 Observation Gantry, where you can go to the top and get great views of launch pads 39A and 39B, the Vehicle Assembly Building, as well as the launch pads that the military use at Cape Canaveral Air Force Station.

The second stop is the Apollo / Saturn V Center where you get to see close up, a real Saturn V rocket! You also get to experience a multi media recreation of the Apollo 8 launch, and you can eat lunch next too a real moon rock.

The third stop is the International Space Station Center. Here you can walk through full scale mock-ups of the actual modules that are part if the ISS. You can also overlook one of the clean rooms where people are preparing the Space Station's components for their delivery.

For an extra cost The Space Center offers 2 special Guided Tours:

NASA Up Close : this tour takes you through everything from launch preparation to liftoff, you will get "up close tour" of the Shuttle Launch Pads and The VAB.
For the space history buff, nothing can beat the Cape Canaveral: Then and Now Tour. This tour will take you to the Air Force Space & Missile Museum and some of the historic launch pads. When you look at these old locations, you come to realize how far we have come. I have personally taken this tour and would highly recommend it.

And don't forget the newest attraction the U.S. Astronaut Hall Of Fame. It is located about 6 miles from the visitor center and has many interactive adventures for the entire family.

The Kennedy Space Center is a great place to visit and something all Americans can be proud of. It opens at 9 AM and admission is $38 for adults and $28 for kids 3-11.

Patrick AFB Relocation : A Trip To Cocoa Village

Cocoa was originally called Indian River City, but In October of 1895 the town of "Cocoa" was incorporated. The restored historic downtown is bordered by the Indian River and still has many older and original buildings. The downtown is a mix of many different businesses, highlighted by the great restaurants, specialty stores, antique and art galleries, as well as the Cocoa Village Playhouse. You can stoll along the river as well as take the kids to the playground. Walking down the quaint alleys and streets will give you a window into what costal Florida was like long ago and before the space program and Mickey.

Cocoa Village has live jazz every Friday during lunch and various events throughout the year: craft shows, a fantastic fireworks show over the river on the 4th, and a huge Mardi Gras celebration. It is a great place to shop, eat, and be merry.

The Brevard Zoo is one of the unique gems of the area and a must see. It's a small but very clean and an attractive place to spend an afternoon with the family or just to take a leisurely stroll. The highlight of your trip will undoubtedly be the world class Giraffe exhibit, where you can get a great up close view as well as feed these gentle animals.

The zoo was a true community project that came to fruition when it opened its doors in 1994, and has been a source of community pride since its creation. Over 16,000 people joined together to help build the zoo back in 1992.

The zoo has five separate and distinct exhibit areas, as well a train ride around Australia and Africa.

Patrick AFB Relocation: A Trip To Historic Downtown Melbourne

The Village of Melbourne was officially created in 1888, although it was know as "Melbourne" eight years earlier, when the area needed to establish a post office. The first postmaster, Cornthwaite John Hector, spent most of his life in Melbourne, Australia and it appears that the name finally was decided by the drawing of straws.

Until 1893, when the railroad arrived, most of the commerce in the area was done by boat, but after the arrival of the railroad, many businesses moved away from the lagoon and closer to the train depot. The town changed dramatically in 1919 when a fire destroyed a large portion of the town and in 1969 the towns of Melbourne and Eau Gallie,to the north, consolidated to become one "Melbourne". Beautification and redevelopment of the downtown area began in 1980.

Historic Downtown Melbourne:

Today, Historic Downtown Melbourne and its tree lined streets is a unique array of specialty shops, restaurants, theaters, and art and antique galleries. It's a great place to spend a day dining and shopping - real and window. On the second Friday of every month, the downtown area has "Friday Fest" a Family Street Party from 6 to 10pm. There are arts and craft vendors, live music, and great food as well as beer and wine.

Downtown Melbourne is also home to the Henegar Center For the Arts. A community theater whose centerpiece is a 493 seat theater designed by a Tony Award winning set designer.

There Really Are Rocket Scientists:

I was afforded a great opportunity this past week. Being a member of the Military Affairs Council from the Cocoa Beach Chamber of Commerce, we were privileged to have our March meeting at the Morrell Operations Center (MOC) at the Cape Canaveral Air Force Station. The Morrell Operations Center was until recently know as the Range Operations Control Center, and it was renamed after General Jimmey R. Morrell, who was the first commander of the 45^th Space Wing.

For those who don't know what happens at the MOC, it is the base of all the launches on the Eastern Range. It handles the launches and the command and control systems for the range, and tracks and monitors the performance of the rockets and space shuttles. It was truly a fascinating experience.

We were given a Wing Mission Briefing by vice commander Col. Butler, followed by a tour of the Center. We were able to sit at the actual consoles that are used during the launches, which was pretty cool, and we were briefed by a few officers who are actual "rocket scientists" that talked about their mission, upcoming launches, securing the site for launches, and safety to the public. Sitting there, I really wished I was one, for no other reason than I could use the "rocket scientist" line. 2008 looks to be a busy year, with over 20 launches scheduled at this point.

I always knew that weather was important to the launches; things have to be almost perfect. After the briefing by the 45^th weather squadron, I got a new appreciation for it. Various weather conditions can affect the launches, and the one I found most interesting is lightning. Being that Florida is the "lightning rod" for the U.S. It has more lightning strikes than the rest of the country. Obviously lightning could damage the vehicle, and it is very important to take that into account when launching rockets, when considering both natural and the phenomenon of triggered lightning. I was amazed by all the protocol it takes to get a rocket off the ground. It's a wonder it ever happens, but with these great dedicated men and women it does.

If you ever get a chance to visit the MOC, don't pass it up. I know that these tours are rare and I really want to thank all of those involved for their knowledge and gracious hospitality. For me it was a very special event.
