Since I've been around the real estate industry, and perhaps since the Title Insurance industry has been around...since about 1886...the title insurance industry has been 'guilty' of reverse marketing...I'll explain the term in a minute!

RESPA...The Real Estate Settlement Procedures Act was enacted by Congress in 1974...and according to its own language was enacted:
1) to help consumers become better shoppers for settlement services, and  
2) to eliminate kickbacks and referral fees that unnecessarily increase the costs of certain settlement services.

In the early 1990's, as CBA's, controlled business arrangements, were taking hold, it became apparent to me that the only real estate business that was available to 'solicit' was the small independent real estate broker and the individual consumer!
