“The National Association of Realtors® has been advocating a four-point plan to help stimulate and stabilize the housing market and the overall economy. Part of the plan calls for changes in how the Treasury uses TARP funds and other monies to lower mortgage interest rates.

The Markets
Fears of a prolonged, global recession continued to batter markets as investors shunned equities for the saftey of cash. Market volatility entered a new plateau as daily percentage changes in major market indices appeared more like reasonable annual returns, than what you would expect during the course of a typical 6.5 hour trading day. Investors continued to be whipsawed, experiencing huge gains one day, then staggering losses the next prompting the most frequently asked question: "where is the bottom"?

The HOPE for Homeowners program will refinance mortgages for borrowers who are having difficulty making their payments, but can afford a new loan insured by HUD's Federal Housing Administration (FHA).
