Conforming conventional mortgage loan applicants in Minnesota should plan for &lt;a href="https://www.efanniemae.com/sf/guides/ssg/annltrs/pdf/2010/sel1017.pdf" title="LLPA announcement" target="_blank"&gt;higher loan costs&lt;/a&gt; in the months ahead. &lt;/p&gt;
&lt;p&gt;If you&amp;rsquo;re considering a &lt;a href="http://www.rivercitymortgage.com/index.cfm/event/officerdetail/id/90" title="Minnesota mortgage refinance"&gt;Minnesota mortgage refinance&lt;/a&gt; you might want to consider locking into a rate now.&lt;/p&gt;
&lt;p&gt;If you've never heard of loan-level pricing adjustments, you're not alone; they're an obscure mortgage pricing metric and, thus, are rarely covered by the media. That doesn't make them any less relevant, however. &lt;/p&gt;
&lt;p&gt;&lt;a href="https://www.efanniemae.com/sf/refmaterials/llpa/"&gt;LLPAs&lt;/a&gt; are mandatory closing costs assessed by Fannie Mae and Freddie Mac, designed to offset a given loan's risk of default. LLPAs were first introduced in April 2009. This April's amendment is the 6th increase in 2 years. LLPAs can be costly. In addition to an up-front, quarter-percent fee applied to all loans, there are 5 additional "risk categories" in the LLPA equation: &lt;/p&gt;
&lt;ol&gt;
&lt;li&gt;Credit Score : Lower FICO scores trigger additional costs
&lt;/li&gt;
&lt;li&gt;Property Type : Multi-unit homes trigger additional costs
&lt;/li&gt;
&lt;li&gt;Occupancy : Investment properties trigger additional costs
&lt;/li&gt;
&lt;li&gt;Structure : Loans with subordinate financing may trigger additional costs
&lt;/li&gt;
&lt;li&gt;Equity : Loans with less than 25% equity trigger additional costs &lt;/li&gt;
&lt;/ol&gt;
&lt;p&gt;Adjustments range from 0.25 points (for having a 735 FICO score) to 3.000 points (for buying an investment property with just 20% down payment). And they're cumulative. &lt;/p&gt;
&lt;p&gt;This means that a borrower that triggers 3 categories of risk must pay the costs associated with all 3 traits. Loan-level pricing adjustments can be expensive -- up to 5 percent or more of your loan size in closing costs. &lt;/p&gt;
&lt;p&gt;The fees can be paid a one-time cash payment at closing, or they can be paid in the form of a higher mortgage rate. The loan-level pricing adjustment schedule is public. You can research your own loan scenario &lt;a href="http://www.efanniemae.com/sf/refmaterials/llpa/pdf/llpamatrix.pdf" title="Fannie Mae loan-level pricing adjustment schedule" target="_blank"&gt;at the Fannie Mae website&lt;/a&gt;, but you may find the charts confusing. &lt;/p&gt; &lt;div class="agent_signature"&gt;

      <description>&lt;p&gt;Every month I encounter buyers who are looking for &lt;a href="http://wintrustmortgage.com/loan-officer-bio.html?lo_id=10708" title="Minnesota first time home buyer programs"&gt;Minnesota first time home buyer programs&lt;/a&gt; that can accommodate someone who has not established any credit.&amp;nbsp; In this case, when I pull up the credit report there is literally &lt;strong&gt;no credit&lt;/strong&gt; at all on the report. While almost all programs today require a borrower to have established at least some credit, the &lt;a href="http://www.mnhousing.gov"&gt;Minnesota Housing Finance Agency&lt;/a&gt; can help you with their MMP or CASA first time homebuyer program which has a no credit &lt;/p&gt;
&lt;h2&gt;How to Get a Loan With No Credit in Minnesota&lt;/h2&gt;
&lt;p&gt;In order to use the program with no credit on a credit report we need to build a non-traditional credit report through other means.&amp;nbsp; For example if you have been renting a property with your name on the lease, you have been building credit in a non-traditional method.&amp;nbsp; While the landlord does not report your payments to the &lt;a href="http://www.experian.com"&gt;credit bureau&lt;/a&gt;, evidence of your timely payments can be verified through our credit bureau and added to a special credit report used to obtain the MMP or CASA loan.&lt;/p&gt;

&lt;p&gt;We need to find at least three ways that you have been building credit and at least one of them has to be rent.&amp;nbsp; Other means can include items such as monthly car insurance payments, electric bills, water bills, cable bills, phone bills, etc.&amp;nbsp; Basically any bill that you pay for on a monthly basis has the potential to be used to build this non-traditional credit report.&lt;/p&gt;
&lt;p&gt;Of course, it&amp;rsquo;s important that any of these creditors report that you have been making your payments in a timely manner.&amp;nbsp; Since building a non-traditional credit report for a buyer with no credit is a non-standard method, even one late payment can be a problem for an underwriter.&amp;nbsp; The most important payment history is what has transpired over the last twelve months as many creditors don&amp;rsquo;t respond beyond that period of time.&amp;nbsp; Additionally, a creditor that reports less than twelve months of payments won&amp;rsquo;t be used in the underwriting process.&lt;/p&gt;
&lt;p&gt;It is also important to note that if we are going to be able to approve a buyer with no credit in Minnesota it&amp;rsquo;s important that you do not have negative credit either.&amp;nbsp; For example if you have collections or judgments on the report, this can become a problem even if they have been paid. &lt;/p&gt;

      <title>Federal Income Tax Deadline Extended To April 18, 2011</title>

It's a deadline so ingrained in the American psyche that the April 15 calendar date is often called, simply, "Tax Day". &lt;/p&gt;
&lt;p&gt;In 2011, however, federal taxes &lt;em&gt;aren't&lt;/em&gt; due April 15. They're due April 18. It's because of a combination of holiday, calendars, and tax law. &lt;/p&gt;
&lt;p&gt;The change centers on Emancipation Day. &lt;a href="http://en.wikipedia.org/wiki/Emancipation_Day" title="Emancipation Day" target="_blank"&gt;Emancipation Day&lt;/a&gt; is a public celebration in the District of Columbia. Named a holiday in 2005, Emancipation Day honors President Abraham Lincoln's April 16, 1862 signing of the Compensation Emancipation Act. Emancipation Day is a non-working day in the nation's capitol but, this year, Emancipation Day falls on a Saturday. &lt;/p&gt;
&lt;p&gt;The municipality will observe the holiday Friday instead. This means that all of Washington, D.C. will be "closed" Friday, April 15 -- the usual tax filing deadline date. This includes the IRS. Therefore, to accommodate Emancipation Day, the government is extending this year's federal tax filing deadline to April 18, 2011. This year marks the second time Emancipation Day has forced the change of federal tax filing deadlines. Also, as a non-related coincidence, tax filers in Minnesota taking extensions to October 15 will &lt;em&gt;also&lt;/em&gt; get a few extra days. October 15 is a Saturday so the extended tax deadline rolls over to the following Monday -- October 17, 2011.&lt;/p&gt; &lt;div class="agent_signature"&gt;

      <title>Home Affordability Peaked Last Quarter; Purchasing Power Sinks 10%</title>
      <description>&lt;p&gt;&lt;img title="Home Opportunity Index 2004-2010" src="http://bringtheblog.com/i/home-opportunity-index-2010q4-small.png" height="302" alt="Home Opportunity Index 2004-2010" width="216" style="float: right; margin-left: 10px; margin-right: 10px;"&gt; Home affordability reached an all-time high in 2010's last quarter. Unfortunately for &lt;strong&gt;home buyers in Minnesota&lt;/strong&gt;, while home affordability is still near record lows, buyers are losing a bit of purchasing power.&lt;/p&gt;
&lt;p&gt;As Minnesota mortgage rates cratered, and with home values soft, the Home Opportunity Index reached its &lt;a href="http://www.nahb.org/news_details.aspx?sectionID=135&amp;amp;newsID=12159" title="NAHB Home Opportunity Index Q4 2010" target="_blank"&gt;highest level in 20 years&lt;/a&gt;. The index is published by the National Association of Home Builders. Close to 74 percent of the new and existing homes sold between October-December 2010 were affordable to families earning the national median income of $64,400. &lt;/p&gt;
&lt;p&gt;It's the 8th straight quarter in which the Home Affordability Index surpassed 70 percent. Prior to 2009, the HOI rarely topped 65 percent. That said, though, as with everything in real estate, home affordability is a local event. &lt;/p&gt;
&lt;p&gt;For example, take the Elkhart/Goshen area of northern Indiana. 97 percent of homes sold there last quarter were affordable to families making the area's median income. This level of affordability is likely related to state capital Indianapolis, a perennial top-scorer itself. &lt;/p&gt;
&lt;p&gt;For the second straight quarter -- and the 22nd time dating back to 2006 -- Indianapolis led all major metropolitan areas with a 93.5 affordability rating. &lt;/p&gt;
&lt;p&gt;Meanwhile, on the opposite end of the home affordability spectrum, the "Least Affordable Major City" title went to the New York-White Plains, NY-Wayne, NJ area for the 11th consecutive quarter. Just 25.5 percent of homes were affordable to households earning the area median income. It's a a 6-point improvement from Q2 2010, however. T&lt;/p&gt;
&lt;p&gt;The rankings for &lt;a href="http://www.nahb.org/fileUpload_details.aspx?contentID=535" title="Complete Home Affordability Index listing Q4 2010" target="_blank"&gt;all 225 metro areas&lt;/a&gt; are viewable on the NAHB website but regardless of where you live, it's important to remember that rising mortgage rates this year have made homes less affordable in &lt;em&gt;all&lt;/em&gt; markets across the United States. We won't see a repeat record in this quarter's HOI once it's calculated and published. &lt;/p&gt;
&lt;p&gt;Home buyers in Woodbury have lost 10% of their purchasing power since November, and mortgage rates look poised to rise even more. If your plans call for buying a home later this year, consider moving up your time frame. The long-term costs of homeownership are rising, and affordability, therefore, is falling.&lt;/p&gt; &lt;div class="agent_signature"&gt;

      <title>FHA MIP Increasing</title>

&lt;p&gt;The change will add $250 to an FHA-insured homeowner's annual loan costs per $100,000 borrowed, and applies to all borrower's equally. Current FHA borrowers are unaffected.&lt;/p&gt;
&lt;p&gt;To understand the FHA is to understand why premiums are rising.&lt;/p&gt;
&lt;p&gt;As an institution, the Federal Housing Administration plays a much larger role in the U.S. housing market today than it did just 5 years ago. According to its own records, the FHA's percentage of purchase money business in Minnesota and nationwide &lt;a href="http://www.hud.gov/offices/hsg/rmra/oe/rpts/fhamktsh/fhamkt_current.pdf" title="FHA marketshare charts" target="_blank"&gt;expanded from 4 percent&lt;/a&gt; in FY 2006 to 19 percent in FY 2010.&lt;/p&gt;

&lt;p&gt;Rapid growth like this has strained the FHA's capital and, indeed, in its official statement, the FHA alludes to this, stating that the MIP increase will "significantly strengthen" its reserves. By law, the FHA must maintain a certain minimum level of reserves.&lt;/p&gt;
&lt;p&gt;FHA mortgage insurance varies by loan term, and by loan-to-value and, &lt;a href="http://www.hud.gov/offices/adm/hudclips/letters/mortgagee/files/11-10ml.pdf" title="FHA New MIP April 2011" target="_blank"&gt;beginning April 18, 2011&lt;/a&gt;, the new insurance premiums are as follows:&lt;/p&gt;
&lt;ul&gt;
&lt;li&gt;15-year loan term, loan-to-value &amp;gt; 90% : 0.50% per year
&lt;/li&gt;
&lt;li&gt;15-year loan term, loan-to-value &amp;lt;= 90% : 0.25% per year

&lt;li&gt;30-year loan term, loan-to-value &amp;gt; 95% : 1.15% per year
&lt;/li&gt;
&lt;li&gt;30-year loan term, loan-to-value &amp;lt;= 95% : 1.10% per year &lt;/li&gt;
&lt;/ul&gt;
&lt;p&gt;To calculate your monthly mortgage insurance premium, multiply your starting loan size by your insurance premium, and divide by 12. &lt;/p&gt;

&lt;p&gt;&lt;a href="http://www.minnesota-real-estate-blog.com/" title="Minnesota home buyers" target="_blank"&gt;Minnesota home buyers&lt;/a&gt; and rate shoppers in Saint Paul would be wise to take note of this. The jobs report is almost always a market-mover.&lt;/p&gt;
&lt;p&gt;Remember last month.&lt;/p&gt;
&lt;p&gt;Although net job creation fell well-short of expectations in January -- just 36,000 jobs were added -- the national Unemployment Rate dropped to 9.0%, its lowest level in 2 years. The marked improvement surprised many economists and sparked concerns about inflation within the investor community.&lt;/p&gt;
&lt;p&gt;As a result, mortgage rates rose.&lt;/p&gt;
&lt;p&gt;In the days immediately following the jobs report's release, conventional conforming rates across Minnesota jumped three-eights percent. That increase is equivalent to a mortgage payment increase of $22 per month per every $100,000 borrowed.&lt;/p&gt;
&lt;p&gt;A similar spike may occur tomorrow.&lt;/p&gt;
&lt;p&gt;Wall Street scrutinizes job growth because with more working Americans, there's more consumer spending, and consumer spending accounts for 70% of the U.S. economy. A blow-out number tomorrow would change expectations for the future, and lead Minnesota mortgage rates higher yet again.&lt;/p&gt;
&lt;p&gt;The economy shed 7 million jobs between 2008 and 2009 and has barely made 1 million of them back. Tomorrow, analysts expect to see 183,000 jobs created. If the actual reading is lower-than-expected, mortgage rates should fall and home affordability will improve.&lt;/p&gt;
&lt;p&gt;Anything else and mortgage rates should rise. Likely by a lot.&lt;/p&gt;
&lt;p&gt;Therefore, if you're shopping for a mortgage right now, consider your risk tolerance. It could be that the best days are past us.&amp;nbsp; Once markets open tomorrow, you can't get today's rates.&lt;/p&gt; &lt;div class="agent_signature"&gt;

&lt;p&gt;Last week, &lt;a href="http://www.standardandpoors.com/" target="_blank"&gt;Standard &amp;amp; Poor's&lt;/a&gt; released its &lt;a href="&amp;lt;a%20title=%22S&amp;amp;amp;amp;P/Case-Shiller:%20Home%20Prices%20End%202010%20on%20Downtrend%22%20href=%22http://www.mortgagenewsdaily.com/02222011_home_values.asp%22&amp;gt;S&amp;amp;amp;P/Case-Shiller:%20Home%20Prices%20End%202010%20on%20Downtrend&amp;lt;/a&amp;gt;" target="_blank"&gt;S&amp;amp;amp;P/Case-Shiller: Home Prices End 2010 on Downtrend' target=_blank&amp;gt;Case-Shiller Index&lt;/a&gt; for December 2010. The index is a home valuation tracker, meant to measure the change in home prices from one period to the next.&lt;/p&gt;
&lt;p&gt;December's Case-Shiller Index showed major devaluations nationwide. As compared to December 2009, on a year-over-year basis, home values fell in 18 of the Case Shiller Index's 20 tracked markets, including &lt;strong&gt;Minneapolis&lt;/strong&gt;, and the U.S. National Index dropped 4 percent overall. &lt;/p&gt;
&lt;p&gt;The retreat puts December's home values at similar levels as compared to early-2003.&lt;/p&gt;
&lt;p&gt;That said, Minneapolis home buyers and sellers would be wise to take the findings lightly. The Case-Shiller Index is inherently flawed. As such, its results are neither practical -- nor relevant -- to everyday Americans.&lt;/p&gt;
&lt;h2&gt;First Case-Shiller Flaw&lt;/h2&gt;
&lt;p&gt;The first flaw is the index's limited sample set. Wikipedia lists &lt;a href="http://en.wikipedia.org/wiki/List_of_cities,_towns,_and_villages_in_the_United_States"&gt;3,100+ municipalities&lt;/a&gt; nationwide and we can be certain that real estate is bought and sold in all of them. The Case-Shiller Index, however, measures just 20 of them. That's less than 1% of all U.S. cities. And then, &lt;em&gt;within&lt;/em&gt; those tracked cities, Case-Shiller reports an average, lumping disparate neighborhoods and streets into one big number.&lt;/p&gt;
&lt;p&gt;The "national figures" aren't really national, and the "city data" doesn't apply to your home, specifically.&lt;/p&gt;
&lt;h2&gt;Second Case-Shiller Flaw&lt;/h2&gt;
&lt;p&gt;The second Case-Shiller Index flaw is how it measures home value changes. The index only consider at "repeat sales" of the same home, so long as that home is a single-family, detached property. Condominiums, multi-family homes, and new construction are ignored in the Case-Shiller Index.&lt;/p&gt;
&lt;p&gt;Because distressed properties account for such a high percentage of resales lately -- &lt;a href="http://www.realtor.org/press_room/news_releases/2011/02/january_above"&gt;36% in December&lt;/a&gt; --foreclosures and short sales skew Case-Shiller Index worse.&lt;/p&gt;

      <description>&lt;p&gt;Over the past several years, FHA loans in Minnesota have become the most popular program for both home purchase and refinance loans.&amp;nbsp; I&amp;rsquo;ve compiled an FAQ of typical questions regarding Minnesota FHA loans.&lt;/p&gt;
&lt;h2&gt;What is the minimum credit score for FHA loans?&lt;/h2&gt;
&lt;p&gt;The minimum credit score for FHA loans in Minnesota is as low as 500, depending upon the investor, however rates and down payments with a credit score under 640 tend to be higher.&lt;/p&gt;
&lt;h2&gt;Can I get an FHA loan with no credit in Minnesota?&lt;/h2&gt;
&lt;p&gt;There are 2 basic ways to get an FHA loan if you have no credit.&amp;nbsp; If you have built credit through other means, we can create a non-traditional credit report provided that you have at least 3 &amp;ldquo;tradelines&amp;rdquo; that you have been paying over the last 12 months.&amp;nbsp; At least one of the tradelines must be rent on a lease in which you are named.&amp;nbsp; The other credit references can come from items such as cell phone, utility bills, monthly insurance bills, etc.&lt;/p&gt;
&lt;p&gt;Alternatively, you might qualify for an FHA loan with no non-traditional credit but the guidelines become even more restrictive.&lt;/p&gt;
&lt;h2&gt;What is the minimum credit score for Minnesota First Time Home Buyers?&lt;/h2&gt;
&lt;p&gt;In order to qualify for Minnesota Housing Finance Agency (MHFA) funds using FHA financing you will need a minimum credit score of 620.&amp;nbsp; However, in some cases, if you have no credit score, MHFA allows us to build a &amp;ldquo;non-traditional&amp;rdquo; credit report using alternative credit references.&lt;/p&gt;
&lt;h2&gt;How long after a foreclosure do I qualify for an FHA loan?&lt;/h2&gt;
&lt;p&gt;The present guideline from FHA states that a minimum of 3 years must have past since the date of the foreclosure as stated on your credit report.&amp;nbsp; Good credit must have been re-established over that time as well.&lt;/p&gt;
&lt;h2&gt;How long after a bankruptcy can I get an FHA loan?&lt;/h2&gt;
&lt;p&gt;For a chapter 7 bankruptcy in Minnesota, you will need a minimum of 2 years since the date of the bankruptcy discharge.&amp;nbsp; If you had a chapter 13 bankruptcy, just 1 year needs to have past since the discharge.&amp;nbsp; In some cases you might also qualify for an FHA loan while still in a chapter 13 if at least 12 months have past since entering the program and if the bankruptcy judge allows it.&lt;/p&gt;
&lt;h2&gt;What is the maximum income guidelines for an FHA loan?&lt;/h2&gt;
&lt;p&gt;There is no maximum income guideline for FHA loans.&lt;/p&gt;
&lt;h2&gt;Do I have to be a first time buyer to qualify for an FHA loan?&lt;/h2&gt;
&lt;p&gt;If you are looking for a Minnesota FHA loan, remember that you do not have to be a first-time homebuyer to take advantage of the many benefits.&amp;nbsp; Many borrowers today lack the down payment sufficient to qualify for a conventional loan and therefore are opting for FHA financing even though they have owned homes in the past.&lt;/p&gt;
&lt;h2&gt;How long do I need to be on my job before I qualify?&lt;/h2&gt;
&lt;p&gt;FHA has perhaps the most liberal of guidelines for length of employment.&amp;nbsp; While the general guideline is that you must have been on your job for at least 6 months, there are many exceptions to this rule.&amp;nbsp; If you are concerned about the length of your employment history please call me to discuss your individual scenario.&lt;/p&gt;
&lt;h2&gt;How long before I can get rid of mortgage insurance on an FHA loan?&lt;/h2&gt;
&lt;p&gt;You must make timely monthly payments for a minimum of 60 months (5 years) before you can apply to remove the monthly mortgage insurance premium.&amp;nbsp;&amp;nbsp; You must also establish that you have at least 22% equity in the property based on the original appraised value.&amp;nbsp; The Up-Front Mortgage Insurance Premium (UFMIP) does not come off of the loan unless you pay it off (i.e. through a refinance or sale of your home).&lt;/p&gt;
&lt;h2&gt;Are FHA loans in Minnesota assumable?&lt;/h2&gt;
&lt;p&gt;This is one of the unique features of an FHA loan.&amp;nbsp; Your FHA loan is assumable which means that when you go to sell your property, the new buyer can assume the balance of your loan, provided that they qualify.&amp;nbsp; This can be a great sales feature when you go to sell the home if your interest rate is better than the going rate of the day!&lt;/p&gt; &lt;div class="agent_signature"&gt;

      <title>Home Sales: Pending Sales Drop Again in January</title>

&lt;p&gt;The housing market cooled off a little in January after finishing with strength at the end of last year.&lt;/p&gt;
&lt;h2&gt;Pending Home Sales Index&lt;/h2&gt;
&lt;p&gt;By taking a seasonally-adjusted basis the PHSI (Pending Home Sales Index) fell by 3 percent last month.&amp;nbsp; Along with that the National Association of REALTORS&amp;reg; revised December pending sales down as well.&lt;/p&gt;
&lt;p&gt;When a purchase agreement is accepted on a property it is considered &amp;ldquo;pending&amp;rdquo; though it is not yet closed.&lt;/p&gt;
&lt;p&gt;The forward-looking index is presently at a 3-month low nationally while being ahead over a 6-month rolling average.&amp;nbsp; &lt;/p&gt;
&lt;p&gt;While the data isn&amp;rsquo;t necessarily helpful to buyers and sellers of real estate,&amp;nbsp; &lt;a href="http://www.realtor.org/"&gt;The National Association of REALTORS&lt;/a&gt;&amp;reg; makes an effort to get more granular, supplementing the Pending Home Sales Index report with &lt;a href="http://www.realtor.org/ro/research/dc965a8b11e13571d7526f28361cac4e/phs1101.pdf" title="Region-by-Region Pending Home Sales January 2011" target="_blank"&gt;a region-by-region breakdown&lt;/a&gt;. Over the months of December 2010 and January 2011, only region in the South experienced an increase.&amp;nbsp; &lt;/p&gt;
&lt;h2&gt;Pending Home Sales Index By Region&lt;/h2&gt;
&lt;p&gt;Unfortunately for Minnesota, the Midwest dropped the most: &lt;/p&gt;
&lt;ul&gt;
&lt;li&gt;Northeast Region: -2.4% &lt;/li&gt;
&lt;li&gt;Midwest Region : -7.3% &lt;/li&gt;
&lt;li&gt;South Region : +1.4% &lt;/li&gt;
&lt;li&gt;West Region : -5.2% &lt;/li&gt;
&lt;/ul&gt;
&lt;p&gt;Even still, however, regional data remains too broad to be practical. &lt;/p&gt;
&lt;p&gt;The South Region, for example, is comprised of multiple states with thousands of cities and town. The housing market dynamics of a specific neighborhood in a specific regional city will differ from that of another neighborhood in another regional city. &lt;/p&gt;
&lt;p&gt;Real estate data must be local to be relevant. Overall, then, what may be &lt;em&gt;most&lt;/em&gt; telling from January's Pending Home Sales Index is how our tough winter weather impacted the results.&amp;nbsp; After all, who wants to go out to open houses in a 12&amp;rdquo; snow storm?&lt;/p&gt;
&lt;p&gt;Most of the country &lt;a href="http://en.wikipedia.org/wiki/La_Ni%C3%B1a" title="La Nina on Wikipedia" target="_blank"&gt;faced drastic weather conditions&lt;/a&gt; in January, ranging from raging snowstorms to bitter cold. Events like that tend to put a damper on home sales, a contributing factor in why the number of new purchase agreements fell. &lt;/p&gt;
&lt;h2&gt;Minnesota Mortgage Rates Rise&lt;/h2&gt;
&lt;p&gt;Another reason is rising mortgage rates.&amp;nbsp; Rates for conforming and &lt;a href="http://activerain.com/blogsview/2133387/fha-loans-minnesota-is-an-fha-loan-right-for-you-" title="fha loans in Minnesota"&gt;fha loans in Minnesota&lt;/a&gt; rose week-by-week in January 2011, robbing home buyers of 10% of their purchasing power. This, too, can slow down purchase activity as buyers adjust their expectations.&amp;nbsp; As we go into the spring I expect the Pending Home Sales Index to improve.&lt;/p&gt;
&lt;p&gt;Bad weather doesn't entirely stop demand; it just delays it.&amp;nbsp; Mortgage rates are still incredibly low.&amp;nbsp; These two factors should help release pent-up demand just as the Spring Home buying season gets underway. As more buyers enter the market, negotiation leverage will shift to home sellers, pressuring Saint Paul, Minnesota home prices higher. &lt;/p&gt;
&lt;p&gt;The lowest prices of the year -- and the lowest rates -- could be what we are experiencing today.&lt;/p&gt; &lt;div class="agent_signature"&gt;

Conforming loan rates and &lt;a href="http://www.rivercitymortgage.com/index.cfm/event/officerdetail/id/90" title="FHA mortgage rates" target="_blank"&gt;FHA mortgage rates&lt;/a&gt; in Minnesota fell to the lowest level in three weeks.
&lt;h2&gt; Mortgage Rates Last Week&lt;/h2&gt;
Last week marked the second straight week in which mortgage rates in Minnesota fell.&amp;nbsp; This is a streak that follows 4 consecutive weeks in which rates climbed.&amp;nbsp; It's been a bout of good fortune for rate shoppers and Minnesota home buyers.&lt;p&gt;&lt;/p&gt;&lt;p&gt;&lt;/p&gt;
In addition, according to Freddie Mac's &lt;a href="http://www.freddiemac.com/pmms/release.html?week=8&amp;amp;year=2011" title="Freddie Mac February 24 2011 survey" target="_blank"&gt;weekly mortgage rate survey&lt;/a&gt;, the average spread between conforming 30-year fixed rate mortgages and 5-year ARMs has widened further.&lt;p&gt;&lt;/p&gt;&lt;p&gt;&lt;/p&gt;
The two benchmark products are now separated by 1.15%. It's the largest interest rate gap in recent history; one that yields a monthly payment difference of $68 per $100,000 borrowed.&lt;p&gt;&lt;/p&gt;&lt;p&gt;&lt;/p&gt;
This week, it's unclear in what direction &lt;a href="http://activerain.com/peterlindquist" title="mortgage rates in Minnesota"&gt;mortgage rates in Minnesota&lt;/a&gt; will go.&lt;p&gt;&lt;/p&gt;&lt;p&gt;&lt;/p&gt;
On one side, there's ongoing unease related to &lt;a href="http://www.google.com/hostednews/ap/article/ALeqM5g6YRYpd9NBR69h9dB9WiwISFEEZg?docId=f53c354409194ed58e05c79f2bb7bf17" title="Libya in the news" target="_blank"&gt;protests in Libya&lt;/a&gt; and its neighbors, and that's driving safe haven buying.&lt;p&gt;&lt;/p&gt;&lt;p&gt;&lt;/p&gt;
"Safe haven buying" describes when investors flee risky situations and put their money in the safest places possible. &lt;a href="http://www.investopedia.com/terms/m/mortgage_bond.asp" target="_blank"&gt;Mortgage bonds&lt;/a&gt; are one such place, so when safe haven buying is in effect, bond demand is high so bond yields (i.e. mortgage rates) fall.&lt;p&gt;&lt;/p&gt;&lt;p&gt;&lt;/p&gt;
&lt;h3&gt;Concerns About Inflation&lt;/h3&gt;
&lt;p&gt;On the other side, inflation appears to be ramping up.&lt;/p&gt;
Recent economic data shows that the economy is expanding, and the Federal Reserve is maintaining its &lt;a href="http://online.wsj.com/article/SB10001424052748704520504576162322026133298.html?mod=googlenews_wsj" title="Inflation story in WSJ" target="_blank"&gt;accommodative growth policies&lt;/a&gt;. Therefore, this week, the key economic event will be Friday's jobs report. if job creation is high, expect inflation fear to re-ignite, and mortgage rates to rise.&lt;p&gt;&lt;/p&gt;&lt;p&gt;&lt;/p&gt;
Another risk factor for this week's rate shoppers is that tensions begin to settle in the Middle East, or that Wall Street gets more comfortable with rising oil prices. If that happens, safe haven buying will subside and mortgage rates will resume rising.&lt;p&gt;&lt;/p&gt;&lt;p&gt;&lt;/p&gt;
There appears to be more reasons for mortgage rates to rise this week than for them to fall. Plan accordingly.&lt;p&gt;&lt;/p&gt;&lt;p&gt;&lt;/p&gt;

      <title>FHA Mortgage Insurance Premiums Set To Increase April 18, 2011</title>

&lt;p&gt;&lt;strong&gt;FHA annual mortgage insurance premiums&lt;/strong&gt; will increase by one-quarter per cent on April 18&lt;sup&gt;th&lt;/sup&gt;, 2011 according to FHA's Commissioner, David Stevens.&amp;nbsp;&amp;nbsp; The most recent &lt;a href="http://www.hud.gov/offices/adm/hudclips/letters/mortgagee/files/11-10ml.pdf" title="fha mortgagee letter" target="_blank"&gt;FHA mortgagee letter&lt;/a&gt; says that the up-front mortgage insurance premium which is usually financed in a real estate transaction will remain the same at one per cent.&lt;/p&gt;
&lt;p&gt;"After careful consideration and analysis, we determined it was necessary to increase the annual mortgage insurance premium at this time in order to bolster the FHA's capital reserves and help private capital return to the housing market," said Stevens. "This quarter point increase in the annual MIP is a responsible step towards meeting the Congressionally mandated two percent reserve threshold, while allowing FHA to remain the most cost effective mortgage insurance option for borrowers with lower incomes and lower down payments."&lt;/p&gt;
&lt;p&gt;In August of 2010, &lt;a href="http://www.fha.gov" target="_blank"&gt;FHA&lt;/a&gt; restructured the way they charge mortgage insurance premiums, loading the bulk &lt;a href="http://www.peterlindquist.com" target="_blank"&gt;&lt;img title="apply now" src="http://activerain.com/image_store/uploads/2/2/7/9/5/ar129778123259722.jpg" height="366" alt="apply now" style="float: right;" width="167"&gt;&lt;/a&gt;of the premiums into the borrower's monthly payments versus a larger financed amount.&amp;nbsp; At that time Congress cleared the way for FHA to increase its monthly mortgage insurance premiums all the way to 1.55%.&lt;/p&gt;
&lt;p&gt;Under the present terms new FHA borrowers will pay 1.15% of the mortgage amount towards instead of .90% as they have paid recently. In real terms this will increase monthly payments for FHA borrowers by about $30. Another way of looking at it, of course, is that it will decrease the maximum qualifying power of borrowers by an equivalent amount, resulting in a drop of about $5,000 to $6,000 in maximum loan amount.&lt;/p&gt;
&lt;p&gt;The April 2011 mortgage insurance premium change will not impact homeowners who already have FHA loans.&lt;/p&gt;

Over the past several months we have seen a general increase in mortgage rates and mortgage insurance premiums which ultimately increase the cost of owning a home. In order to obtain the present monthly mortgage insurance premiums a buyer needs to make a loan application for a property under contract prior to April 18&lt;sup&gt;th&lt;/sup&gt;, 2011.&lt;/p&gt;

      <title>Minnesota FHA Loan Programs: Part 2</title>

In this part&lt;img title="minnesota fha programs" src="http://activerain.com/image_store/uploads/7/4/4/7/2/ar129755450627447.png" height="330" alt="minnesota fha programs" style="margin: 10px; float: right;" width="338"&gt; we&amp;rsquo;ll talk some more about the unique aspects.&lt;/p&gt;
&lt;h2&gt;Minnesota FHA Programs&lt;/h2&gt;
&lt;p&gt;Most Minnesota buyers today are opting for the fixed rate programs offered by FHA. These are available in 30 year fixed rates as well as 15 year. While most buyers will shy away from adjustable rate mortgages (ARM) in a low rate environment for good reason, FHA also offers ARMs that become popular in a rising rate environment. With these loans the rate is fixed for an initial period of time (1 year, 3 year, or 5 years). These loans start a rate lower than a fixed rate would and have caps which limit the amount the rate can change both annually as well as over the lifetime.&lt;/p&gt;
&lt;h2&gt;FHA Mortgage Insurance&lt;/h2&gt;
&lt;p&gt;In order to get a mortgage loan in Minnesota with less than a 20% down payment, you will in most cases pay something called &lt;a href="http://www.hud.gov/offices/hsg/fhahistory.cfm" target="_blank"&gt;mortgage insurance&lt;/a&gt;. In short, mortgage insurance pays off part of a lender&amp;rsquo;s losses in the event of a foreclosure. FHA charges mortgage insurance in two ways: 1) An up-front mortgage insurance premium (UFMIP) and 2) a monthly mortgage insurance premium. The premiums vary based upon the amount of your down payment as well as the mortgage term (30 year or 15 year).&lt;/p&gt;
&lt;p&gt;The monthly premium can be eliminated after a minimum of 5 years of payments have passed. At that point, if it can be established that you have 22% equity in your property based upon the original appraised value, you can ask your mortgage servicer to remove the monthly mortgage insurance from your monthly payments.&lt;/p&gt;
&lt;h2&gt;The FHA Appraisal&lt;/h2&gt;
&lt;p&gt;One of the most important aspects of an FHA loan is the appraisal. If you opt for this type of financing we need to order an appraisal from an FHA approved independent appraiser.&lt;/p&gt;
&lt;p&gt;While the appraisal of the property is done primarily to assess the value of the property you are trying to purchase, the Minnesota FHA appraiser is also charged with looking for certain types of property deficiencies that have been identified as issues by FHA. For example, if you are buying a house that is older than 1986, the appraiser will be looking for chipping paint on any building on the property. If they identify chipping paint, the area will need to be scraped and painted prior to being able to close on the home.&lt;/p&gt;
&lt;p&gt;&lt;img title="mn fha loans" src="http://activerain.com/image_store/uploads/2/4/6/4/1/ar129755456414642.png" height="330" alt="mn fha loans" style="margin: 10px; float: left;" width="314"&gt;You should not confuse the role of an FHA appraiser with that of a &lt;a href="http://www.pueblo.gsa.gov/cic_text/housing/inspection/home.htm" target="_blank"&gt;home inspector&lt;/a&gt;. Even though the FHA approved appraiser will look for certain property issues, it is not their primary concern. A home inspector will spend several hours in the property looking for issues that may cause you problems down the road. Although a home inspection is not required in order to obtain an &lt;a href="http://www.fha.gov/" target="_blank"&gt;FHA&lt;/a&gt; loan, it is highly advised to get one in addition to the FHA appraisal which is required.&lt;/p&gt;
&lt;h2&gt;FHA loans are Assumable&lt;/h2&gt;
&lt;p&gt;Imagine six or seven years from now when you are ready to sell your home.&amp;nbsp; If interest rates are higher when you go to sell your home you will have an attractive sales feature because your loan will be assumable.&amp;nbsp; FHA allows you to sell the home to a buyer who can qualify for your loan using the assumable feature.&amp;nbsp; Your buyer simply needs to make up the down payment between your sales price and the amount you owe.&amp;nbsp; They take over your loan from there and release you from liability.&amp;nbsp;&lt;/p&gt;
&lt;h2&gt;FHA Preapproval&lt;/h2&gt;

      <title>FHA Loans Minnesota: Is an FHA loan right for you?</title>

&lt;p&gt;When I bought my first home in Minnesota back in 1986 I took out an FHA loan for $68,000 at an interest rate of 10.5%. When I started originating home loans in 1991 I was helping &lt;a href="http://activerain.com/blogsview/2124439/first-time-homebuyer-minnesota-mn-your-step-by-step-guide" title="Minnesota first time buyers"&gt;Minnesota first time buyers&lt;/a&gt; obtain FHA loans on a regular basis. About 1 in 4 of the loans I was originating back then were insured by FHA and had rates around 8%. Over the last 3 years FHA has made a dramatic resurgence and upwards of two-thirds of my borrowers are opting for FHA loans now with interest rates less than half of that when I bought my first home!&lt;/p&gt;
&lt;p&gt;In this article you will learn some of the basic facts and benefits of Minnesota FHA loans to buy a home. (I will describe FHA for refinance loans in an upcoming article)&lt;/p&gt;
&lt;h1&gt;FHA Loans Minnesota:&amp;nbsp; Who is FHA?&lt;/h1&gt;
&lt;p&gt;The &lt;a href="http://www.fha.gov" target="_blank"&gt;Federal Housing Administration&lt;/a&gt; (FHA) is the largest insurer of home mortgages in the world. Since it began helping American homebuyers in 1934 it has insured well over 30 million homes in the United States. FHA provides &lt;a href="http://www.hud.gov/offices/hsg/sfh/insured.cfm"&gt;mortgage insurance&lt;/a&gt; on loans made by FHA-approved lenders throughout the United States, allowing lenders to offer mortgage loans with less than the traditional 20% down payment.&lt;/p&gt;
&lt;h2&gt;Benefits of an FHA Loan in Minnesota&lt;/h2&gt;
&lt;p&gt;The fact is that today FHA loans are not just for &lt;a href="http://activerain.com/blogsview/2124439/first-time-homebuyer-minnesota-mn-your-step-by-step-guide" title="Minnesota first time buyers"&gt;Minnesota first time buyers&lt;/a&gt; any more. With its expanded credit &lt;a href="http://www.peterlindquist.com" title="apply now" target="_self"&gt;&lt;img title="apply now" src="http://activerain.com/image_store/uploads/3/3/3/3/0/ar129757260303333.jpg" height="366" alt="apply now" width="167" style="margin: 10px; float: right;"&gt;&lt;/a&gt; features and low down payment requirements, most buyers today are considering using an FHA loan to help finance the purchase of their home.&lt;/p&gt;
&lt;h2&gt;FHA Loan Down Payments&lt;/h2&gt;
&lt;p&gt;As a first time buyer in Minnesota, there are additional benefits to FHA that might be attractive as well. For example, the state of Minnesota offers special financing targeted to the first time buyer that work in combination with FHA to offer beneficial interest rates to qualified buyers. Additionally, the &lt;a href="http://www.mnhousing.gov/" title="Minnesota Housing Finance Agency" target="_blank"&gt;Minnesota Housing Finance Agency&lt;/a&gt; offers down payment assistance programs which are allowed through the FHA.&lt;/p&gt;
&lt;p&gt;While these Minnesota programs have maximum income parameters, FHA loans do not have a maximum cap on income making it available to everyone. The program allows a buyer to obtain the down payment for the purchase of a home entirely as a gift or loan from a relative unlike many other types of financing.&lt;/p&gt;
&lt;h2&gt;FHA Loan Credit Requirements&lt;/h2&gt;
&lt;p&gt;There are expanded credit parameters for FHA loans in MN as well. For buyers with minimal credit or a checkered credit history, the FHA guidelines allow for an underwriter to have more understanding of how these things happened. For example and FHA loan currently allows a buyer with a bankruptcy to qualify as quickly as two years since the date of the bankruptcy discharge, provided they have re-established credit. In the case of a recent foreclosure FHA will allow a Minnesota buyer to qualify just three years later.&lt;/p&gt;
&lt;h2&gt;Employment and Income&lt;/h2&gt;
&lt;p&gt;In today&amp;rsquo;s economy many buyers may have experienced a spotty work history as well through layoffs and business&lt;a href="http://www.peterlindquist.com" title="apply now" target="_self"&gt;&lt;/a&gt; closings. With FHA an underwriter can look upon these issues with a broader understanding. While a two year work history is still required, periods of extended unemployment can still be alright in many circumstances.&lt;/p&gt;
&lt;h2&gt;FHA Co-signer&lt;/h2&gt;
&lt;p&gt;Unlike most mortgage programs, you can overcome some qualifying issues through the use of a non-occupant co-signer. This used to be a popular option when I first started originating loans in the early 1990&amp;rsquo;s and has made a comeback today where parents and siblings help each other out through the process of co-signing. While a non-occupant co-signer does not overcome issues of poor credit, it can help overcome an otherwise unacceptable job history, income stream, or debt ratios.&lt;/p&gt;
&lt;h2&gt;Property types with FHA Loans&lt;/h2&gt;
&lt;p&gt;Buyers can use FHA loans for many property types such as townhomes, condominiums, or traditional single family homes. Additionally FHA allows you to buy income producing properties such as a duplex, triplex, or four-plex as long as you are going to occupy the residence. (FHA is only available to buyers who are going to live in the home they are purchasing&amp;mdash;it is not for investment properties or vacation homes).&lt;/p&gt;
