FHA Mortgage Insurance (MIP) Rules Change After April 1, 2013 -Costly!

As of April 1st, 2013, the FHA's mortgage insurance (MIP) rules changed.

For homeowners trying to cancel MIP or otherwise refinance, after April 1, they will no longer be able to remove MIP (Mortgage Premium Insurance). This is costly for Buyers that planed on having it removed after the 5th year of their loan or once their Loan To Value Ratio was reduced to 78% of their original loan amount.

Anyone with an FHA loan completed or assigned by April 1st will be grandfathered in and still able to remove it. Anyone that is not assigned their Loan by April 1st will be stuck paying the additional premium for the FULL TERM of their loan or until they refinance with conventional financing.

On most FHA loans, the annual premium will increase by 0.10 percentage point, or $100 per year for each $100,000 in loan amount. Also, FHA is not changing the one-time premium borrowers pay up front; it remains 1.75% of the total loan amount.

Good News! USDA population cap increased to 35,000!

Good news for USDA buyers that thought they were no longer going to be able to purchase homes in Post Falls and certain parts of Coeur d'Alene & Hayden.

Yesterday, Senate Banking, Housing and Urban Affairs Committee Chairman Tim Johnson (D-SD) and Senator Pat Roberts (R-KS) introduced a bill that would grandfather the existing USDA Rural Housing program areas until the 2020 census. This new legislation will help them remain eligible to receive assistance.

The bill would also raise the population cap from 25,000 to 35,000.

Section 502 loans, or the Single Family Housing Guaranteed Loan Program make up the majority of the USDA rural housing development programs administered by the USDA housing activity. These loans are made by private mortgage funds, approved lenders, and then guaranteed through the USDA program.

Under current guidelines, all of Post Falls qualifies for the rural designation. This designation is in effect until September 30, 2013. Specific property eligibility is available on the USDA website.

Please share your thoughts on this Obituary.

I ran across this obituary while drinking my morning coffee and realized how apropos it is to our newer generations. I had wondered why there were so many more individuals out there not willing to take responsibility for their own actions; a lack of accountability. So many people trying to find someone else to pay for their mistakes. After reading this obituary I now understand what has happened and am compelled to share this:

AN OBITUARY PRINTED IN THE LONDON TIMES

Today we mourn the passing of a beloved old friend, Common Sense, who has been with us for many years. No one knows for sure how old he was, since his birth records were long ago lost in bureaucratic red tape. He will be remembered as having cultivated such valuable lessons as:

- Knowing when to come in out of the rain;

- Why the early bird gets the worm;

- Life isn't always fair;

- and maybe it was my fault.

Common Sense lived by simple, sound financial policies (don't spend more than you can earn) and reliable strategies (adults, not children, are in charge).

His health began to deteriorate rapidly when well-intentioned but overbearing regulations were set in place. Reports of a 6-year-old boy charged with sexual harassment for kissing a classmate; teens suspended from school for using mouthwash after lunch; and a teacher fired for reprimanding an unruly student, only worsened his condition.

Common Sense lost ground when parents attacked teachers for doing the job that they themselves had failed to do in disciplining their unruly children.

It declined even further when schools were required to get parental consent to administer sun lotion or an aspirin to a student; but could not inform parents when a student became pregnant and wanted to have an abortion.

Common Sense lost the will to live as the churches became businesses; and criminals received better treatment than their victims.

Common Sense took a beating when you couldn't defend yourself from a burglar in your own home and the burglar could sue you for assault.

Common Sense finally gave up the will to live, after a woman failed to realize that a steaming cup of coffee was hot. She spilled a little in her lap, and was promptly awarded a huge settlement.

Common Sense was preceded in death, by his parents, Truth and Trust, by his wife, Discretion, by his daughter, Responsibility, and by his son, Reason.

He is survived by his 4 stepbrothers; I Know My Rights, I Want It Now, Someone Else Is To Blame, I'm A Victim.

Not many attended his funeral because so few realized he was gone.

Recent VA Changes will affect your VA loans

I just wanted to share and make sure you are aware of the recent announcements/changes with the Veterans Administration and their VA Portal -

The VA Portal is closed and is being redesigned for security purposes. The new portal which will be called VIP (Veterans Information Portal), they are hoping will be up and running in a couple of weeks (they seemed to stress the word hopefully).

So, there is no access for the ACE system to order Cert of Eligibility or the weblgy to order appraisals. What does this mean to all of us? VA appraisals and requests for the Veterans Certificate of Eligibility (COE) will take longer to get from VA for the next 3-4 weeks.

We hope VA will have their new portal completed in January but wanted to make everyone aware, if you have a upcoming closing with VA financing there might be an impact.

Summary of "Fiscal Cliff" H.R. 8 Real Estate Legislation Passed

On Jan. 1 both the Senate and House passed H.R. 8 legislation to avert the “fiscal cliff.” The bill was signed into law by President Barack Obama on Jan. 2.

Below is a summary of real estate related provisions in the bill:

Real Estate Tax Extenders:

Mortgage Cancellation Relief is extended for one year to Jan.1, 2014.
Deduction for Mortgage Insurance Premiums for filers making below $110,000 is extended through 2013 and made retroactive to cover 2012.
15-year straight-line cost recovery for qualified leasehold improvements on commercial properties is extended through 2013 and made retroactive to cover 2012.
10 percent tax credit (up to $500) for homeowners for energy improvements to existing homes is extended through 2013 and made retroactive to cover 2012 Permanent Repeal of Pease Limitations for 99% of Taxpayers Under the agreement so called “Pease Limitations” that reduce the value of itemized deductions are permanently repealed for most taxpayers but will be reinstituted for high income filers. These limitations will only apply to individuals earning more than $250,000 and joint filers earning above $300,000. These thresholds have been increased and are indexed for inflation and will rise over time. Under the formula, the amount of adjusted gross income above the threshold is multiplied by 3 percent. That amount is then used to reduce the total value of the filer’s itemized deductions. The total amount of reduction cannot exceed 80 percent of the filer’s itemized deductions. These limits were first enacted in 1990 (named for the Ohio Congressman Don Pease who came up with the idea) and continued throughout the Clinton years. They were gradually phased out as a result of the 2001 tax cuts and were completely eliminated in 2010-2012. Had we gone over the fiscal cliff, Pease limitations would have been reinstituted on all filers starting at $174,450 of adjusted gross income.

Capital Gains:

Capital Gains rate stays at 15 percent for those in the top rate of $400,000 (individual) and $450,000 (joint) return. After that, any gains above those amounts will be taxed at 20 percent. The $250,000/$500,000 exclusion for sale of principal residence remains in place.

Estate Tax:

The first $5 million dollars in individual estates and $10 million for family estates are now exempted from the estate tax. After that the rate will be 40 percent, up from 35 percent. The exemption amounts are indexed for inflation.

Annual Bald Eagle Watch -Lake Coeur d'Alene- this week through Sunday

The annual Bald Eagle Watch is this week. Starting Dec 26th and ending on Dec 30th, 2012.

Last week there was a count of at least 260 Bald Eagles. So you should be able to spot plenty of them congregating for their annual winter feast of those tiny little spawning Kokanee in Wolf Lodge Bay!

BLM and Idaho Department of Fish and Game will have staffers at Mineral Ridge boat launch and Mineral Ridge Trail head.

Eagle ambassadors will have high-power spotting scopes, mounted displays and interpretive materials available 10 a.m. to 3 p.m.

DIRECTIONS: Go east of Coeur d'Alene about 8 miles on Interstate 90. Take the Wolf Lodge Exit. Both of the staffed viewing areas are along Highway 97.

In the case of bad weather be sure to check for cancelations or updates by calling
(208) 769-5048 after 9 a.m. each day. BLM will also post a message on the Coeur d’Alene Field Office webpage.

Every January 1st, hundreds of people gather at Sanders Beach on the shores of Lake Coeur d'Alene to take part in the Polar Bear Plunge.

The event is FREE & informally organized. Just show up with your bathing suit and jump in to welcome the 2013 new year.

I'm not really sure why we do it... But it's a lot of fun!
