After the Bail-out Bill non-passage yesterday . . .. almost unbelievably, the entire House of Representatives promptly went home for two days (vacation?) in honour of the Jewish new year holiday, leaving the mess behind them. Presumably, many members of Congress didn't realise that the spreading financial disaster would quickly follow them into every small community in the US.
Maybe they just need a good time-out and a good night sleep before returning to the "drawing board."

•1.   The administration would get $250 billion immediately,
•2.   Thereafter, $100 billion when the president says that it is needed,
•3.   The remaining $350 billion would be available subject to consent by Congress.
•4.   The treasury secretary would have to:
•a.   Set standards to prevent excessive or inappropriate executive compensation for participating companies",
•b.   Obtain equity participation from the companies,
•c.   Operate under a "strong oversight board with cease-and-desist authority" and an independent inspector general.

The stated purpose of the new law is to protect the property owners facing foreclosures, liens, or encumbrances from persons who would prey on them.
 This act addresses possible misrepresentations by such persons who would offer assistance to these owners and requires them to fully describe their services in a written contract. It gives the property owner the right to cancel at any time before a "distressed property consultant" has performed all services called for in a contract.

The chart above shows a clear trend for the reduction in the number of closed sales on Kauai. As demand continues to decline and the supply increases, the resulting downward price adjustment must soon follow. It has become a battle of wills but the Sellers must soon concede to the inevitable. However, in order for cycles to continue their dynamic swings (up and down) the current downward trend is only a preamble for the recovery. Just dont ask me when !!

Reportedly, 90 percent of the assets of insolvent thrifts with delinquent loans are residential properties. The bailout deals with the symptom of the problem.
The Government will likely dump much of the property assets onto the market which may keep real estate prices depressed since the inventory will increase. However, the prices will be more affordable.
As long as investors know the Government could suddenly come to market with low-priced properties, they will be unwilling to commit to new purchases.

if so many financial institutions are being acquired by larger financial institutions . . . .  can these large financial institutions absorb the losses from this point forward?
Large corporations should have resources efficient enough and create productivity; however, as we see from the real estate market (especially with potential short sales) are there any efficiencies or productivity enhancements? Some of the larger financial institutions are doing a miserable job in dealing with the current situation regarding a potential sale.

Rates slid a bit more on Monday before jumping by roughly one-eighth to one-quarter of a percentage point in the past two days, mortgage lenders and mortgage brokers say. The United States Census Bureau recently released numbers showing that when most people move, they stay within their own county, and the overwhelming majority remains within their own state.
The Bureau found that between 2006 and 2007, 38.7 million people moved in the U.S. Of that number, 25.2 million stayed in the same county, and 7.4 million moved to a different county within the same state. Only 4.9 million moved to a different state, and 1.2 million moved from abroad to the U.S.

Fannie and Freddie have been placed in conservatorship. (Federal government has taken 79.9 percent of common stock and all dividends in return for buying $1 billion of preferred shares.) The ideal philosophical basis for intelligent government is simply this: The greatest amount of good for the greatest amount of the people.
