I receive calls periodically, and was contacted again recently by an Oregon Veteranlooking to use the Oregon Veteran Home Loan program to refinance their home in Southern Oregon. There are a lot of misconceptions about this program, and these folks were recently misinformed. The Oregon Veteran Home loan, like the USDA Guaranteed Rural Housing program, requires:
The purpose of the loan be to purchase a home Home must be the borrowers' primary residence When shopping for your home loan, if you come across something that doesn't sound right, trust those instincts and make sure you double check with another source!

Oregon Home Buyers and Real Estate Brokers, here's a tool you might put in your home buying chest. Did you know that if the property being purchased is an eligible property on the USDA Guaranteed Rural Housing loan program:
•a)      Not only are some lenders able to fund these loans right now even though allocation has been depleted;  but
•b)      You may be allowed to purchase a home that needs repairs of up to $10,000 and still proceed and close your transaction?

So, do you want the good news or the bad news first? Presuming you are like many who prefer to get the bad news out of the way first, the bad news is USDA Rural Housing programs have already depleted their available funds until Congress reallocates additional funds to them. Stage two of the bad news is the decision to be made on the proposed changes to the income calculations for the USDA Guaranteed Rural Housing program has been postponed until March 20, 2009 (or thereabouts). A notification came out this week about the USDA Rural Development program having received such overwhelming attention lately, they are already almost out of funds only a week in to 2009, and expect to have these funds depleted before the end of this week. First response was "Oh Bummer!... this will prevent Joe, Sally, Fred Borrowers from being able to buy the homes they are in negotiations on in Southern Oregon and California", as this program has been a great tool for the first time home buyer with no down payment, but it turns out that is not the case. It looks like the proposed revisions for the USDA Guaranteed Rural Housing  program may go in to effect January 20, 2009 for their programs. If so, Southern Oregon home buyers looking to purchase a qualified property outside of the Medford and Central Point city limits will fall in to only two income categories vs. the many we have been using.
For example, presently the income limits for qualifying USDA Guaranteed Rural Housing Home Buyers in Ashland, Talent, Phoenix, Jacksonville, White City, Eagle Point, Shady Cove, Trail, Gold Hill and the surrounding rural areas would be qualified using the following income chart:

 This week has made me feel a bit like this hamster. Running, running, running...but still in basically the same place.  Trying to re-boot this mentality, I thought I'd do some market research for this gorgeous area I live and work in, Southern Oregon.
Just out of curiosity, I thought I would go explore how many homes are on the market in the Rogue Valley that might suit the entry-level buyer.
