You and "YOUR" Property Tax Bill - 2012 Interim Tax payments Are Due
April is not my favourite month of the year as I am reminded that three levels of government are constantly dipping deeper into our wallets. Their demands on our resources are increasing constantly despite all they say they are doing to hold the line or reduce our taxes. With interest rates at the low levels they are today the exorbitant rates charged on overdue property taxes is almost usury.

From The Tax Office - Your Taxes Are Due
Property Taxes, Property Assessments, Income Taxes, Taxation and  spendthrift governments. It's that time of year once again when these words start to fill our minds with thoughts of politicians who just do not get it, Politicians who think the taxpayer is an uneducated boob who will simply groan as they are rolled over and their pockets picked by this level or that of our political hierarchy.
The first installment of your Uxbridge property taxes are due by Monday February 28th, 2011.

You and "YOUR" Property Tax Bill
Your Assessment Notice May Have been In The Mail
If you received one then there has been a change in the assessment of your property other than the increase due to the reassessment phase in process.
But I Did Not Get A Notice
Your Assessment will still be going up due to the 4 year phase in of the 2008 re-assessment.
Why Did I Get One
By now you should have received a notice of assessment if any of the following has occurred and MPAC is aware of the change:

Election 2010 Countdown - Will The Face Of Council Change on October 25th

IS IT TIME FOR A CHANGE
It is possible that the face of council will change drastically this year with all wards being contested as are both the regional and mayors seat.
It will be interesting to see how many of the old guard are returned. It will also be interesting to see if the new council will have a balance that will represent all ages and all desires.

assessment: Municipal Election 2010 - Can The Municipal Property Assessment Corporation Impact Your Right To Vote? - 10/17/10 09:16 AM
Municipal Election 2010 -
You might ask yourself is there a connection between my properties assessment for taxation and my right to vote?
YES - The Municipal Property Assessment Corporation (MPAC) can have an Impact on Your Right To Vote?
You may not be on the Voters List if you recently purchased a property.
MPAC is responsible for creating the preliminary Voters list, this list is given to the Township in July who use this information to create their final voters list.

Local Municipal Elections - Your Only Opportunity To Determine who Spends Them
Local Municipal Councils, Councillors and Mayors are the closest of all politicians to you and I the taxpayer. Generally they are the most responsive to our questions and comments on how they spend our tax dollars.

assessment: Property Assessment Information Does Not Set The "REAL WORLD" Market Value Of Your Home. - 08/10/10 05:45 AM

Property Assessment Information Does Not Set The "REAL WORLD" Market Value Of Your Home.

Simply Stated

Market Value is set by a Buyer and a Seller, both being aware of all the uses a property can be used for and neither acting under undue pressure.

The Best approach to determine what that may be is by using comparables.

Comparables
When You put your home on the market you rely on current market comparables provided by your real estate salesperson to set the value. You look at homes that are currently available, recently sold, and ones … (7 comments)

assessment: You and "YOUR" Property Tax Bill - How Much Reserves/Surplus Is Enough - 08/04/10 04:28 PM
You and "YOUR" Property Tax Bill
According to information in the local paper Uxbridge has an accumulated surplus of over 88.6 Million Dollars. That amounts to over 10 years of current taxes collected from all classes of property. It also represents 6.5 years of total current expenses.
What amount of reserve funds do you usually have, a years income, two years income, more or less. With some people living from pay check to paycheck one has to ask How Much Surplus is enough?

Something to think about with this being an election year !

Dear REALTOR® - You're fired - We No Longer Need Your Services

You Have Been Replaced By A Computer Program
I had occasion to attend TREB Quest (a local real estate trade show) back in May of this year and was struck by something the Municipal Property Assessment Corporation (MPAC) was rolling out. It was a report that provided a real time market value for assessment purposes of a given property.
The computer Program behind the report analyzes all the sales data that is continuously fed into it, it  massages the data and applies who knows what all … (6 comments)

You And Your Property Tax Bill - Wetlands
In her Post Uxbridge - It's Official - Spring Has Really Sprung Kathy speaks of the spring time danger of our flooded streams and rivers. Every year we watch the levels in our back yard rise at least a couple of feet. Our worst year saw the water rise over four feet with a surge in the middle of the river (caused by the force of the water through the dam) another four feet on top of that.

For many the process of appealing your property assessment is as convoluted as this picture. Many people think that they are appealing their property tax bill when they arrive at an appeal. They do not realize that it is in fact their assessment that they have to appeal.
In a post How Property Assessment in Ontario is Calculated based on the explanation of how your property assessment is calculated by the Municipal Property Assessment Corporation (MPAC) Ty Lacroix provides some insight into the assessment process … (16 comments)

In My post You and "YOUR" Property Tax Bill - Assessment Appeal Causes Inequities In Taxation
Pam McInnes  of Waterloo asked
I've also always wondered why, just because you own a home, you have to pay for the school system - pick public, separate, or french immersion, but whether you have children or not you pay into it because you are a homeowner?

I agree school support should not come from property taxes.

Inequities In Taxation - A Matter Of Fairness

In my last post You and "YOUR" Property Tax Bill - Assessment Appeal Causes Inequities In Taxation I spoke of an inequity that was caused by an appeal.
This post is about some inequities caused by the process. Looking at two hypothetical almost identical homes built by the same builder at the same time one in an urban setting the other in a rural setting.
Both homes are 3000 sq ft, 4 bedroom bungalows. They both have a family room, fire place and double car garage. The only real difference is one … (11 comments)

You and "YOUR" Property Tax Bill - Assessment Appeal Causes Inequities Taxation
An earlier post on assessment, You and "YOUR" Property Tax Bill - Environmental Impacts On Property Assessments, discussed a successful appeal that reduced a properties assessment by 50%..
I applaud Paul Thompson for sticking to his guns and being successful in reducing his assessment based on an environmental issue under the current system (I would have done the same thing). His success however points out a very big issue that I have with our current system of assessment. The inequity in the resulting taxes paid based on that … (5 comments)

In his post How Property Assessment in Ontario is Calculated Ty Lacroix from London Ontario provided a pretty good window into assessment here in Ontario from the Municipal Property Assessment Corporation's (MPAC) point of view.
One needs to look beyond what they provide for a true understanding of the flawes in our assessment process.
Understanding Mass Market Analysis as practiced by MPAC for Assessment Purposes
After the initial inspection by MPAC (during which some subjective opinion is applied) all you need is a course in mathematics. Assessments in Ontario are calculated using regressional analysis to determine values for various … (5 comments)

"YOUR" Property Tax Bill - Environmental Impacts On Property Assessments #2
In a comment on her post Ruling Says Wind Farms Affect Property Values Marg Scheben-Edey wondered
"how this case will be applied in other situations. Again, is it a percentage or a specific dollar value"

If the same conditions exist elsewhere or for another property adjacent to this one it should be the same percentage.

Environmental Impacts on Property Assessments

Municipalities  considering wind farms have something else to consider now when reaching their decision. How much will it impact their assessment base. With one successful appeal on the records it will not be to hard for others in a similar situation to successfully get their assessments reduced.
Any thing that affects the value of your property should also affect the assessment of your property. In light of this landmark case it is possible that MPAC (The Municipal Property Assessment Corporation) will reduce the value of other properties that are similarly affected but don't count … (2 comments)

You and "YOUR" Property Tax Bill - The 2010 draft budget goes before council today

Today is the day Council looks at the 2010 draft budget to be presented by the finance committee. It will be presented to council at their meeting this afternoon.
Over the years Uxbridge has held a fairly tight reign on tax increases with several years in recent memory having zero mill rate increase and a stable assessment system. This resulted in Zero Tax Increases for local homeowners.
What has changed is the leadership in Uxbridge, with staff retirements and changes to council the old guard … (4 comments)
