Driving around virtually any area of greater Atlanta you will see homes sitting vacant and uncompleted. Many of these are homes which were foreclosed upon by the construction financing bank prior to being completed. When the lender was approached last year by the typical buyer the only hope they could offer them on such a purchase was a very high down payment loan with repair escrows. Even the banks who owned the properties were reluctant to lend on them even to the most qualified of buyers.

Yes - but it's not so simple. In order for a subordinate lien holder such as a second or third mortgage to foreclose they must first satisfy the superior encumbrances. In plain English if I loaned a home owner $150,000 against their $250,000 home and someone else comes along and loans them the other $100,000 they did not buy the first rights to the home. For new investors and new agents here is a quick clarification of an often misused/misunderstood term. You will hear people saying "REO" in one form or another including "REO's" and "REO Properties" among a few others. REO simply means Real Estate Owned.
