Phoenix area home builders are struggling to sell homes. There has been a 56% drop in New home sales from June 2007 to June 2008 according to R.L. Brown’s housing report on the Phoenix area real estate market.

The days of waiting in line to pay a premium for a home from a Phoenix new home builder are a fleeting memory.

In my area of Phoenix , Scottsdale Arizona, I have real estate buyers who tell me all the time, that they would never pay full asking price.
In fact , almost every client likes to makes offers at least 10% below market , first offer, no matter what the price.
In some cases, this ‘haggling' / negotiating strategy makes sense. However, there are situations in which, it makes sense to pay full price, if you really love , want , and can afford the home.

can ‘eye-catching' news like ....
"New home sales plunge to lowest level in 16 1/2 years, prices drop by largest amount in 38 years"
according to the Commerce Department , "The median price of a new home in March, compared with a year ago, fell by the largest amount in nearly four decades."
.... ever be considered optimistic for housing.

There has been a significant and fundamental change in the display and public recording keeping of home ownership here in Maricopa County (Phoenix|Scottsdale and surrounding townships of Mesa, Gilbert, Tempe) Arizona.
Preciously, on the tax records, anybody, could go to the public records and type in the last name of a friend, family member, business associate.
The search would return records of not only every home or every Real Estate purchase ever purchased in Maricopa County under that name, but also the purchase price or sale price, down payment and loan amount (or cash purchase).

One of the challenges the real estate market has before we can get some marked improvement is the reduction in the inventory of available homes listed for sale.
However, that challenge is faced by the fact that most people who buy a new home (thus helping to reduce inventory) have a home to sell; and thus, we come full circle and are back to the begining, with the difficulty in selling homes. It is increasingly more and more difficult for home buyers to get loans.  Now 100% loans, or ‘majority financing‘ is a very limited option. 
Here is something that can help facilitate the transaction:

Congress passed a housing rescue bill aimed at sparing 400,000 struggling homeowners from foreclosure. President Bush is expected to sign the Bill into law early this week.
The question on everyone's mind nationally is "will the plan outlined in the Rescue legislation work" to help the struggling economy and support the ailing real estate market?
We are paying attention closely here in Phoenix where we are overrun with foreclosures in such prominent towns as Fountain Hills, Scottsdale, Peoria, Glendale and Mesa; even Paradise Valley has REO listings.

we have recently written several articles about my support for the Housing Rescue Package that passed with resounding support in the House of Representatives and escaped the threat of Veto from President Bush.
