&lt;p&gt;This is a great time for the kids, we've probably been 4-5 times already this year and are going again today.&amp;nbsp;&amp;nbsp; The horse drawn carraige is a nice touch, both of my girls are interested in riding around downtown Louisville, Colorado.&lt;/p&gt;

      <description>&lt;p&gt;The City of Louisville will sponsor the second annual John Breaux cleanup day Saturday, April 24.&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;Residents are encouraged to be like John and take time to get on a bike or walk through the community and pick up trash.&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;Trash bags are available at City Hall, 749 Main Street; at the public library, 951 Spruce Street; and at the Recreation Center,990 W. Via Appia.&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;Residents may leave their full bags at any city park trash bin for collection.&amp;nbsp;&lt;/p&gt;

      <description>&lt;p&gt;Are you interested in learning more about participating in the Erie Police Dept. Citizen's Police Academy?&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;The Erie Police Department will host the 10th session of the Town of Erie Citizen's Police Academy.&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;Beginning Friday, March 5, and running about 10 weeks, the class will meet weekly on Friday nights from 7pm to 10pm.&amp;nbsp; Classess fill up quickly, and registration is required.&amp;nbsp; Deadline for applications is Thursday, March 4.&lt;/p&gt;
&lt;p&gt;All civilian participants must complet an appication of intent and pass a criminal background check.&amp;nbsp; Applicants will not be allowed to participate unless tehy sign and turn in a release of liability and indemnification agreement before the start of the academy.&lt;/p&gt;

&lt;p&gt;The 2010 Town of Erie High Efficiency Washing Machine Rebate Program will consist of 60 rebates of $50 each, good toward the pruchase of high-efficiency washing machines.&amp;nbsp; The rebates will be available on a first-come, first-served basis.&amp;nbsp; The maximum allowable rebate is one per family account.&amp;nbsp; Applications are available at www.erieco.gov.&lt;/p&gt;

&lt;p class="MsoNormal" style="text-align: justify;"&gt;&lt;span&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; &lt;/span&gt;Today we live in a world focused on the concept of time.&lt;span&gt;&amp;nbsp; &lt;/span&gt;Time as it relates to the speed with which things can be accomplished.&lt;span&gt;&amp;nbsp; &lt;/span&gt;How quickly Domino&amp;rsquo;s can deliver a pizza.&lt;span&gt;&amp;nbsp; &lt;/span&gt;How rapidly a personal computer can process and display information.&lt;span&gt;&amp;nbsp; &lt;/span&gt;How quickly we return a person&amp;rsquo;s phone call, e-mail or text message.&lt;span&gt;&amp;nbsp; &lt;/span&gt;Often, though, if things don&amp;rsquo;t occur quite fast enough we have a tendency to grow impatient.&lt;span&gt;&amp;nbsp; &lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="text-align: justify;"&gt;&lt;span&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; &lt;/span&gt;The reality is that not everything has the ability or opportunity to happen swiftly.&lt;span&gt;&amp;nbsp; &lt;/span&gt;Real estate is one of those elements that take time to right themselves and to gain momentum.&lt;span&gt;&amp;nbsp; &lt;/span&gt;Home buyer&amp;rsquo;s attitudes need to become more positive; seller&amp;rsquo;s need to continue to be motivated; and mortgage lenders need to become more willing to provide financing to qualified buyers.&lt;/p&gt;
&lt;p class="MsoNormal" style="text-align: justify;"&gt;&lt;span&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; &lt;/span&gt;We are at that point where the pendulum is very slowly beginning to creep in an upward direction.&lt;span&gt;&amp;nbsp; &lt;/span&gt;It&amp;rsquo;s not a balanced market, where buyers and sellers participate on an equal playing field.&lt;span&gt;&amp;nbsp; &lt;/span&gt;It&amp;rsquo;s as if sellers have glimpsed just the slightest sliver of light at the end of the tunnel, and, hopefully, it&amp;rsquo;s not a train speeding in their direction.&lt;/p&gt;
&lt;p class="MsoNormal" style="text-align: justify;"&gt;&lt;span&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; &lt;/span&gt;Here are some thoughts about the &lt;strong&gt;&lt;em&gt;&lt;span style="color: maroon;"&gt;Boulder County&lt;/span&gt;&lt;/em&gt;&lt;/strong&gt; real estate market as it relates to sales activity over the course of the past few years.&lt;span&gt;&amp;nbsp; &lt;/span&gt;Information is from IRES, the Northern Colorado MLS.&lt;/p&gt;
&lt;p class="MsoNormal"&gt;&lt;span&gt;&amp;nbsp;&lt;/span&gt;&lt;span&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; &lt;/span&gt;In 2005, there were 4,728 single family homes sold and 1,662 attached units sold.&lt;span&gt;&amp;nbsp; &lt;/span&gt;In 2009, there were 2,536 single family homes sold and 1,100 attached units sold.&lt;span&gt;&amp;nbsp; &lt;/span&gt;Overall, that&amp;rsquo;s a reduction of about 43% in the total number of sales.&lt;span&gt;&amp;nbsp; &lt;/span&gt;High point of the market to low point of the market since 2005.&lt;/p&gt;
&lt;p class="MsoNormal"&gt;&lt;span&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; &lt;/span&gt;From September/2008 to January/2009 (five months), there were 1,246 single family and attached units sold.&lt;span&gt;&amp;nbsp; &lt;/span&gt;From September/2009 to January/2010 (five months), there were 1,365 single family and attached units sold.&lt;span&gt;&amp;nbsp; &lt;/span&gt;That&amp;rsquo;s about a nine percent increase in the number of sales.&lt;span&gt;&amp;nbsp; &lt;/span&gt;Not dramatic, but a sign the &lt;strong&gt;&lt;em&gt;&lt;span style="color: maroon;"&gt;Boulder County&lt;/span&gt;&lt;/em&gt;&lt;/strong&gt; real estate market may be shaking itself loose from four years of a downward spiral.&lt;/p&gt;
&lt;p class="MsoNormal"&gt;&lt;span&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; &lt;/span&gt;The &lt;strong&gt;&lt;em&gt;&lt;span style="color: red;"&gt;median price&lt;/span&gt;&lt;/em&gt;&lt;/strong&gt; of home sales has not gone up noticeably since 2005.&lt;span&gt;&amp;nbsp; &lt;/span&gt;In fact, certain market areas have gone down.&lt;span&gt;&amp;nbsp; &lt;/span&gt;The &amp;ldquo;median price&amp;rdquo; is the point where half the sales in a geographic area are below that value and half are above.&lt;span&gt;&amp;nbsp; &lt;/span&gt;Here are some numbers for the &lt;strong&gt;&lt;em&gt;&lt;span style="color: blue;"&gt;Boulder Valley&lt;/span&gt;&lt;/em&gt;&lt;/strong&gt; communities in comparing the &lt;strong&gt;&lt;em&gt;&lt;span style="color: navy;"&gt;2005 median price&lt;/span&gt;&lt;/em&gt;&lt;/strong&gt; to the &lt;strong&gt;&lt;em&gt;&lt;span style="color: green;"&gt;2009 median price&lt;/span&gt;&lt;/em&gt;&lt;/strong&gt; for single family homes:&lt;span&gt;&amp;nbsp; &lt;/span&gt;Boulder (&lt;strong&gt;&lt;span style="color: navy;"&gt;$520,000 &lt;/span&gt;&lt;/strong&gt;vs. &lt;strong&gt;&lt;span style="color: green;"&gt;$525,000&lt;/span&gt;&lt;/strong&gt;); Louisville (&lt;strong&gt;&lt;span style="color: navy;"&gt;$310,000&lt;/span&gt;&lt;/strong&gt; vs. &lt;strong&gt;&lt;span style="color: green;"&gt;$355,000&lt;/span&gt;&lt;/strong&gt;); Lafayette (&lt;strong&gt;&lt;span style="color: navy;"&gt;$331,179 &lt;/span&gt;&lt;/strong&gt;vs. &lt;strong&gt;&lt;span style="color: green;"&gt;$314,000&lt;/span&gt;&lt;/strong&gt;); Longmont (&lt;strong&gt;&lt;span style="color: navy;"&gt;$239,000 &lt;/span&gt;&lt;/strong&gt;vs. &lt;strong&gt;&lt;span style="color: green;"&gt;$220,000&lt;/span&gt;&lt;/strong&gt;); Suburban Plains (&lt;strong&gt;&lt;span style="color: navy;"&gt;$392,000 &lt;/span&gt;&lt;/strong&gt;vs. &lt;strong&gt;&lt;span style="color: green;"&gt;$380,000&lt;/span&gt;&lt;/strong&gt;); Suburban Mountains (&lt;strong&gt;&lt;span style="color: navy;"&gt;$341,000 &lt;/span&gt;&lt;/strong&gt;vs. &lt;strong&gt;&lt;span style="color: green;"&gt;$360,000&lt;/span&gt;&lt;/strong&gt;); Superior (&lt;strong&gt;&lt;span style="color: navy;"&gt;$389,900 &lt;/span&gt;&lt;/strong&gt;vs. &lt;strong&gt;&lt;span style="color: green;"&gt;$396,500&lt;/span&gt;&lt;/strong&gt;); and Broomfield (&lt;strong&gt;&lt;span style="color: navy;"&gt;$274,000&lt;/span&gt;&lt;/strong&gt; vs. &lt;strong&gt;&lt;span style="color: green;"&gt;$321,000&lt;/span&gt;&lt;/strong&gt;).&lt;span&gt;&amp;nbsp; &lt;/span&gt;Using &amp;ldquo;simple math&amp;rdquo;, the &lt;strong&gt;&lt;em&gt;&lt;span style="color: navy;"&gt;2005 median price&lt;/span&gt;&lt;/em&gt;&lt;/strong&gt; of a home that sold was &lt;strong&gt;&lt;span style="color: navy;"&gt;$349,634&lt;/span&gt;&lt;/strong&gt;.&lt;span&gt;&amp;nbsp; &lt;/span&gt;The &lt;strong&gt;&lt;em&gt;&lt;span style="color: green;"&gt;2009 median price&lt;/span&gt;&lt;/em&gt;&lt;/strong&gt; of a home that sold was &lt;strong&gt;&lt;span style="color: green;"&gt;$358,937&lt;/span&gt;&lt;/strong&gt;.&lt;span&gt;&amp;nbsp; &lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="text-align: justify;"&gt;&amp;nbsp;&lt;/p&gt;
&lt;p class="MsoNormal" style="text-align: justify;"&gt;&lt;span&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; &lt;/span&gt;Pundits refer to the past ten years as the lost decade as it relates to personal wealth.&lt;span&gt;&amp;nbsp; &lt;/span&gt;They say we are no better off today financially than we were ten years ago.&lt;span&gt;&amp;nbsp; &lt;/span&gt;The past four years have not been generous to the &lt;strong&gt;&lt;em&gt;&lt;span style="color: maroon;"&gt;Boulder County&lt;/span&gt;&lt;/em&gt;&lt;/strong&gt; real estate market.&lt;span&gt;&amp;nbsp; &lt;/span&gt;Today, we are about where we were in 2005 in terms of median price home values.&lt;span&gt;&amp;nbsp; &lt;/span&gt;Sales?&lt;span&gt;&amp;nbsp; &lt;/span&gt;That is a completely different subject.&lt;span&gt;&amp;nbsp;&amp;nbsp; &lt;/span&gt;&lt;/p&gt;

&lt;p&gt;HUD TAKES ACTION TO SPEED RESALE OF FORECLOSED PROPERTIES TO NEW OWNERS&lt;/p&gt;
&lt;p&gt;Measure to help bring stability to home values and accelerate sale of vacant properties  WASHINGTON -&lt;/p&gt;
&lt;p&gt;In an effort to stabilize home values and improve conditions in communities where foreclosure activity is high, HUD Secretary Shaun Donovan today announced a temporary policy that will expand access to FHA mortgage insurance and allow for the quick resale of foreclosed properties.&lt;/p&gt;
&lt;p&gt;The announcement is part of the Obama administration commitment to addressing foreclosure. Just yesterday, Secretary Donovan announced $2 billion in Neighborhood Stabilization Program grants to local communities and nonprofit housing developers to combat the effects of vacant and abandoned homes.&lt;/p&gt;
&lt;p&gt;"As a result of the tightened credit market, FHA-insured mortgage financing is often the only means of financing available to potential homebuyers," said Donovan. "FHA has an unprecedented opportunity to fulfill its mission by helping many homebuyers find affordable housing while contributing to neighborhood stabilization."&lt;/p&gt;
&lt;p&gt;With certain exceptions, FHA currently prohibits insuring a mortgage on a home owned by the seller for less than 90 days. This temporary waiver will give FHA borrowers access to a broader array of recently foreclosed properties.&lt;/p&gt;
&lt;p&gt;"This change in policy is temporary and will have very strict conditions and guidelines to assure that predatory practices are not allowed," Donovan said.&lt;/p&gt;
&lt;p&gt;In today's market, FHA research finds that acquiring, rehabilitating and the reselling these properties to prospective homeowners often takes less than 90 days. Prohibiting the use of FHA mortgage insurance for a subsequent resale within 90 days of acquisition adversely impacts the willingness of sellers to allow contracts from potential FHA buyers because they must consider holding costs and the risk of vandalism associated with allowing a property to sit vacant over a 90-day period of time.&lt;/p&gt;
&lt;p&gt;The policy change will permit buyers to use FHA-insured financing to purchase HUD-owned properties, bank-owned properties, or properties resold through private sales. This will allow homes to resell as quickly as possible, helping to stabilize real estate prices and to revitalize neighborhoods and communities.  "FHA borrowers, because of the restrictions we are now lifting, have often been shut out from buying affordable properties," said FHA Commissioner David H. Stevens.&lt;/p&gt;
&lt;p&gt;"This action will enable our borrowers, especially first-time buyers, to take advantage of this opportunity."  The waiver will take effect on February 1, 2010 and is effective for one year, unless otherwise extended or withdrawn by the FHA Commissioner.&lt;/p&gt;
&lt;p&gt;To protect FHA borrowers against predatory practices of "flipping" where properties are quickly resold at inflated prices to unsuspecting borrowers, this waiver is limited to those sales meeting the following general conditions:      * All transactions must be arms-length, with no identity of interest between the buyer and seller or other parties participating in the sales transaction.&lt;/p&gt;
&lt;p&gt;* In cases in which the sales price of the property is 20 percent or more above the seller's acquisition cost, the waiver will only apply if the lender meets specific conditions.&lt;/p&gt;
&lt;p&gt;* The waiver is limited to forward mortgages, and does not apply to the Home Equity Conversion Mortgage (HECM) for purchase program.  Specific conditions and other details of this new temporary policy are in the text of the waiver, available on HUD's website.&lt;/p&gt;

&lt;p class="MsoNormal" style="text-align: justify; text-indent: 0.5in;"&gt;In a rising or declining real estate market there is always a point where the market plateaus and then begins to move in the opposite direction.&lt;span&gt;&amp;nbsp; &lt;/span&gt;The &lt;strong&gt;&lt;em&gt;&lt;span style="color: maroon;"&gt;Boulder County&lt;/span&gt;&lt;/em&gt;&lt;/strong&gt; real estate market has been on a downward path since 2005 when there were 6,390 single family and attached units sold.&lt;span&gt;&amp;nbsp; &lt;/span&gt;That was the peak.&lt;span&gt;&amp;nbsp; &lt;/span&gt;Over the course of the past four years the local real estate market has experienced a noticeable reduction in sales.&lt;span&gt;&amp;nbsp; &lt;/span&gt;The last few months of 2009 saw a slight up tick in sales activity as compared to a similar timeframe for 2008; which is a good indication the market has bottomed out.&lt;span&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp; &lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="text-align: justify; text-indent: 0.5in;"&gt;2010 may be the &amp;ldquo;Perfect Storm&amp;rdquo; as it relates to the &lt;strong&gt;&lt;em&gt;&lt;span style="color: maroon;"&gt;Boulder County&lt;/span&gt;&lt;/em&gt;&lt;/strong&gt; real estate market.&lt;span&gt;&amp;nbsp; &lt;/span&gt;There are several elements in play that create an excellent opportunity for home buyers to purchase and home sellers to sell.&lt;span&gt;&amp;nbsp; &lt;/span&gt;&lt;/p&gt;
&lt;ul&gt;
&lt;li&gt;First, is the expanded &lt;strong&gt;&lt;em&gt;&lt;span style="color: blue;"&gt;Home Buyer Tax Credit Program&lt;/span&gt;&lt;/em&gt;&lt;/strong&gt;, which covers all potential home buyers.&lt;span&gt;&amp;nbsp; &lt;/span&gt;$8,000 for anyone who hasn&amp;rsquo;t owned a home during the three years prior to the purchase.&lt;span&gt;&amp;nbsp; &lt;/span&gt;$6,500 or 10% of the sale price, whichever is less, for current homeowners.&lt;span&gt;&amp;nbsp; &lt;/span&gt;The property has to be under contract by April 30, 2010 and must close by July 1, 2010.&lt;span&gt;&amp;nbsp; &lt;/span&gt;There is an $800,000 limitation on the cost of the home.&lt;/li&gt;

&lt;li&gt;Second, home mortgage interest rates continue to be attractive, with the traditional thirty-year fixed rate mortgage in the five (5) percent range.&lt;span&gt;&amp;nbsp; &lt;/span&gt;There is speculation that mortgage rates will trend upward as the Third, is the downward pressure the market has experienced in home values over the past few years.&lt;span&gt;&amp;nbsp; &lt;/span&gt;We are already seeing the lower end of the market beginning to show signs of appreciation as more first-time homebuyers and investors enter the market.&lt;span&gt;&amp;nbsp; &lt;/span&gt;Hopefully, this increase in home values will begin to work its way up into higher priced properties.&lt;/li&gt;
&lt;/ul&gt;
&lt;p class="MsoNormal" style="text-align: justify; text-indent: 0.5in;"&gt;&lt;span style="font-size: 11pt;"&gt;&amp;nbsp;&lt;/span&gt;&lt;/p&gt;

David Williams and Deco Django bring the Hot Club sounds of 1930s Paris to Louisville. They play Gypsy Jazz, the contemporary name for a musical form that started in the 1930s when American swing moved to Europe. The gypsy guitarist, Django Reinhardt, and the violinist Stephane Grappelli, began playing American style swing together, borrowing from the guitar-violin work of Joe Venuit and Eddie Lang, doing standards from the era, but soon they invented a whole new hot style that swung really hard and was totally inventive, infectious, driving, and moving. This became known as the Hot Club sound. Deco Django is David Williams and Emily Reynolds on guitars and vocals, Bill Pontarelli on clarinet, Duane Webster on bass, and new member, Jordan Ramsey on smokin' mandolin.

&lt;h2&gt;Curbside&lt;/h2&gt;
&lt;p&gt;The City will conduct a curbside collection of natural Christmas trees for recycling from January 4, 2010&amp;nbsp;- January 15, 2010. This service is available for City of Thornton trash/recycle collection customers only.&lt;/p&gt;
&lt;p&gt;Customers are asked to place their natural tree at the curb on their regular trash pickup day for City crews to collect. Trees should be free of decoration, tree stands and should not be placed in bags. These trees will be recycled into mulch for use in City parks.&lt;/p&gt;
&lt;h2&gt;Drop-Off&lt;/h2&gt;
&lt;p&gt;Thornton residents can also drop-off their Christmas trees for recycling on Saturday, January 9 from 10 a.m. to 2 p.m. at the Infrastructure Maintenance Center, 12450 Washington Street, at the north entrance with access on 126th Avenue east of Washington Street. Proof of residency is required.&lt;/p&gt;

&lt;div class="sectsubtitle"&gt;Westminster Park Services Division offers a Christmas tree recycling program. Bare Christmas trees (please remove plastic bags, tree stands and all decorations) may be dropped off in the lower parking lot of the City Park Fitness Center, 10475 Sheridan Blvd., from December 24 through January 24. The trees are recycled into mulch for use by residents and city crews.&lt;br&gt;&lt;br&gt;Boy Scout Troop 484 will pick up your Christmas tree and take it to the recycling area (specific dates only). Call 303-706-3389, to schedule a pick up. Many thanks to Troop 484 for providing this service.&lt;/div&gt;
