Gaithersburg Recycling Service Summary

Recycling in Gaithersburg just became easier as residents of single family homes and townhouses can now "single stream" their recyclables. Single streaming simplifies the recycling process by allowing customers to combine recyclable paper, plastic, glass, steel and aluminum materials into one single container for collection. These materials are then picked up by a single truck and taken to the Waste Management recycling facility in Elkridge, MD, where advanced recycling technology is used to automate the sorting of these materials. Single streaming promotes recycling for those who like the simplicity of using one container for all recyclables. This system eliminates the need to separate newspapers from bottles and cans, which can take up space at home with several different bins for recycling. Any questions regarding these collections should be directed to the Gaithersburg Department of Public Works at 301-258-6370.

Once Per Week Collection (Single Family and Townhouses)

Regular Refuse - Not collected by the City. Residents should make arrangements directly with private refuse haulers.
Newspapers, Mixed Paper, Recyclable Cans, Glass Containers, and Plastic Containers - Collected by the City's recycling contractor in City provided bins, placed at the curb on your recycling day.
Corrugated Cardboard - Collected by the City's recycling contractor these no longer need to be cut or flattened.
Brush and Branches - Collected by the City's recycling contractor when tied in bundles or placed in biodegradable brown paper bags and placed at the curb on your recycling day.
Grass Clippings and Other Yard Trimmings - Collected by the City's recycling contractor when placed in biodegradable brown paper bags and set at the curb on your recycling day.

Once Per Month Collection

Large Appliances - Collected by City crews on your first recycling day of the month. Doors should be removed or secured so they cannot be opened.
Large Household Items - Acceptable items collected by City crews on your first recycling day of the month.

Bulk items must be separated from regular refuse and marked "Bulk Pick Up" Items improperly prepared will not be collected.

Special Collections

Loose Leaves - Collected by crews in the fall and spring when raked to the curb during designated leaf collection days.
Storm Damage/Large Amounts of Brush - Call 301-258-6370 to discuss special arrangements.
Holiday Trees - Collected by City crews when placed at the curb on your recycling day (Dec. 26 - Jan. 31).

Apartments and Condominiums

On October 17, 2005, Gaithersburg's Mayor and City Council approved Ordinance No. O-8-05 which makes Montgomery County's multi-family and commercial recycling laws applicable in the City of Gaithersburg.

Multifamily properties located in Gaithersburg must now implement a recycling program in accordance with Montgomery County's "Think Reduce and Recycle at Apartments and Condominiums" (TRRAC) program. Key provisions of Montgomery County's multifamily recycling laws:

On-site recycling services must be provided for all residents.
Multifamily properties must recycle certain materials:

- Newspapers, including inserts
- Aluminum and bi-metal (steel/tin) food and beverage cans and aluminum foil products
- Glass bottles and jars (green, clear and amber)
- Plastic bottles with necks
- Yard trimmings (grass, leaves, brush and Christmas trees)
The property owner/manager must develop a waste reduction and recycling plan for submission to Montgomery County.
The property owner/manager must contract with a Montgomery County licensed collector.
The property owner/manager must meet County annual reporting requirements.

Businesses

Businesses located in Gaithersburg must now implement a recycling program in accordance with Montgomery County's "Smart Organization Reduce & Reuse Tons" (SORRT) program. All businesses must recycle the following required materials with a goal of recycling 50 percent of total waste produced:

- office paper

- yard trim
Businesses with 100 or more onsite employees must complete a Business Recycling and Waste Reduction Plan (referred to as the Plan) to tell the County how your business will recycle the required materials.
Businesses with 100 or more onsite employees must submit an Annual Business Recycling and Waste Reduction Report (referred to as the Annual Report) by the dates specified in the Reporting Schedule. Businesses with fewer than 100 onsite employees may submit an annual report upon request of the Division of Solid Waste Services.

Recycling Cans, Glass and Plastic Bottles (Single Family and Townhouses)

Cans

Any aluminum or steel food beverage cans. Examples: soft drink, beer and juice cans; tuna, bean, and vegetable cans; pet food cans, etc..

DOs

Empty and rinse all cans.
Labels and attached lids are okay.
Push lids down into cans so they will not injure collectors .

DON'Ts

NO cans other than food or beverage containers.
NO automobile parts or household metal items, pots and pans, aluminum siding, furniture or propane tanks.
DON'T completely remove can lids.
DON'T crush cans.

Aluminum Foil

Disposable aluminum foil products (i.e., pie plates, foil, etc.).

Clean and wipe aluminum foil.

Glass Jars/Bottles

Any glass food or beverage jars or bottles; no lids. Examples: soft drink, juice, beer and wine, spaghetti sauce, pickle, mayonnaise jars, etc..

DOs

Narrow-neck plastic bottles that contained food, drink and household products
examples: milk, juice, water, syrup, vegetable oil, salad dressing, cleaning, detergent and shampoo/conditioner bottles
Plastic food-grade tubs and lids
examples: margarine/butter tubs, cottage cheese, yogurt, sour cream, mayonnaise, whipped topping, peanut butter and deli containers, and prescription bottles
Plastic pails/buckets
examples: ice cream, detergent, pet food and kitty litter containers

• Plastic toys

Please note the following:

Labels and plastic rings around the neck of the bottles are okay.
Please empty and rinse all containers.
There's no longer any need to check for the neck or the resin number (the number inside the "recycling" triangle").

We cannot accept:

Any plastic bottle or container that held hazardous automotive or garden products
examples: motor oil, antifreeze and pesticides
Polystyrene and Styrofoam products

Gaithersburg Thanksgiving Day Recycling to be Picked Up the FOLLOWING Saturday

The City of Gaithersburg announces that the collection of recycled materials for residents whose regular recycling day is Thursday, November 26, 2009 will take place the FOLLOWING Saturday, November 28. This includes newspaper, mixed paper, corrugated cardboard, and commingled materials, as well as brush, branches, grass clippings, leaves and other yard trimmings, picked up by the City's recycling contractor.

Regular trash and garbage collection for City residents is handled by private contractors. Please contact your HOA or your private contractor regarding the holiday collection schedule for these materials.

Gaithersburg Again Named Best Place in Maryland to Raise Your Kids

For the second year in a row, BusinessWeek magazine has named Gaithersburg as Maryland's "Best Place to Raise Your Kids." To be in the running, towns in each state had to have at least 45,000 residents and a median family income between $40,000 and $125,000. Rankings considered such elements as school performance, affordability and safety. Weight was also given to cost of living, air quality, job growth, racial diversity, local parks, ball fields, zoos, recreation centers, museums, and theaters.

In the write up on the BusinessWeek website, Gaithersburg was described as "... a former farming town at the terminus of the D.C. Metro's Red Line ... a diverse, affordable place with a shopping district called ‘Old Towne' that dates back to the 19th century." The City has a population listed at just over 60,000 and a median household income of $88,603. Runners up in Maryland were Frederick and Ellicott City. The city ranked number one in the nation was Tinley Park, IL.

"It's nice to receive national recognition, validating the efforts we put forth to make this a very livable community," said Mayor Sidney Katz. "Our emphasis on youth programs, environmental stewardship, open space, and cultural enrichment certainly helps make this a desirable place to raise a family."

For thirteen years the City of Gaithersburg's Winter Lights Festival has dazzled audiences throughout the Washington metropolitan area. It's back for its fourteenth season, ready to welcome thousands to enjoy the traditional 3.5 mile drive through a magically transformed Seneca Creek State Park.

But first, enjoy a sneak preview of the lights when you drive through the park on Saturday or Sunday, November 28 or 29. During the two-day premiere the festival will be open from 6 to 10 p.m. Admission is $14 per car.

On Monday, November 30 from 6 to 9 p.m. we invite you to put on some comfortable shoes and join us for a one-mile stroll through Teddy Bear Land. Or bring a blanket and enjoy the view from our 45-minute open air trolley rides. This is a great way to see the dazzling displays from a whole new perspective. For City of Gaithersburg residents, admission is $3 per person for both the walk and the trolley. Nonresident admission is $4. Children two and under must ride in a collapsible stroller, and are admitted free for the walk. Online registration begins October 28, 2009. The Gaithersburg Winter Lights Festival will then be open nightly for drive-through traffic December 4 through January 2. It is closed on December 25 and January 1.

Driving through the enchanted forest setting of Seneca Creek State Park, visitors will enjoy more than 380 illuminated displays and 60 animated vignettes that light up the night. Themed areas along the 3.5 mile drive include Winter Woods, Teddy Bear Land, Victorian Village, the North Pole and much more. The park is located at 11950 Clopper Road, a few miles west of the intersection with I-270.

In the spirit of the holidays, proceeds from the 2009 festival will benefit local charities, including the Dolores Swoyer Camp Scholarship Fund, Friends of Seneca Creek State Park, Shady Grove Adventist Hospital, Gaithersburg Help, and the Gaithersburg Holiday Giving Program.

Winter Lights is open Sunday through Thursday from 6 to 9 p.m., and Friday and Saturday from 6 to 10 p.m. The Festival is closed on December 25 and January 1. Cash-only admission is $12 per car Monday through Thursday and $14 per car Friday, Saturday and Sunday. Two dollar discount coupons valid Monday through Thursday only are available at nearby Lakeforest Shopping Center.

WHAT HAPPENS WHEN THE ASSISTED LIVING HOME GOES TO FORECLOSURE?

We were contacted by a concerned daughter this week. Her mother has lived in an assisted living home for many years. The property is a single family home. The daughter noticed that the home address was included on a list of trustee sale in Montgomery County, Maryland.

She was seeking our advice on what to do. It turned out the the operator of the home was not the owner, contrary to what the family understood. The owner may lose the property to foreclosure and the tenants, including the elderly care patients will be innocent victims.

Problem mortgages hit new high at 14 percent

Data mean foreclosures may not peak until next year

"More than 14 percent of borrowers were in trouble on their mortgage during the third quarter, a new record, according to an industry survey released Thursday, which also suggests that the foreclosure rate is likely not to peak until next year as unemployment rates continue to rise.

Unemployment remains a big driver of the problem, according to the Mortgage Bankers Association, which conducts the survey. Those with delinquent loans now include a growing portion of people traditionally considered creditworthy and people whose mortgages are insured by the Federal Housing Administration.

"The outlook is that delinquency rates and foreclosure rates will continue to worsen before they improve," said Jay Brinkmann, the group's chief economist."

"The number of borrowers delinquent or in foreclosure in the District, for example, rose to 10.3 percent during the third quarter, compared with 7.4 percent during the same period last year. In Virginia, 9.9 percent of borrowers were in trouble with their mortgage compared with 7 percent last year.

Maryland has the highest proportion of borrowers in delinquency or foreclosure in the area, 13.9 percent during the third quarter. That is up from 9.2 percent last year."

CALL THE POLICE IF YOU HAVE NIGHTTIME DOOR KNOCKERS

Recently, there have been some nighttime knockers in some communities. It
is unknown what these nighttime knockers want or why they are coming at
night. I just wanted to pass along to you all some helpful tips if an
unknown knocker is at your door.

1. Turn on your porch light (This should already be on.) and look outside
through your peephole or window. Looking to see who this person is helps
both you and the police. Get a clothing description of the person and write
it down so that you can provide that to the police if need be.

2. Ask who it is. If they do not answer, ask again. If they do answer, ask
them through the door what they want.

3. If they refuse to answer you but ask you to open the door, call the
non-emergency number at 301-279-8000 and request an officer come by. Tell
the dispatch center why you are calling and provide the clothing description
of the unknown. THIS HELPS OFFICERS WHEN THEY ARE DRIVING AROUND THE
NEIGHBORHOOD TO IDENTIFY THOSE UNKNOWN PEOPLE.

Yield: 4 Servings

Ingredients:

•· ½ gallon turkey stock

•· 2 cups sea salt

•· 1 ½ cups maple syrup

•· 2 Tablespoons black peppercorns

•· 1 Tablespoon juniper berries

•· 1 Tablespoon clove

•· 8 sprigs fresh thyme

•· 4 fresh bay leaves

•· 1 ½ gallons ice water

•· 12-15 pound turkey

•· Salt and pepper

•· Butter

•· 3 cups mirepoix

Method:
Bring the turkey stock, salt, maple syrup, peppercorns, juniper berries, clove, thyme and bay leaves to a boil. Remove from the heat and allow to steep for 1 hour. Combine the steeped stock with ice water in a 5-gallon bucket.

Rinse the turkey and remove the giblets, reserving them for the gravy. Submerge the turkey in the brine and refrigerate for 24 hours.

Preheat oven to 325ºF. Remove the turkey from the brine and rinse well. Season with salt and pepper, both inside the cavity and out. Place a few knobs of butter under the skin and coat the outer skin with melted butter. Place on a bed of mirepoix and roast for 6-8 hours.

Only a handful of homeowners are receiving permanent loan modifications under the Obama administration's foreclosure prevention plan.

NEW YORK (CNNMoney.com) - "Only a tiny percentage of troubled homeowners have received permanent modifications under President Obama's foreclosure prevention plan, raising concerns about the effectiveness of the $75 billion effort.

Fewer than 5% of the trial modifications on loans owned or guaranteed by Freddie Mac were converted to long-term adjustments as of Sept. 30, according to the mortgage finance giant."

"The U.S. housing market is sputtering again, adding to doubts about the vigor of the economic recovery.

Just a few months after housing showed signs of leveling off, bad weather and uncertainty over the extension of a home-buyer tax credit sent new-home starts in October tumbling 10.6% from the previous month. They fell to the lowest level since April, the Commerce Department said Wednesday. Starts of single-family houses fell 6.8%."

"The housing-supply picture is tricky to read. The number of homes listed for sale was 3.63 million in September, down 15% from a year earlier, according to the National Association of Realtors. That is enough to last about eight months at the current rate of sales. Anything above about six months is considered a buyer's market, in which prices may come under downward pressure.

But those numbers don't reflect the millions of homes expected to go through foreclosure over the next few years, adding to supply. Amherst Securities Group in September estimated seven million homes are headed for foreclosure in the next few years -- more than a year's home sales at the current rate."

"Housing faces important problems, including continuing high foreclosure rates," Federal Reserve Chairman Ben Bernanke said in a speech Monday. "But residential investment should become a small positive for growth next year rather than a significant drag, as has been the case for the past several years."

"The number of people awaiting foreclosure action has ballooned partly because the government has prodded lenders to consider reducing payments for many distressed borrowers in an effort to avert foreclosures. At the same time, loan-servicing companies, the firms that collect mortgage payments and handle foreclosures, are overwhelmed by the millions of distressed borrowers. "There is only so much volume that can be processed by the servicers each month," said Herb Blecher, a vice president at LPS.

Overall, about 12.4% of American households with mortgages in October were 30 days or more overdue or in the foreclosure process, according to LPS. That's up from 12.3% in September and 8.6% in October 2008. In the latest month, about 6.9 million households fell into this category."
