Walk through the town of Bel Air Maryland on sidewalks and along the Ma and Pa trail, a converted railroad bed that is now a paved walking trail. This walk has been updated and revised so it now offers a number of different lengths. Pets must be leashed at all times with clean up. This is a wonderful Harford county event with scenic views of homes and recreation areas along the trail. Strollers, Wheelchairs and Pets are allowed. There are also restrooms available.

You will see Historic Churches in Bel Air, experience Ma and Pa railroad heritage and veteran memorials.

The starting point is Friendly's Restaurant, 353 South Main St., Bel Air, MD, 410-838-7374. From I-95 north or south take exit 77, MD Rte 24, toward Bel Air for 4 miles. Turn right onto Ring Factory Rd for 0.6 miles. Turn left at the light onto MD Rte 924, Main St, for 1.3 miles. Start is on the right. Park in the back.

REO Properties vs. Buying Foreclosure Auction Properties, Buyer Protection is the key

With that said I have experience in bidding on and buying property at the courthouse steps AND buying REO (Real Estate Owned) or "Bank Owned" properties in Maryland. I have sold my friends REO properties with 100% success and yes...even I purchased a Bank Owned home as my primary residence. I bring with this discussion a lot of experience in both ends of buying and selling bank owned and auction properties. Depending on your perspective and what you are ultimately trying to do with the property, your risks could be very high or very profitable.

AUCTION FORECLOSURE PURCHASE

The auction method of purchasing real estate can be the most profitable yet the most risky venture you can partake in. If you are looking to bid on and purchase a home and use it as your primary residence in Maryland, get yourself armed with all the information you need. Who better to ask than an Auctioneer selling Foreclosed Properties The key to a successful purchase is Due-Diligence. What does that mean? It means Do your homework first! Study the market in the area you are looking to live and know it! You do not want to be caught in a situation of over-bidding on a property.

There are several risk factors you will need to accept. One, The owner may still be living in the home. If this is the case, know that it is your responsibility to obtain possession of the property once you settle on it. This can be done in couple ways. You can offer the owner "Cash-for-Keys"...basically "I'll give you cash once you have removed your personal belongings, kept the appliances in place, didn't strip it of the fixtures and once we walk-through the property, I give you cash...you give me the keys". This can be a win-win for both parties, you get a clean home with minimal damage and the previous owner gets cash for a security deposit on his/her apartment. The amount may vary, I have had 100% success offering cash-for-keys and have paid out as much as $500 to $3,000 to the tenant or previous owner. It's all in how you approach the people. Remember, they are already emotionally spent. Don't make it worse.

•a. Be prepared to give the Auctioneer the required deposit as spelled out in the advertisement. Remember, the ad IS the contract. Read it and understand it. If the deposit is $10,000 - You will need that amount in either cash, cashier's check (made payable to yourself then sign it over) in order to bid on the property. This is typically the only qualification the Trustee and Auctioneer require in Maryland. Do not come with a personal check unless your name is Senator so and so......then they will require double! Just kidding. No personal checks unless authorized by the Trustee prior to sale.

•b. Do not focus on the debt amount owed on the property and assume it's the "starting bid" or "reserve bid" from the bank. Many properties are being offered BELOW the debt amount owed because the bank does not want to take on the added inventory of homes. Depending on location, as-is valuation, condition, etc. the bank may take a 20% to 50% reduction at the courthouse steps. Example, original principle mortgage amount was $100,000 in 2006. The owners made a few payments but fell behind. After penalties and interest, the amount is $109,000. The bank is requiring a $10,000 deposit. In the past, bidders have assumed the deposit is 10% of the banks starting bid or "reserve". This is not true! In many cases the bank will authorized a sale for much less than the amount owed. With this in mind.....bring your deposit and bid! I have sold many homes with only 1 person standing in front of me because bidders were scared of the deposit. Don't be. Experienced Investors know this and NOW you do too.

•c. Ratification period. In most jurisdictions, it is taking approximately 30 to 90 days for the court to ratify or "ok" the sale. The interest rate published in the ad is what you will be paying on your bid amount from the date of sale to the date of settlement. The owner still has a right to file "exceptions" to the sale so don't assume you will only be paying the interest on 45 days or so. I purchased a property that took 8 months to settle! I was able to get 3 months of it reduced however that is only through the power of negotiating (pat on the back).

•d. I have found that the sooner you contact the owner after you become the successful bidder on the property the better. Open that line of communication. Let them know you acquired their property through foreclosure and your intention is for a smooth, hassle-free transition..hence..cash-for-keys, etc. Your final option is an eviction but that costs time and money.

•e. If you are purchasing this home for investment purposes, again, do your homework. Don't venture out on this alone. Find a mentor or someone who has done this before. I can't tell you how many "newbie's" show up at auction excited they are the successful bidders just to find out months later they overbid, did not work out their rehab numbers correctly, did not figure "going in" AND "going out costs", etc. I will not go into the details here but due-diligence is the key. Work closely with a Real Estate Agent who understands the mind-set of an Investor (me) and allow them to advise you on value, rehab, retail value, etc.

•f. Last but not least, know that you will be paying BOTH sides of the closing costs. Remember, what you are signing is a No-Contingent (Not contingent on appraisal, your ability to obtain financing, home inspection), "As-Is" contract. If you do not settle, you could lose your deposit. I have seen it done many times. Concerning the financing, you need to be cash ready or obtain Hard Money for this purchase. You may have the option to refinance out of the loan later at a much better rate. Forget obtaining a conventional mortgage because you will not be able to conduct a walk-through appraisal. Some investors purchase with a HELOC but why use your own money. Your Bank or Mortgage Broker is there to answer your financing questions...know before you bid or it WILL cost you!

REO or BANK OWNED PROPERTIES

I am going to approach this scenario strictly as if you were purchasing a home to be used as your primary residence. Investors also purchase these properties and have done very well with rehabbing and either selling or using as a rental. I just represented a buyer/investor on a 4 bedroom, 2 bath Rancher with a 2 car garage on 1.15 acres for $150,000 in Jarrettsville!! It is being rehabbed now and will be ready for the retail market in March of 2010. My primary residence is a Bank-Owned property in Fallston, Maryland. It was initially purchased for $500,000 in 2005 and was foreclosed on. I purchased a beautiful Brick Colonial with a brand new kitchen - Jenn-Air Double Oven with a Cook-top Stove, In-ground Pool, 3 decks, gazebo, 3.5 baths, 2 car garage, new roof for less than $400,000 and negotiated the bank to pay ALL my closing costs! It can be done but only with an aggressive real estate agent who knows the REO business. I know how the banks think....I know how they operate..... I have bank owned listings.

•a. After becoming financially qualified, Search for Bank Owned properties in the area(s) you want to live. How? Find a local agent that knows the REO market. Tell them you want bank owned listings sent to you immediately when they come on the market. Make appointments to see them. Many of the homes you will preview will need some sort of repairs done. Some more than others. Look past this initially. Think of the bigger picture. Ask yourself, "Is it the area I am looking for? Is it the right style of home? Can I work with these repairs needed? Does it work within my budget?" Just figure that every home needs AT LEAST paint and carpet. If you are thinking of other up-dates then evaluate those costs. Your agent may be able to help you estimate those initial costs.

•b. If you like the home, ask for comparables in the area. You don't want to do the work that is needed and find out your saving $1,000 by buying a bank owned property. Most bank owned homes are listed 20% to 50% of retail based on a 30 day "as-is" sale AND or course....condition. We can help you experience that type of savings and will even guarantee it!

•c. Before you start your search, make sure you are financially qualified. Let your bank or mortgage broker know what you are looking to do. If you only qualify for an FHA, there are certain things an agent must look for to make sure it will pass the appraisal process. I will not get into the details here only to say get an experience real estate agent to represent you to start the process.

•d. What I love most about this type of sale for a buyer is that you ARE protected by the contract. Your agent can help protect you with a financing contingencies, appraisal contingency, mold inspection, radon inspection, home inspection, roof inspection, termite inspection, inspecting the inspector inspection (just kidding). Just know THIS....the more contingencies you put in the contract...the more difficult it will be for the bank to accept your offer over someone else's. Again, an experienced agent will help you negotiate your best deal. I know what the banks are looking for!

•e. It is important that the contract is reviewed carefully. Banks many times will put verbiage in the contract stating they will pay NO closing costs. Then how is it I was able to negotiate the bank to pay ALL my closing costs AND reduce the price of the home by $100,000? Experience. Period. They may also limit the FHA repairs or ANY repairs they will do. Most will not do or allow repairs, just know that before signing the contract and undergo the expenses of hiring a Home Inspector, etc.

•f. I have found that many times the bank will LIST a property for sale for less than what they would have taken at the courthouse steps. One reason is that most times the bank cannot evaluate the interior condition of the home. Prior to foreclosure they will order what is called a BPO or "Broker Price Opinion". This is basically an in-expensive appraisal. Most of the time it is a "drive-by" appraisal evaluating only the exterior condition. The bank will base their value on the condition, area comparables and whether the market is declining, etc. Once the bank acquires the property, the Real Estate Agent assigned to the property will verify occupancy, provide an Interior BPO for the Bank and prepare it for sale. The BPO will paint a picture for the bank as to the condition of the interior of the home. This is where the rubber meets the road. If the interior condition is poor, the bank, along with the agent must access the damage and place a value to that. I have found that many times the bank will list a property for $20,000 to $30,000 less than what you would have had to bid on auction day to purchase it. WOW! Condition, condition, condition.

•g. Hiring a Full Time Real Estate Agent is crucial in a successful Bank Owned or REO purchase. If you have any questions, please do not hesitate to contact me.

Keeping Your Wallet and Purse Safe this Holiday, Christmas Season for Baltimore Maryland Residence

Often during this busy time of the year here in Maryland, it is easy to stop paying attention to your surroundings and/or personal safety. Too often crimes occur simply because of an opportunity, so now more than ever we want to provide you with several holiday safety shopping tips.

Safe Wallet, Safe Purse

·         Choose a purse/bag with a strap and a zipper and keep it closed.

·         Carry your bag with one arm across it or with the strap crossing your body. Wear the strap under your jacket or sweater.

·        Keep your keys and phone separate from your handbag. Why? If your purse is stolen, you'll be stranded with no car keys and no immediate way to call anyone.

Quick Errand? Carry Light.

Short errand? If possible, leave your purse at home and carry only what you need in pants or shirt pocket.

·     To minimize leaving your wallet somewhere, establish the habit of returning it to a secure inside pocket of a coat, jacket, or purse.

·        Remove rarely used credit cards from your wallet and store them in a safe place at home.

·        Do not carry any IDs you don't need for shopping (insurance cards, Social Security card)

Carry Smart and Only as Needed when Shopping in Maryland

Medical cards often use your social security number as your account number - carry your card only as needed.

·        If you carry a PDA, make sure it's password-locked when not in use.

·         When shopping at Harford Mall, Whitemarsh Mall, Towson Town Mall and surrounding stores in Maryland, you'll be collecting store receipts as well as debit/ATM card receipts. Clean these out of your purse or wallet after each shopping trip and put them in an envelope or folder. This limits unnecessary papers and mess.

·         Before each shopping trip, mentally itemize what's in your purse and wallet. This will give you an idea of what to report to an insurance agent in case of theft.

·         Keep a list of emergency phone numbers (bank, credit card companies, insurance agent) at home and at your office. Why? Many people use lunch hours for shopping. In case of a theft or loss, you'll have emergency numbers nearby.

Tax Credit Information 2010 for Home Buyers and Owners in Maryland, Harford, Baltimore, Cecil County

New Tax Credit

What you may know:

You may know about the new legislation that extends the First-Time Home Buyer Tax Credit in Maryland.

What you may not know:

Is that the law defines a first-time home buyer in Maryland as someone who has not owned a principal residence during the three-year period prior to the purchase.

For married couples, each individual must qualify as a first-time homebuyer in Maryland to receive the credit. So, if one of you have owned a home during the prior 3 years, neither of you qualify as a first-time buyer.

You can purchase a new home in Maryland up to a maximum of $800,000.

This tax credit is equal to 10% of the home purchase price up to a maximum of $8,000.

The tax credit has been extended until April 30, 2010. However, if you are in a binding contract by April 30, 2010, a home purchase in Maryland that is completed by June 30, 2010 will qualify.

The old income limit was $75,000 for single taxpayers and $150,000 for married couples filing jointly for homes purchased on or after January 1, 2009 and on or before November 6, 2009.

But, the new income limit for homes purchased after November 6, 2009 and on or before April 30, 2010 is $125,000 for single taxpayers and $225,000 for married couples.

What you need to know:

You need to know that in addition to the first-time home buyer tax credit; there is also a tax credit of $6,500., for homeowners wanting to purchase another principal residence.

To be eligible to claim this tax credit, buyers must have owned and lived in their previous home for five consecutive years out of the last eight.

This credit is only available for homes purchased after November 6, 2009 and on or before April 30, 2010. However, the same rules apply, if you are in a binding sales contract by April 30, 2010, the home purchase qualifies provided the sale is complete by June 30, 2010.

Harford County Sheriff's Office Annual Christmas Drive is Under Way

The Harford County Sheriff's Office Annual Christmas Drive is underway. Chaired for the fourth year by Captain Steve Thomas and Lauren Brooks, the agency has been committed to helping families during the holiday season for over a quarter of a century. The program has grown significantly in the last 27 years with the help of dozens of volunteers from the Harford County Sheriff's Office. With all the help from the community, 2008 was a record year, helping 198 families that included 266 adults and 421 children. Christmas gifts and food were delivered to various communities throughout the county.

The Harford County Sheriff's Office is accepting donations of toys, non-perishable foods; holiday candy; personal hygiene items such as soap, shampoo, toothpaste, toothbrushes and deodorant; first aid supplies such as band aids and bandages. Toys specifically sought out this year are dolls, crayons, actions figures, and games. Items for teens, ages 12-15 are also in high demand. Specifically requested for girls are purses, make-up and lotions and for boys, sports equipment and games.

Cash is accepted and checks should be made payable to the "Harford County Sheriff's Office Employee Fund." Collection drop boxes can be found at the following locations:

Holiday Foot Patrols in Major Shopping Areas Harford Mall, Whitemarsh Mall, Towson Town Mall

The holiday season is upon us and Harford and Baltimore County Sheriff's Office will be intensifying their regularly scheduled patrols with our Annual Holiday Foot Patrol Initiative. For the seventh consecutive year, beginning December 1, 2009, Sheriff's deputies will be conducting both foot and vehicular patrols of shopping centers and retail plazas in our jurisdiction. The intent is to deter crime and make the holidays much safer for the citizens of Harford County. In addition to deputies on patrol, Harford County Sheriff's Office Command Staff will be taking to the streets as well. This provides commanders an excellent opportunity to meet with the business community and citizens that they serve.

Keep your holiday gifts safe

Remember, many crimes in Harford and Baltimore occur simply because the opportunity exists. Therefore during holiday patrols, deputies will be utilizing an awareness tool that identifies if a vehicle was a potential target for crime. These provide a way to help you remember to be more alert and aware with your vehicles. The awareness reminder entitled "Attention- Don't be a victim" will indicate whether the deputies discover a car was that unlocked and unattended. It will also point out if personal property (such as a laptop, holiday gifts or portable GPS system) was left in plain view.

Harford County Law Enforcement Kick Off Holiday Safety Initiatives

Beginning November 25th and continuing through January 1st, 2010, the men and women of Harford County's various Law Enforcement Agencies will be working as a team this holiday season focusing on several special initiatives that include increased patrol efforts in local shopping areas, enforcement of handicap parking spaces and crackdowns on impaired drivers through DUI Saturation patrols. Law Enforcement Officers from the Harford County Sheriff's Office, Maryland State Police, Aberdeen Police Department, Bel Air Police Department and Havre de Grace Police Department recognize that the safety and well being of the citizens of Harford County is their number one concern. Working together, they will be doing all they can to ensure a safe and secure Holiday Season to the residents of the County.

Holiday Safety Foot Patrols

Law enforcement officer from Harford County Sheriff's Office, Aberdeen Police Department, Bel Air Police Department and Havre de Grace Police will be conducting additional foot and vehicular patrols of the shopping centers and retail plazas throughout the county. This Holiday Season initiative will allow deputies and officers a greater opportunity to meet the business community and citizens served. During the patrols, law enforcement officers will reach out to the business owners and managers with crime prevention tips to assist in ensuring that their season's revenues stay with them rather than a criminal. This also creates a presence that may serve as a deterrent to criminals. In addition, they will function as reminder to Harford County Citizens the importance of practicing personal shopping safety tips such as: keep valuables out of plain site, lock your car at all times and always pay attention to your surroundings.

Handicap Parking Enforcement

During this holiday shopping season, local law enforcement will be ticketing motorists illegally parked in spaces reserved for persons with disabilities. Only those with special parking placards or registration plates are authorized to park in "handicapped" (accessible parking) spaces reserved for persons with disabilities. Motorists with disabilities need the spaces provided for them in order to shop, dine and access businesses. Remember: the accessible spaces are there for a specific reason and if you do not require special parking, then parking in that spot for just a minute is 60 seconds too long. Motorists with a disability are also reminded to correctly display their placards when parking, remove them while your vehicle is in motion, and make sure to always have your copy of the medical certification in your possession.

Zero Tolerance for Drivers Operating Under the Influence

The holiday season between Thanksgiving and New Year's is one of the deadliest and most dangerous times of the year due to an increase in impaired driving. Therefore, all law enforcement officers will be on the lookout for drivers operating under the influence this holiday season. Harford County Law Enforcement officers and deputies will be out in force through out the county making sure drunk drivers are off the road. Operating under the influence is an incredibly serious violation and will not be tolerated. If you are caught driving impaired, you will be arrested. No exceptions. No excuses.

Be Safe this Holiday Season, Don't Drink and Drive, Safety Recommendations

As a component of Harford County Law Enforcement's 2009 Holiday Safety Initiative, Harford County Sheriff's Office deputies will be conducting DUI Saturation Patrols throughout the holiday season. If they catch you driving impaired, they will arrest you. No exceptions. Drunk or impaired driving killed nearly 13,000 people in 2007. That's one person every 40 minutes. That makes it everyone's problem. So tonight and throughout the holiday season, make a choice. Don't Drink and Drive.

Much of the tragedy that results from impaired-driving crashes could be prevented if everyone followed these safety recommendations:

* If you are planning to drink alcohol with friends, designate a sober driver before going out - and give that person your keys.

* If you are impaired, do not drive - call a taxi, use mass transit, or call a sober friend or family member to get you home safely.

* Promptly report impaired drivers you see on the roadways to law enforcement.

* Wear your seat belt while in a car or use a helmet and protective gear when on a motorcycle as these are your best defenses against an impaired driver

* And remember, if you know someone who is about to drive or ride while impaired, take their keys - and help them get to where they are going safely.

Happy Thanksgiving, we have so much to be thankful for.

Not long after becoming America's first President, George Washington issued our country's first Thanksgiving Proclamation on October 3, 1789. In the proclamation, Washington wrote:

"Whereas it is the duty of all Nations to acknowledge the providence of Almighty God, to obey his will, to be grateful for his benefits, and humbly to implore his protection and favor.

"Now therefore I do recommend and assign Thursday the 26th day of November next to be devoted by the People of these States to the service of that great and glorious Being, who is the beneficent Author of all the good that was, that is, or that will be--That we may then all unite in rendering unto him our sincere and humble thanks--for his kind care and protection of the People of this Country previous to their becoming a Nation--for the signal and manifold mercies, and the favorable interpositions of his Providence which we experienced in the course and conclusion of the late war--for the great degree of tranquility, union, and plenty, which we have since enjoyed--for the peaceable and rational manner, in which we have been enabled to establish constitutions of government for our safety and happiness, and particularly the national One now lately instituted--for the civil and religious liberty with which we are blessed; and the means we have of acquiring and diffusing useful knowledge; and in general for all the great and various favors which he hath been pleased to confer upon us.

Holiday Season Safety Tips

If you're traveling

Get an automatic timer for your lights.
Ask a neighbor to watch your home, shovel snow, and park in the driveway occasionally.
Don't forget to stop the mail and newspaper while you are gone.

If you're out for the evening

Leave some lights on and maybe even a radio or television.
Be sure to lock all windows and doors.
Don't display gifts where they can be seen from outside.

If you're shopping

Stay alert and be aware of what is going on around you.
Park in a well-lighted place. Lock your car doors and store valuables and packages in the trunk or out of sight.
Avoid carrying large amounts of cash. Pay by check or with credit cards when possible.
Carry your purse close to your body and put your wallet in an inside coat or front pants pocket.

If shopping with children, teach them to go to a store clerk or security guard if you get separated.

First Time Homebuyer Tax Credit Extended Into 2010! Plus...A New Tax Credit for Certain Existing Home Owners! It's official. President Obama has signed a bill that extends the tax credit for first-time homebuyers (FTHBs) into the first half of 2010. This program had been scheduled to expire on November 30, 2009.

In addition to extending the tax credit of up to $8,000 through June 30, 2010, the extension measure also opens up opportunities for others who are not buying a home for the first time.

So Who Gets What? The program that has existed for FTHBs remains intact with the one exception that more people are now eligible based on an increase in the amount of income someone may now earn.

Additionally, the program now gives those who already own a residence some additional reasons to move to a new home. This incentive comes in the form of a tax credit of up to $6,500 for qualified purchasers who have owned and occupied a primary residence for a period of five consecutive years during the last eight years.

Deadlines - In order to qualify for the credit, all contracts need to be in effect no later than April 30, 2010 and close no later than June 30, 2010.

Higher Income Caps in Effect - The amount of income someone can earn and qualify for the full amount of the credit has been increased.

Single tax filers who earn up to $125,000 are eligible for the total credit amount. Those who earn more than this cap can receive a partial credit. However, single filers who earn $145,000 and above are ineligible.

Joint filers who earn up to $225,000 are eligible for the total credit amount. Those who earn more than this cap can receive a partial credit. However, joint filers who earn $245,000 and above are ineligible.

Maximum Purchase Price - Qualifying buyers may purchase a property with a maximum sales price of $800,000.

First-Time Homebuyer Tax Credit – Frequently Asked Questions -

Here are answers to some commonly asked questions about the tax credit.

What is a tax credit? A tax credit is a direct reduction in tax liability owed by an individual to the Internal Revenue Service (IRS). In the event no taxes are owed, the IRS will issue a check for the amount of the tax credit an individual is owed. Unlike the tax credit that existed in 2008, this credit does not require repayment unless the home, at any time in the first 36 months of ownership, is no longer an individual's primary residence.

What is the tax credit for first-time homebuyers (FTHBs)? - An eligible homebuyer may request from the IRS a tax credit of up to $8,000 or 10% of the purchase price for a home. If the amount of the home purchased is $75,000, the maximum amount the credit can be is $7,500. If the amount of the home purchased is $100,000, the amount of the credit may not exceed $8,000.

Who is eligible for the FTHB tax credit? - Anyone who has not owned a primary residence in the previous 36 months, prior to closing and the transfer of title, is eligible. This applies both to single taxpayers and married couples. In the case where there is a married couple, if either spouse has owned a primary residence in the last 36 months, neither would qualify. In the case where an individual has owned property that has not been a primary residence, such as a second home or investment property, that individual would be eligible.

As mentioned above, the tax credit has been expanded so that existing homeowners who have owned and occupied a primary residence for a period of five consecutive years during the last eight years are now eligible for a tax credit of up to $6,500.

How do I claim the credit? - For those taking advantage of the tax credit in 2009, you may choose to either apply for the credit with your 2009 tax return or you may apply for the credit sooner by filing an amended 2008 tax return with Form 5405 (http://www.irs.gov/pub/irs-pdf/f5405.pdf).

Can you claim the tax credit in advance of purchasing a property? - No. The IRS has recently begun prosecuting people who have claimed credits where a purchase had not taken place. Can a taxpayer claim a credit if the property is purchased from a seller with seller financing and the seller retains title to the property? Yes. In situations where the buyer purchases the property, even though the seller retains legal title, the taxpayer may file for the credit. Examples of this would include a land contract, contract for deed, etc. According to the IRS, factors that would demonstrate the ownership of the property would include: 1. the right of possession, 2. the right to obtain legal title upon full payment of the purchase price, 3. the right to construct improvements, 4. the obligation to pay property taxes, 5. the risk of loss, 6. the responsibility to insure the property and 7. the duty to maintain the property.

Are there other restrictions to taking the credit? - Yes. According to the IRS, if any of the following describe your situation, a credit would not be due.

• You buy your home from a close relative. This includes your spouse, parent, grandparent, child or grandchild.

• You do not use the home as your principal residence. • You sell your home before the end of the year. • You are a nonresident alien.

• You are, or were, eligible to claim the District of Columbia first-time homebuyer credit for any taxable year. (This does not apply for a home purchased in 2009.)

• Your home financing comes from tax-exempt mortgage revenue bonds. (This does not apply for a home purchased in 2009.)

• You owned a principal residence at any time during the three years prior to the date of purchase of your new home. For example, if you bought a home on July 1, 2009, you cannot take the credit for that home if you owned, or had an ownership interest in, another principal residence at any time from July 2, 2006, through July 1, 2009.

Can you buy a home from a step-relative and be eligible for the credit? - Yes. Provided the person you are buying a home from is not a direct blood relative, the purchase would be allowed.

Can parent(s) who will not live in the property cosign for a mortgage for their child and the child that is a qualifying FTHB still be eligible for the credit? - Yes.

Can a separated spouse who has not owned a home for four years qualify for the FTHB tax credit if the spouse has owned a property anytime in the last three years? - No. However, the spouse may be eligible for the repeat buyer credit. The best path to take in any situation regarding income taxes is to speak with a professional tax preparer or CPA.

This time, every year, we like to remind our friends in the Baltimore, Harford County, Cecil County areas about CARBON MONOXIDE POISONING, THE SILENT

In Florida, an elderly couple left their car running in the garage and never woke up the next morning due to Carbon

Well, it's ALMOST done. There is still some negotiating to do. It appears there are several things still needing to be ironed out. One thing is that this Tax Credit can be reduced each quarter by $2,000 until the money runs out. This means that once this is passed...DON'T WAIT to search for your home and get qualified! Also, the amount is still up in the air. Some sources have reported that the Senate compromise would cut the tax credit to 10 percent of the sale price, with a $7,290 cap. It would also make the credit available for homes under sales agreement by April 30th. 2010 an additional 60 days to settle. H1N1 flu is about to be upon us and we need to be on top of information regarding it. Here is a comparison to the normal cold symptoms that was sent to me. Know the Difference between Cold and H1N1 Flu Symptoms

Symptom	Cold	H1N1 Flu
Fever	Fever is rare with a cold.	Fever is usually present with the flu in up to 80% of all flu cases. A temperature of 100°F or higher for 3 to 4 days is associated with the flu.
Coughing	A hacking, productive (mucus- producing) cough is often present with a cold.	A non-productive (non-mucus producing) cough is usually present with the flu (sometimes referred to as dry cough).
Aches	Slight body aches and pains can be part of a cold.	Severe aches and pains are common with the flu.
Stuffy Nose	Stuffy nose is commonly present with a cold and typically resolves spontaneously within a week.	Stuffy nose is not commonly present with the flu.
Chills	Chills are uncommon with a cold.	60% of people who have the flu experience chills.
Tiredness	Tiredness is fairly mild with a cold.	Tiredness is moderate to severe with the flu.
Sneezing	Sneezing is commonly present with a cold.	Sneezing is not common with the flu.
Sudden Symptoms	Cold symptoms tend to develop over a few days.	The flu has a rapid onset within 3-6 hours. The flu hits hard and includes sudden symptoms like high fever, aches and pains.
Headache	A headache is fairly uncommon with a cold.	A headache is very common with the flu, present in 80% of flu cases.
Sore Throat	Sore throat is commonly present with a cold.	Sore throat is not commonly present with the flu.
Chest Discomfort	Chest discomfort is mild to moderate with a cold.	Chest discomfort is often severe with the flu.

Ten Facts about the First-Time Homebuyer Credit

Many taxpayers who purchase a home in Maryland this year will qualify for an $8,000 federal tax credit. The refundable first-time homebuyer credit is a major tax provision in the American Recovery and Reinvestment Act of 2009. But time is running out to qualify for this credit.

Here are ten things the IRS wants you to know about the first-time homebuyer credit:

1. To be considered a first-time homebuyer, you - and your spouse if you are married - must not have jointly or separately owned another principal residence during the three years prior to the date of purchase.

2. You cannot claim the credit before there is a completed sale and purchase of the residence. The sale and purchase are generally completed at the time of closing on the purchase.

3. To qualify for the credit, the completed purchase must occur before December 1, 2009.

4. The home must be located in the United States.

5. The credit is either 10 percent of the purchase price of the home or $8,000, whichever is less.

6. The amount of the credit begins to phase out for taxpayers whose modified adjusted gross income is more than $75,000 or $150,000 for joint filers.

7. The credit is fully refundable. A homebuyer with no taxable income, who qualifies for the credit, may file for the sole purpose of claiming the credit and receive a refund. The credit will be paid out to eligible taxpayers, even if they owe no tax or the credit is more than the tax owed.

8. The credit is claimed on IRS Form 5405, First-Time Homebuyers Credit.

9. Taxpayers can claim the credit for a qualified 2009 purchase on either their 2008 or 2009 tax return. For those who have filed a 2008 return, a Form 1040X, Amended U.S. Individual Income Tax Return can be filed in order to get a refund in 2009.

10. The credit for qualified 2009 purchases does not have to be repaid, as long as the home remains your main home for 36 months after the purchase date.

Qualified taxpayers who have been considering a main home purchase may find extra incentive from this tax credit to buy now so they can complete the purchase before the December 1 deadline.
