Expanded Home Buyer Tax Credit Likely - yet buyers need to Buy NOW!

A relief for us Realtors who were just beginning to see an increase in business could be here. I am hoping for myself (and my buyers, especially the ones on the fence) that this holds to be true. Also, for move-up buyers, this could mean $6,500 in their pockets too!

CNN reported today that a compromise proposal based on bills that have already been introduced could pass the Senate as early as this week (assuming that it is attached to a bill to extend unemployment benefits).

The compromise bill would likely open the program to some existing homeowners. The expiring tax credit is limited to buyers who have not owned a home for at least two years.

According to a CNN.com story today:

* First-time buyers could continue to claim up to $8,000. But existing homeowners who have lived in their home for five years could receive up to $6,500 if they trade up to a larger principal residence.

* The full credit would be limited to buyers who earn less than $125,000 a year and for married couples with annual incomes up to $225,000.

* The credit could only be used for homes selling for $800,000 or less.

* Contracts must be signed by April 30, 2010 and sales must close by June 30.

Mark Zandi, chief economist for Moody's Economy.com (MCO), told me recently that he supports the extension because the housing market could take a big step back without it. But he agreed with critics that it is one of the most inefficient ways for the government to support housing.

According to Zandi, only 22% of about 1.8 million buyers who will claim the soon-to-expire credit would not have bought a home but for the incentive. Expanding the credit to include previous homeowners and extending the credit through June will cost about $30 billion, on top of about $8 billion that would have already been spent, he said.

The compromise bill outlined here might be cheaper because it seems to more narrowly define the existing homeowners who can take advantage of the credit.

While this is not official until the bills is approved and signed into law, its a start! I do think that we need to look at coming to a point that we don't rely on the government for help, but an end to the credit right now could throw us farther back, just when it began to pick up. The only worry is that this will continue to drive down home prices. What do you all think?

The Greenville Police Department is a nationally accredited law enforcement agency that strives to provide a high quality of law enforcement services through a departmental philosophy of community-oriented policing. The agency is comprised of 183 sworn officers and 40 non-sworn employees and serves a population of approximately 79,600 people within a 26-mile area in eastern North Carolina. Greenville is the home of East Carolina University which has a student population of some 27,000 students. The organization of the department is structured to provide a full range of law enforcement services and protection for citizens and visitors of Greenville. Its all about location! People often have to compromise in purchasing their dream home for a less perfect home in a better location. The buyer and family's quality of life can be affected by their surroundings and features a neighborhood has to offer. Choosing the best neighborhood is just as important as finding the perfect home.

Of the most important things to look in to is the quality of schools in the area. Compare various public schools within a school system; some may be better than others. In order to keep all options open, also take a look at private schools in the area. Even if you do not have kids that will attend school, it is still a good idea to pick an area with good schools to help with reselling Greenville real estate.

You may also want to research the areas crime potential. Contact the local police office to find out crime trends, types, and rates. Greenville's Police Records are now online for easy access - so do check that out.

Having pharmacies, hospitals, grocery stores, and other places of interest easily accessible will make a big difference in every day life.

Choosing a neighborhood can be difficult! Finding the perfect home in the right neighborhood may be even more of a challenge. Research the area and prioritize features that are most important to you and your family.

GREENVILLE, NC - A local business man has struck it with two thumbs up from movie critics and the public alike with his rugged hat made from Brazillian truck tarps - The Real Deal Brazil. GREENVILLE, NC - Home of the ECU Pirates!

FSBOs are a big part of our market, as in any town. We have a diverse economy and didn't feel the effects of the recession for a long while. Then it hit. BAM! We're slowly recovering, up 6.4% this month from last. However, people still feel that they can sale their home FSBO with little to no marketing. It just baffles me!

I saw this sign below, on one of our streets this week. Are you kidding me?

I want to ask these people, is this your Marketing Plan? A personally painted piece of plyboard on a busy street? To me, this speaks for itself about the condition of the property. A FSBO sign @ Lowe's isn't but $5 - I already know you're a cheapskate! How will out of town buyers find you? Do you have internet exposure? 80% of buyers start their shopping on the internet - will you be left out... BUT you and I both know.. they are hard headed!

When I see FSBOs, I send the "nickel" letter. So far, out of roughly 80 sent, I have obtained 7 listings. Thats just under 10%. The Letter is below.. Check it out. USE IT! *personalize it*. Let me know if it works for you! I attach a nickel (real, yes - it costs just 5 cents) using some tape, to the top of the letter. It doesnt effect the weight too much - it still mails for the standard letter rate.

Dear Seller:

I noticed you are For Sale by Owner. Maybe it will work for you? If so, I will be the first to congratulate you for beating the odds! Nearly 85.0% of FSBOs end up giving up and listing.

Even if it works, in the long run, you might end up wishing you had a nickel for every time a bogus "BUYER" called on your For Sale by Owner sign and asked to see the house on short notice. They think nothing of interrupting the life of a seller, when they actually have no way to buy a house in that price range. You'll know it when you meet them. Oh, they say nice things, and they like the decor, but they never make a fair offer. If you notice, they often avoid eye contact. They may even pay an unusual amount of attention to your possessions or family photos...

You might want another nickel for each time a "BUYER" promised a seller that they would come back with an offer as soon as they got a few things in order.... Finally, you could be wealthy indeed if you had a nickel for every time a "STEALER - DEALER" offered 80% of list price to somebody who was selling, "By Owner" in our town.

Has any of this happened to you? Tired of lookey lous, low ballers, and time wasters? Want it to stop? Maybe you want to short cut the process before it happens to you? Want to Fast Forward your sale and meet some Real Buyers who will pay fair market value? I can pay for the ads, wait by the phone, and pre-screen the buyers for you before showing the house. I get them to offer at least 10% more than they will offer you, and I only charge 5-7% for the help, which of course is negotiable. I get them to start at an average of 90% of market value on opening offer and then negotiate on your behalf to an average of 97.2% of listing price. Sound good?

I genuinely want to help you sell and statistics say I can get Real Buyers to make better offers than they make to owners! Don't you owe it to yourself to at least investigate? I am as close as your phone! If nothing else, remember this: "Real Buyers + Real Marketing = Real Results"

Another WIN for the Pirates in West Virginia against fellow C-USA oppenent Marshall

GREENVILLE, NC - Like all Conference USA rivalries, ECU at Marshall today proved to be a dog fight. ECU first scored, followed by a touchdown to tie from Marshall. At halftime, ECU was ahead 14-7 and likely had major talks about 2nd half adjustments while in the lockerroom. I'm almost sure they had prayer too for defensive tackles coach Thomas "Rock" Roggeman whom was missing his first game of the season due to cancer, sidelined back in Greenville with doctors trying to coach him into remission. No matter what, it was obvious to see that he made an impression on the defense, which likely won the game for ECU, final 21-17. This improves the defending Conference USA Champions to 2-0 in the Conference, a great start to the conference play season. ECU is now 3-2 all together and now they move onto battle SMU next week!

GREENVILLE, NC - An 89 year old gentleman and his wife we're on the way to breakfast in Greenville, NC and evidently had an encounter with this deer - that's not odd - deer are plentiful around here. However, the gentleman and his wife didn't know that they had hit this deer until they drove into the McDonalds parking lot and had someone point it out to them. Can you imagine them sittin there inside, having their morning coffee and hasbrowns and someone walking up and saying "Mr., is that your car? You have a deer inside your hood!" I think we may need to have him surrender his license. What do you think?

UNC Study: 535 Deer Crashes reported in Pitt County in 2008!

GREENVILLE, NC - Since 2004, NC has seen a 27% increase in deer-related crashes. Pitt County ranked 5th among NC's 100 counties in 2008 for reported crashes involving deer. This number was likely higher due to the unreported cased - as the NC Highway Patrol now says that you can report the incident within 24 hours if medical attention is not needed and your vehicle is still drivable. While the total miles driven and the total number of accidents all together throughtout the state has dropped, deer crashes have risen to an all-time high.

LOWER CAR-DEER CRASH RISKS BY:

Realtors' index rises 6.4% in August for 7th straight gain as tax credit deadline boosts activity.

GREENVILLE, NC -- Homebuyers signed more sales contracts in August than in any month this year, boosted by the looming expiration of a homebuyers' tax credit, according to an industry report released Thursday.

The August Pending Home Sales Index from the National Association of Realtors (NAR) surged 6.4%, the seventh straight month-over-month improvement in the indicator. The increase far exceeded economists' expectations -- a panel of analysts surveyed by Briefing.com had forecast a 1% rise.

Pending home sales rose 3.2% in July.

Pending sales are considered a forward indicator of housing market health since contract signings precede actual closings, which typically occur two to three months later. August contract signings show up in October and November NAR statistics as existing home sales.

Housing markets have gained some ground recently as a tax credit for first-time homebuyers -- which is scheduled to expire Nov. 30 -- stimulated sales of starter, and other, homes.

"No doubt many first-time buyers are rushing to beat the deadline for the $8,000 tax credit, which expires at the end of next month," said Deryck Wilson, a local RE/MAX associate.

One problem in extrapolating future closings from contract signings, however, is that there are continuing problems obtaining mortgages that may scuttle many deals, according to Yun.

"The rise in pending home sales shows buyers are returning to the market and signing contracts, but deals are not necessarily closing because of long delays related to short sales, and issues regarding complex new appraisal rules," he said.

Those issues also could also lead to some double counting of previous pending sales as buyers whose earlier deals fell through may return to the market and sign new contracts.

Still, the oversized gain in pending sales will surely translate into some increase in closings, and the report added to several other positive recent indicators that housing markets are at least stabilizing, if not in full-blown recovery.

Not all economic and housing indicators have been pointing up. Initial jobless claims climbed this week, according to a Labor Department report, after three weeks of declines.

Foreclosure filings are still well above normal and they threaten to go far higher as the terms of many toxic mortgages, such as interest-only loans and option ARMS, reset over the next six to 12 months and send the monthly mortgage payments of homeowners soaring.

Another housing market question mark is the status of the tax credit for first-time homebuyers, with the industry fearing that home sales could drop sharply if it's allowed to expire.

There are, however, several efforts in Congress to extend the credit and even to expand it to all homebuyers, not just first-timers. That could turbo-charge home sales if it goes through.

Unlike the experience of buying a first home, when you're looking to move up, and already own a home, there are certain factors that can complicate the situation. It's very important for you to consider these issues before you list your home for sale.

Most of us dream of improving our lifestyle and moving to a larger home. The prolem is usually the difference between our hearts and our bank accounts. You drive by a home and fall in love with it, only to find out it's either pending or they're asking more than you are willing to pay. Most househunters get caught in this hit or miss stratesgy of househunting when there's a much easier way of going about the process. Find out if your agent offers a "Buyer Profile System" or "Househunting Service". Not Selling First
You should plan to sell before you buy. This way, you don't find yourself feeling disadvantaged at the negotiating table, feeling pressured to accept an offer that is below market value only because you have a deadline to meet. If you already have sold your home, you can buy your next one with no strings attached. If you do get a tempting offer on your home but have not gotten significant headway into finding your next home, you might want to put a contingent clause in the contract which gives you a reasonable time frame to find a home to buy. Selling a home on your own is possible, but it's advisable to use a REALTOR and get the home sold for the most amount of money in the quickest time frame. Realtors know their markets!

ECU to face Marshall, SMU in coming weeks - Support the Pirates!

Greenville, NC - Slowly but surely, the East Carolina football team has improved in the eyes of head coach Skip Holtz in the Pirates' first four games.

Despite having already played a pair of BCS conference teams this season, perhaps the best test of the season awaits ECU (1-0 Conference USA, 2-2 overall) this weekend when they journey to West Virginia a second time to take on star running back Darius Marshall and the school that bears his last name.

The ECU defense, Holtz said at Monday's weekly press conference, is part of the steady improvement. The Pirates' linebackers have been challenged to lend a hand to a struggling pass defense while also trying to play a role in run-stopping.

The senior trio of outside linebackers Chris Mattocks (26 tackles) and Jeremy Chambliss (26) along with middle man Nick Johnson (23) is at the forefront of the team in terms of making stops, trailing only senior safety Van Eskridge and his 34 tackles.

Even without a definitive leading man like the Pirates have had in the past, Holtz thinks this group could be one of his best since he arrived in 2005. Let's make sure we support them by watching and rooting for the Pirates!

The Greenville Police Department's Animal Control Division enforces state and local ordinances on animals within the city limits. Dogs and cats picked up by the department's control officers are taken to the Pitt County Animal Shelter for temporary housing. ANIMAL-WELFARE AGENCIES

Several agencies in Pitt County offer pets for adoption, help locate lost animals and provide pet care education. In addition, all Pitt County pet adoption agencies list their shelter and foster home inventories on www.petfinder.org. Click on "Shelter and Rescue Groups" and type in Greenville for the pet listings. Volunteer opportunities are available within each agency, and donations are accepted.

SAVING GRACES FOR FELINES

Saving Graces 4 Felines (SG4F) is a volunteer, nonprofit cat-rescue and adoption organization. SG4F cats are provided with current vaccinations, tested for feline leukemia and FIV, dewormed, treated for fleas and spayed or neutered (or come with a spay or neuter contract).

Cats can be adopted by visiting PetSmart (visit the SG4F Web site for hours). Adoption fees are generally $75-$100. SG4F also works to prevent disease and overpopulation in the feral cat population. Feral cats are trapped, vaccinated for rabies, feline distemper and feline leukemia, spayed or neutered, then released back into their colonies.

PITT COUNTY ANIMAL SHELTER

The Pitt County Animal Shelter is at 4550 County Home Road, Greenville, next to the farmers' market and recycling center. Michele Whaley is director. Call 902-1725. E-mail mrwhaley@pittcountync.gov

The shelter handles pet adoptions, temporarily houses lost pets and picks up stray animals in the county. Also, rabies operations are housed there. Animals that have bitten must be reported and will be quarantined 10 days. Low-cost rabies vaccination clinics are held twice a year at various locations in the county and are open to the public.

The shelter loans traps for residents having problems with stray animals.

Adoption hours are 1-5:30 p.m. Mondays-Fridays and 11 a.m.-12:30 p.m. Saturdays. Fees, including spaying or neutering plus a rabies vaccination, are $85 for dogs and $60 for cats.

Pitt Friends (Friends of the Pitt County Animal Shelter) is a nonprofit group that fosters selected Pitt County Animal Shelter animals until they can find permanent homes. Adoption fees are $100-$125 for dogs and puppies and $50-65 for cats and kittens. All animals are spayed or neutered or come with spay/neuter contracts. HUMANE SOCIETY OF EASTERN CAROLINA

The Humane Society of Eastern Carolina is an adoption agency serving as both a safe haven for homeless and neglected animals and a resource and service to the community. Adoption fees range from $70-$130 for cats and $95-$155 for dogs.

Greenville, NC - The housing market has slowly begun rebounding over the past few months, thanks in part to an $8,000 tax credit. But the deadline for using that credit expires at the end of November. So, should it be extended?

Derek and Megan Kindelspire rent a town home in Winterville, NC, but they'd like to move up. They're pleased with the current tax credits in place and have a Realtor helping them via REMAX, but they're still just on the fence.

"Now, we're kind of getting in the range of where we're maybe looking for a house this year or in the next couple of years," Derek Kindelspire said. "So we're getting a lot of different ranges for the homes out here."

As first-time homebuyers, the Kindelspires qualify for the $8,000 credit. And with two weekends of the Parade of Homes this year, realtors are seeing more suitors.

"I think it's stimulated them to come," RE/MAX realtor Deryck Wilson said. "And at first, I think people were afraid, but I think they're realizing now that it's not something they have to pay back. It is a credit to them and we're hoping that will continue to be."

Homebuyers know the credit expires at the end of November. And they'd like to see President Obama extend it, so they won't have to rush their potential purchase and so they can feel confident in their search.

"It gives you that chance," Kindelspire said. "You're like, 'well, maybe we can go out and look for a home.' And it gets us excited about going out. This is a good opportunity to get out and see all the houses that are actually out there and how much does it really cost to get into a home."

"If we want to continue the rapid growth that's been shown lately, I think that's going to be a necessity," Daniels said. And that's why both realtors and homebuyers are hope to see bigger window of opportunity.

The White House's economic team is looking at the first-time home buyer credit's impact and will make a recommendation to President Obama on whether to extend it later this week.

The ECU student body and members of the Pirate Nation have established a game atmosphere in Dowdy-Ficklen Stadium that is the envy of all visiting fans and teams who play here.

Each game is an opportunity to show the state, and often the nation, what makes a Pirate Football game day so special, both on and off the field.

It is imperative for every Pirate to be a good host to all who visit while establishing a national standard for the display of good sportsmanship

As you prepare to attend each home game we encourage all fans to remember:

1) Scanners will be used at all gates. Please have your tickets ready to be scanned.

2) Stadium gates open two (2) hours before kick-off.

3) Enter the stadium gates early. There are simply not enough gates at the stadium to admit 43,000 people quickly and the team needs you in your seats at least 30 minutes before kick-off.

4) As a reminder, fans are not permitted on to the field after the game. Stay in the stands and join the team in singing the ECU fight song and alma mater after every Pirate Victory. This gives all East Carolina fans an opportunity to celebrate together.

Pitt Community College (PCC) Witnessing Record Enrollment This Fall

WINTERVILLE-Though an official total is not yet available, Pitt Community College Registrar Joanne Ceres said this week the college is serving its largest enrollment ever this fall.

During a campus meeting Wednesday, Ceres reported that 7,710 students had enrolled at PCC this semester, up an estimated nine percent from the same point a year ago. She pointed out that a final enrollment total could be even higher since students may still sign up for the college's delayed start courses.

"Not a whole lot of seats are going empty," Ceres said before noting that-as of Aug. 18-only 19 percent of all the seats available on campus during class hours were empty.

According to Ceres, a closer look at the past four years shows PCC's enrollment has risen 26.5 percent. The college enrolled 6,091 students in the Fall 2005 Semester, or 1,619 fewer than are currently enrolled.

Ceres' report showed the number of full-time students jumped considerably from Fall 2008. There are 4,466 full-time students enrolled at PCC this semester compared to 3,606 last year, a 24 percent increase.

An overwhelming number of students applied for financial aid at Pitt this semester. Ceres said the college received an eye-popping 8,187 applications this fall, which nearly equaled the 8,673 the school received for the entire 2008-09 academic year.

Ceres said the number of Pell Grants awarded at PCC this semester totaled 2,404, which was up 587 from 2008. She added that 5,304 (69 percent) of the students currently enrolled are receiving some form of financial aid.

Financial aid factored significantly in the number students who signed up for fall courses but did not ultimately attend. Ceres said the college lost 757 students who registered earlier this summer after purging the class ranks of students who had not paid tuition and fees on time. Of that total, she said 605 were financial aid applicants, the majority of whom applied for aid after the federal government's May 15 deadline.

Ceres stressed the importance of applying for financial aid early, saying students who complete Free Applications for Federal Student Aid on time are awarded earlier and avoid having to pay for tuition and fees out-of-pocket while waiting for their applications to be processed.

Changes to the state's concurrent enrollment program may have kept PCC's enrollment from being even higher, even though the number of high school students overall at the college rose by six percent this fall.

Ceres said the budget approved by the N.C. General Assembly this month limited high school dual enrollment students to math, science and vocational courses. Learn and Earn Online and Huskins Bill students, she said, were unaffected by the General Assembly's changes to concurrent enrollment funding.

ECU Transit - Enjoy Campus, Downtown & Nightlife Safely - Use SAFE Ride!

East Carolina University students, staff, or faculty needing late-night transportation can call upon ECU's escort service, SafeRide.

University officials introduced the program last year to help ECU students get home safely, whether they live on-campus or off-campus, ECU patrol operations Capt. Frank Knight said.

"We have always had student patrols giving escorts, but it was limited just to on-campus escorts and it ran through midnight," said Knight.

"Due to the number of assaults off-campus and in the vicinity of campus, we wanted to be able to get students home in a safe manner."

The escort service is offered from 9 p.m. through 3 a.m. Thursdays through Saturdays and from 9 a.m. to 1 a.m. Sundays. On its first weekend, school officials say 133 students used the service.

"From what the drivers have told me, the students were very positive about this service," said Gray Hodges, ECU's assistant director for club sports and facilities.

"One student said in four years here, this is the best thing he's seen. It is a value to students, as far as safety is concerned."

To request a ride, ECU OneCard holders may call 328-RIDE (328-7433) or use the blue light phones on campus. To use the service, a caller must present an ECU OneCard to the driver. The caller may have up to one guest.

Normal operating hours for the Fall 2009 semester are as follows:

Sunday - Wednesday: 5:00pm - 2:00am
Thursday - Saturday: 5:00pm - 3:00am
